The City Council of the City of La Quinta does ordain as follows:
SECTION 1. Section 4.10 of Riverside County Ordinance No. 348
which was adopted by reference by this City Council by Ordinance No.
5, operative August 29, 1982) and La Quinta District Official Zoning
Plan Map No. 14, as amended, are further amended by rezoning from
R*3*, R-2-8OO0, and R-1, to R-1, those certain parcels shown and
depicted for such rezoning on the map which is attached to and made a
part of this ordinance, and which attached map is labeled *Exhibit A"
Change of Zone 86-021.
SECTION 2. EFFECTIVE DATE. This ordinance shall be in full
force and effect thirty 30) days after its adoption.
SECTION 3. POSTING. The City Clerk shall, within 15 days after
passage of this ordinance, cause it to be posted in at least three
public places designated by resolution of the City Council; shall
certify to the adoption and posting of this ordinance; and, shall
cause this ordinance and its certification, together with proof of
posting, to be entered into the Book of Ordinances of this City.
The foregoing ordinance was approved and adopted at a meeting of
the City Council held on this day of 1986, by the

THE MUNICIPAL CODE RELATIVE TO COMPENSATION
OF COUNCIL MEMBERS AND MAYOR.
THE CITY COUNCIL OF THE CITY OF LA QUINTA, CALIFORNIA, DOES
ORDAIN As FOLLOWS:
SECTION 1: Section 2.04.050 of the Municipal Code is hereby
amended to read as follows:
2.04.050 Compensation and reimbursement. Pursuant to Section
36516 of the Government Code, compensation shall be paid to each
member of the city council in the amount of two hundred fifty
dollars per month. Pursuant to Section 36516.1 of the Government
Code, the Mayor shall receive additional compensation in the
amount of $ 200.00 per month. The compensation prescribed
herein is and shall be exclusive of any amounts payable to each
member of the council as reimbursement for actual and necessary
expenses incurred by him or her in the performance of official
duties for the city; and, accordingly, each member of the council
shall receive reimbursement for such actual and necessary
expenses incurred in the performance of official duties for the
city, pursuant to the provisions of Section 36514.5 of the
Government Code.
SECTION 2: URGENCY. This Ordinance is enacted for the immediate
preservation of the public peace, health and safety and shall become
effective immediately upon its adoption. The reson for the urgency
is to enact this ordinance prior to the statewide general election of
November 4, 1986.
SECTION 3: POS*ING. The City Clerk shall within 15 days after
passage of this ordinance, cause it to be posted in at least 3 public
places designated by resolution of the City Council; shall certify to
the adoption and posting of this ordinance; and shall cause this
ordinance and its certification, together with proof of posting, to
be entered in the book of ordinances of this City
The foregoing ordinance was approved and adopted at a meeting of
the City Council held on this 7th day of October, 1986, by the
following vote:

OF THE LA QUINTA MUNICIPAL CODE, DESIGNATING
HOLIDAYS OBSERVED BY THE CITY.
The city council of the City of La Quinta does ordain as
follows:
SECTION 1. Section 2.55.010 of the La Quinta Municipal Code
hereby is amended to read as follows:
2.55.010 Holidays observed by the City. a) Excluding
those offices which must remain open for the continuation of
essential public services such as police and fire protection,
the public offices of the city shall be closed on Saturdays and
Sundays, and on the following holidays:
1) New Year's Day January 1)
2) Martin Luther King's Birthday 3rd Monday in
January)
3) Washington's Birthday 3rd Monday in February)
4) Memorial Day last Monday in May)
5) Independence Day July 4)
6) Labor Day 1st Monday in September)
7) Veteran's Day November 11)
8) Thanksgiving Day 4th Thursday in November)
9) Friday following Thanksgiving Day
10) Christmas Day December 25)
11) Any day declared to be a holiday by proclamation
of the Mayor.
b) Holidays falling on Sunday will be observed on the

of the city council.
d) Notwithstanding the foregoing provisions of this section,
the city manager shall be authorized, by administrative regulation or
otherwise, to direct that all or a portion of the public offices of
the city shall remain open for business, on a full or reduced staff
basis, on any of the days or holidays prescribed above, when he
determines it to be necessary in the public interest to do so.

a letter from Larry Spector regarding this name. Since the City
will eventually have parks on both ends of this street, perhaps
Park Street is an appropriate name.

SUBJECT: Park Street
The construction of Park Street as a part of the 50th Avenue/Park Street
project is nearly complete.
First, I need to know if a new name has been selected for Park Street or
do I have the street signs manufactured using Park Street?
Secondly, with the completion of the street the contractors for the school
site will be using this road as the construction access as their own
access point requires a long drive on a dirt access way. If we have any
problems with construction debr*s, etc. we may want to keep the street
closed until such time as the school site has asphalt pavement for the
contractors to park on etc.
Please advise.

