Subject: Letter of Intent Office on Aging Grant for Title
III Older Americans Act Funding
The attached letter notifies the City of approval of Title III
Older Americans Act funding for Fiscal Year 1986-87, in the
amount of $7,107. These funds will be applied towards salary and
benefit costs of the Community Services Specialist position
which was budgeted this year. We will begin to incur costs upon
the hiring of this position, which is expected to be approxi-
mately September 1, 1986.
RECOMMENDATION
It is recommended that the Council approve an Agreement between
the City of La Quinta and the Office on Aging for Title III
Older Americans Act funding, in the amount of $7,107.00, and
authorize the City Manager and/or Mayor to execute the contract
upofli ts receipt by the City.

Subject: Community Services/Senior Citizens Office
Improvements
Improvements have been completed at the office located at 78-471
Highway 111 which is to temporarily house the Community Services/
Senior Citizen offices. The work performed included installation of
electrical outlets, painting and carpeting. As you may be aware,
funds to accomplish these improvements were obtained from donations
from Landmark Land Company, Rufus Associates and Soroptimist
International of La Quinta, in the amount of $500.00 each. Total
cost of improvements was $1590.00.
Upon completion of recruitment for CQmmunity Services Specialist,
and availability of this person to begin work, we are tentatively
scheduling opening of the office for September 1, 1986.

REGARDING EARTHQUAKE PREPARATIONS *
At it. regular meeting on July 29, 1986 CVAG'a Executive
Committee voted to accept the Earthquake Preparedness report and
recommendation, made by CVAG'. Executive Director, Public Safety
Committee and Technical Advisory Committee. It also directed
that the report and recommendation. be referred to the city
council. of the Coachella Valley and the Riverside County Board
of Supervisor, for action.
Attached is a copy of the report and recommendation,. There are**
three action, they recommend you take:

1. That you authorize payment of your recommended share of
the $10,000. per year needed for the American Red Cross
to supply the Regional Coordinator of Quakesafe as
outlined on page 2 of Lester Cleveland's report dated
July 22, 1986.
2. That you name a Quakesafe Community coordinator for
your jurisdiction.
3. That you authorize payment of printing costs for the
Quakesafe materials that will be needed by your
jurisdiction.
It is the recommendation of the Technical Advisory Committee
* C(wOhich is composed of CVAG's members' City Managers and Riverside
unty's CAO) that all of our jurisdictions should act
im
mediately to get the printing and distribution of Quakesafe
jiterature done while our residents are still highly motivated to
* do something about it. The masters are available through CVAG,
the American Red Cross and Riverside County's Emergency
Preparedness Office. There is a place for your own
jurisdiction's logo and where people can call if they want to
participate in your City's Quakesafe Program.
It is also the recommendation of CVAG'a Technical Advisory
Committee that after the Quakesafe literature is distributed each
participating jurisdiction develop a pilot project to field test
the Quakesafe Program. This will guide you in determining what
your next Steps should be.

P2eDConsiderable discussion ensued when the report and
recommendations were placed before the Executive Committee. Some
members expressed concern that the proposed program may be too
massive and costly to succeed. All agreed the report and
recommendations should be referred to the City councils and Board
of Supervisors for their review and action.
One thing is certain. The Great Quake is going to happen and as
governments we must respond when it happens. Our most basic
function as governments is to protect the lives and property of
our people. If we do not adopt the proposals transmitted
herewith. what are we going to do in its place? There may be
more cost effective ways to prepare for the Great Quake. If so,
what are they? The Quakesafe Program is one way to prepare for
the event that minimi*es government responsibility and maximizes
people preparing and responding for themselves and their
neighbors.
Chief Eric Vogt and Bob Schneck of the American Red Cross have
indicated their willingness to appear before your Councils and
Board to answer any questions you night have Chief Vogt's

VALLEY GENERAL PURPOSE LOCAL GOVERNMENTS SUPPORT IN
CONCEPT THE ADOPTION OF A UNIFORM TRANSPORTATION FEE
At its regular meeting on Tuesday, July 29, 1986, CVAG's
Executive Committee broadened the concept of a uniform
transportation fee throughout the Coachella Valley to include an
examination of all possible sources of funding for new
construction of streets and highways. The SCAG Tranportation
Study that is scheduled for completion of its first phase by
October 1, 1986 will provide detailed information so you can
determine the transportation improvements you want by the year
2010. Estimates will then be made of the costs of such
improvements
If you support this concept, please name an elected official and
a transportation technician to represent your jurisdiction on an
ad hoc committee to determine how much the uniform fee or fees)
should be to cover the shortfalls anticipated in financing the
required street and highway improvements. When this Committee's
work is done we want to have a specific list of needed
improvements, what they will cost and how they can be financed.
Only then will we be in a position to decide what the fee(s)
should be. Therefore, all we are asking you to do at this point
is to support in concept the adoption of a uniform fee or fees)
and the appointment to the ad hoc committee of two people to
represent your jurisdiction.

SUBJECT: ACCEPTANCE OF PUBLIC RIGHT-OF-WAY
TRACT NO. 19903/DUNE PALMS DRIVE
In conducting right-of-way research for future General Telephone
Company GTE) lines in Dune Palms Drive for GTE representatives, the
City Engineer discovered that the additional 14 feet of half-street
right-of-way for Dune Palms Drive was not listed as accepted by the
City Clerk in the final map certificate. This area was designated as
Lot A on the final map for Tract No. 19903.
For the City to secure the necessary rights-of-way, the Subdivision
Map Act requires that the final map accept, accept subject to
improvement, or reject the easement being offered.
The attached resolution, when recorded, becomes the official
acceptance of the easements offered.
This inadvertent oversight would not occur today as the final maps
are plan checked by Licensed Land Surveyors through the offices of
City Engineer.
RECOMMENDATION
That the City Council adopt RESOLUTION NO. 86- tIA RESOLUTION OF THE
CITY COUNCIL OF THE CITY OF LA QUINTA ACCEPTING PUBLIC STREET AND
UTILITY DEDICATION OF LOT A, TRACT NO. 19903", and direct the City
Clerk to record the original of this resolution in the Office of the
County Recorder.

50TH AVENUE AND JEFFERSON STREET
As a condition of approval for Parcel Map 19834, the developer was
required to dedicate public street easements for 50th Avenue,
Jefferson Street and Adams Street new alignment) for those parcels
of land owned by Rufus Associates including Parcel Map 19834) on the
south side of 50th Avenue between Adams Street old alignment) and
Jefferson Street. NOTE: The old Adams Street alignment is being
vacated per Street Vacation No. 85-010.)
This is to request Council acceptance of the 50th Avenue, Jefferson
Street, and Adams Street in fee" dedications only.
The Adams Street realignment south of 50th Avenue), at the City's
50th Avenue park site, has been established by Staff and reviewed by
the City Council in concept on July 15, 1986. with the connection of
Calle Tampico east of Calle Rondo) to Adams Street* as part of the
La Quinta Lodge project and the development of the nearby school
site, Staff plans to re-evaluate the future traffic capacity/demand
on the Tampico/Adams link for a potential traffic system upgrade from
local to collector street status for Calle Tampico east of Washington
Street and Adams Street south of 50th Avenue. Should the
right-of-way requirement be greater than on the attached deed, the
additional dedications can be secured from a future tract map. This
would not effect the proposed alignment of Adams Street through the
Rufus Associates property, and should assist in the coordination
activity between Landmark Land Company and Rufus Associates in
coordinating the actual Tampico/Adams Streets improvement construc-
tion.