SUBJECT: Street Name Selection for 50th Avenue Park Access Road
Now that the construction project for building the access road through the
future City Park Site on 50th Avenue is underway, a final administrative
matter must be resolved.
This matter is the selection of a name for this public access road. ror
the convenience of the construction plans, we have called this access road
**Park Street**; however, we believe that the final name should be
determined by the City Council or a City Street Name Committee.
In contacting the Desert Sand, Unified School District staff on this item,
l*ve found out they they are a few months off from naming the elementary
school and a long way off from naming the *iddle School. We had hoped to
use the school name as an option for the street name. However, we believe
that the selection should be made now so that the new street signs can be
ordered by our contractor.
A sketch of the local atea is attached as a reference point.
You should be aware that the final name selected should be run through the
U.S. Postal Service to make sure it is not similar to an existing street
name. In checking with the local postmaster, *r. Chuck Darros, staff
found out that Park Street has not been used in this City. Kr. Barro*
suggested that with the large number of spanish street names in the City
we may want to use the spanish translation of an english name. ror
example, Parque Pasco could be substituted for Park Street.
In closing, some considerations that we should use in naming streets are
as follows:
1. Unnecessarily long or complex street names increase driver
response time. They also create oversized sign locations
and mounting problems.
2. Unusual names may attract vanda1i*m or thefts.
3. Similar names may cause mistaken identification and confusion,
especially for emergency vehicles.

Subject: Attendance at National League of Cities Conf.
Pursuant to the Council's recently adopted policy statement
regarding travel, Council Member and employee travel out*de of
California shall be approved by the City Council.
Mayor Pena, Council Member Cox and myself would like to attend
the 1986 Congress of Cities and Exposition to be held November 29
through December 3, 1986, in San Antonio, Texas. The conference
is being sponsored by the National League of Cities, Washington,
DC. Attached is a synopsis of the program for your review.
Specific funds were not budgeted for attendance at this
conference, however sufficient monies are available within the
travel accounts for Council and Administration to cover this
expenditure.

Subject: Finalization of Fire Station Documentation
Attached are the five exhibits for the documentation of the fire
station at PGA West.
Exhibit 1. Grant Deed, conveying to the City, the land for
the fire station at 54th and Madison.
Exhibit 2. Certificate of Occupancy, the fire station was
completed and issued a certificate of occupancy
by the City on February 28, 1986.
Exhibit 3. Notice of completion of fire station to the Citv
from Landmark Land Company. This needs to be
signed and recorded with the County Recorder.
Exhibit 4. Sewer lateral easement from Landmark Land Company,
to the City of La Quinta, to provide access for
sewer maintenance for the fire station.
Exhibit 5. Fire Station Lease. It is a standard lease used
by the County fire contract cities. Cathedral City,
Palm Desert, and Rancho Mirage use this same lease.
The term of the lease is for a five year period, and
will renew automatically unless otherwise directed.
The City will pay for landscaping water only. The
fire station is leased by the City to the County in
consideration of the County's operatina and
staffing the station to the County's prevailing
standards.
Staff recommends recordation of Exhibits 3 and 4,
and the approval of Exhibit 5.

QUAKESAFE REGIONAL COORDINATOR
According to the American Red Cross description of the Quakesafe
Program, The Regional Coordinator acts as the technical advisor
to the Community Coordinators and serves as a facilitator for
Quakesafe training throughout the Coachella Valley.".
In addition, Mr. Bob Schneck, Manaqer of the local office of the
American Red Cros*, has agreed to sit down with each city's
representative to determine each city's Quakesafe needs and
develop recommendations on how the city can implement the
Quakesafe Program.

recommendations for more information.

Proposed Riverside County Redevelopment Plan
BACKGROUND
Thirty-one 31) unincorporated conwnunities have been designated as potential
Redevelopment Project Areas. Preliminary Plans were approved by the County Planning
Commission June 26, 1986. The Agency is scheduled to authorize transmittal of
Preliminary Reports to affected agencies September 15, 1986. Letters were sent to
all City Managers on June 2, 1986 describing the County's preliminary objectives and
tentative project area boundaries.
IMPACT ON CITIES
Many project areas lie within or are adjacent to Spheres of Influence. Some cities
have expressed concern that County Redevelopment efforts, while supportable in
general, may compete with city redevelopment efforts. Furthermore,tax increments
diverted to the County Redevelopment Agency would reduce the financial incentives for
cities to annex, or new cities to incorporate, project areas.
CITY/COUNTY AGREEMENTS
The County recognizes and is sensitive to the possible Impacts associated with our
efforts to establish redevelopment areas. The f6llowing summarizes various elements
of agreements that could be executed to maximize our opportunity to upgrade and
improve blighted county areas while minimizing possible impacts to cities.
1. Both parties recognize the need to employ Redevelopment efforts to eliminate
blighting influences.
2. Cooperative market studies are undertaken to define market nitch" for City and
for County. Result: Compatible but not competitive development objectives.
3. A city may initiate the transfer of territorial jurisdiction and accompanying
tax increment revenues if the City Council agrees to reimburse the Agency for:
a. Costs incurred in the initiation and administration of the agency
b. Debts and obligations of the agency in connection with the project area or
projects of countywide benefit.
c. Other county redevelopment activities deemed mutually beneficial by the
City and County.
4. In evaluating financial aspects of city/county agreements, all revenues
attributable to Redevelopment Project Areas will be considered.