SUBJECT: COMMUNITY DEVELOPMENT BLOCK GRANT PROGRAM; SUPPLEMENTAL
AGREEMENT FOR THE 12TH ENTITLEMENT PROGRAM YEAR
BACKGROUND
Attached for your review is the proposed Supplemental Agreement to use
Community Development Block Grant CDBG) Funds in the 12th Program
Year 1986-87). The Riverside County Department of Economic and
Community Development ECD), previously known as the Department of
Housing and Community Development, requests that you discuss and
consider this matter.
The Supplemental Agreement basically spells out the general use of the
funds and assures that the City shall undertake the endorsed projects
in accordance with all applicable Federal, State, and County laws and
requirements. Upon the Council's and County Board of Supervisor's
approval of the agreement, all City CDBG projects in the 12th Program
Year may begin to incur costs which include:
* Senior Center Site Acquisition Project $ 97,292
* Home Enhancement Program 34,370
Due to lengthy processing times of the CDBG applications, which have
included environmental review and preparation of the Supplemental
Agreement, the project implementation schedule has been amended. The
revised schedules provide a more realistic project phasing schedule.
However, the ECD has indicated a willingness to be flexible relative
to the scheduling of the projects.
As the City1s CDBG Program becomes an ongoing entitlement system, it
is anticipated that the Supplemental Agreement with the ECD will be
made on a periodic annual) basis.

Subject: Lease Agreement for Community Services/Senior
Citizens Office Facility at 78-471 Highway 111, La
Quinta, California.
The attached lease agreement between One-Eleven Investment Company
and the City of La Quinta provides for a month-to-month lease for
a Community Services/Senior Citizens office facility at Plaza La
Quinta. The lease period would begin September 1, 1986, and would
be a month-to-month lease, at the rate of $10.00 per month or
$120.00 annually.
The lease agreement with DSL Service Company also provides for our
payment of a proportionate share of common facility operating
costs each month, and these costs have not yet been determined.
It also provides for an initial $60.00 security deposit.
Improvements at the facility have been completed, and it is
expected that the 1300 sq. foot facility will adequately house the
Community Services and Senior Center functions until a permanent
site and facility is obtained.
RECOMMENDATION
It is recommended that the City Council approve a Lease Agreement
between the City of La Quinta and DSL Service Company for the
month-to-month lease of office facilities at 78-471 Highway 111,
La Quinta, California, at an annual sum of $120.00, plus common
facility operating costs, and authorize the City Manager to
execute the lease on behalf of the City.

AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF LA QUINTA, CALIFORNIA, AMENDING
TITLE 8 BUILDING AND CONSTRUCTION) OF
THE LA QUINTA MUNICIPAL CODE BY ADDING
THERETO REGULATIONS RELATING TO TELEPHONE
JACKS AND TELEVISION CABLE OUTLETS IN NEW
RESIDENCES.
The City Council of the City of La Quinta, California, does
ordain as follows:
SECTION 1. Chapter 3 Electrical Code) of Title 8 Building
and Construction) of the La Quinta Municipal Code is hereby amended
by adding thereto Section 8.03.040 which is to read as follows:
8.03.040. Telephone jacks and television cable outlets. The
following shall be added as a new article to Chapter 8 of the
National Electric Code:
840-1 Requirements. All new residences shall be pre-wired
for television cable outlets and telephone jacks according
to the following:
a) To provide for telephone jacks in all habitable rooms in
a dwelling unit. Exception: Dining area which is immediately
adjacent to a kitchen or living room.
b) To provide for television cable outlets in all habitable
rooms in a dwelling unit. Exception: Kitchens and dining areas.
840-2 Definitions
a) Pre-wire" is the installation of wires within a structure
at the time of construction in such a manner as to be rendered
inaccessible by the structure or finish of the building except
at required outlets.
SECTION 2. EFFECTIVE DATE. This Ordinance shall be in full
force and effect thirty 30) days after passage.
SECTION 3. POSTING. The City Clerk shall within 15 days after
passage of this ordinance, cause it to be posted in at least 3 public
places designated by resolution of the City Council; shall certify to
the adoption and posting of this ordinance; and shall cause this
ordinance and its certification, together with proof of posting, to
be entered in the book of ordinances of this City.