SUPPORTIVE SERVICES AGREEMENT WITH THE RIVERSIDE
COUNTY OFFICE ON AGING.
WHEREAS, the City of La Quinta, hereinafter referred to as
City" and the Riverside County Office on Aging, hereinafter referred
to as 1'County" are desirous of entering into an agreement to provide
for assistance to local agencies to develop supportive services to
meet the needs of older persons; and
WHEREAS, The Older Americans Act of 1965, as amended 42 United
States Code 3030d) provides for said assistance; and
WHEREAS, it shall be the purpose of the parties to this
agreement to make certain supportive services available to older
persons within the Program Area and City of La Quinta; and
WHEREAS, City shall assume responsibility for providing certain
supportive services for older persons through an Agreement, the term
of which commences July 1, 1986, and terminates June 30, 1987, hereby
attached as Exhibit A!
NOW, THEREFORE, BE IT RESOLVED to approve an Agreement between
the City of La Quinta and Riverside County Office on Aging for a
Title Ill-B Supportive Services Agreement, attached as Exhibit A".
BE IT FURTHER RESOLVED that the City Manager is authorized to
execute the Agreement on behalf of the City.

WHEREAS, the Planning Commission of the City of La Quinta,
California, did, on the 12th and 26th days of August, 1986, hold a
duly noticed public hearing and continued hearing to consider the
request of Drew Wright and Associates, Inc., to subdivide 40.33 gross
acres into 151, single-family lots plus two 2) stormwater
retention/common recreation lots to allow construction of a
single-family horne project in the proposed) R-l Zone located on the
northeast corner of Washington Street and Sagebrush Avenue, more
particularly described as:
Nl/2, NW1/4, SE1/4, SEC 31, T55, R7E, S.B.B.& M. and
51/2, NW1/4, SE1/4, SEC 31, T55, R7E, S.B.B.& M.
WHEREAS, the City Council of the City of La Quinta, California,
upon receiving thereport and recommendation of the Planning
Commission did fix the date for public hearing to consider said map
and environmental determination, along with related Change of Zone
and Specific Plan Amendment applications.
WHEREAS, the City Council of the City of La Quinta, California,
did, on the 16th day of September and the 7th day of October, 1986,
hold a duly noticed public hearing and continued hearing to consider
the applicant's request and recommendation of the Planning Commission
concerning Tentative Tract Map No. 21555.
WHEREAS, said tentative map has complied with the requirements
of The Rules to Implement the California Environmental Quality Act
of 1970" County of Riverside, Resolution No. 82-213, adopted by
reference in City of La Quinta Ordinance No. 5), in that the Planning
Director has determined after initial study Environmental Assessment
No. 86-052) that the project will not have a significant adverse
impact on the environment and that a negative declaration should be
filed.
WHEREAS, at said continued public hearing, upon hearing and
considering all testimony and arguments, of all interested persons
desiring to be heard, said City Council did find the following facts
to exist to justify the approval of said tentative tract map.
1. That the proposed Tentative Tract Map No. 21555 is
consistent with the goals, policies, and intent of
the La Quinta General Plan.

Subject: Final Extension of Time for Tentative Tract Map No. 18765
Applicant: Landmark Land Company
BACKGROUND
On October 14, 1986, the Planning Commission unanimously recommended
approval of the final time extension for Tentative Tract Map No. 18765.
This final extension would allow the applicant to file a final map on
the remaining phases of the tract until November 1, 1987.
One addition has been made to the Conditions of Approval for the previous
time extension granted on February 4, 1986. This Condition No. 19)
concerns Requests for Infrastructure Fee Credits. There was only
limited discussion by the Planning Commission on this matter.
Nancy Aaronson, representing Landmark Land Company, appeared in support
of the recommendation. No one else appeared on the matter.

Subject Senior Center Activity Report September 1986
The Senior Center reopened on September 22, 1986 with coffee and
cake and 16 people came in to the center.
Blood Pressures were taken on September 23 with Dr. Simon Brezin
taking the pressures. 24 people had their pressure checked.
On September 30, Blood Pressures were again taken with Betty Zelles,R.*
taking the pressures. 24 people had their pressure checked.
The first Crafts Class had Phyllis Newland returning with 5 in
attendence.
Cheese was distributed on September 24 and 30 individuals picked up
the cheese for their households.
Total Walk-in attendence for September was 112 people.
As of this writing, we do not have attendence for exercise class
conducted in the Recreation Center by Lee Sleight, Tues, Wed & Friday
from 7 to 8 a.m.
