SUBJECT: WEED ABATEMENT/LOT CLEANING ASSESSMENTS FOR PLACEMENT ON
1987/1988 PROPERTY TAX ROLL
The purpose of this hearing is to provide the Council the opportunity
to hear and consider all public objections and protests, if any, to
the report filed with the Council containing a description of each
real property parcel cleared or cleaned by the City of La Quinta.
Notices of tonight's public hearing were sent to each property owner,
advising them of the hearing date. No written communications have
been received regarding this matter.
Following public comment and close of the public hearing, it is
respectfully recommended that the Council take the following action:
1. Adopt the proposed Resolution approving and
adopting the Resolution to place the cost of
cleaning said lots on the 1987/88 property tax
roll.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LA QUINTA ASSESSING LIEN AND
PROVIDING FOR COLLECTION ON TAX ROLLS ON
CERTAIN PROPERTY FOR COSTS OF ABATEMENT
OF PUBLIC NUISANCE
WHEREAS, Chapter 11.72 of the La Quinta Municipal Code provides
for the declaration and determination of certain conditions of
property to be a public nuisance and further provides for the
abatement of said nuisance by certain procedures including abatement
by the City and collection of the cost of said abatement on the tax
rolls; and
WHEREAS, in accordance with said abatement procedures, the
Community Safety Director of the City of La Quinta, as agent of the
City Manager, has determined that a public nuisance exists on the
following described premises, and has given the notice required by
law7 and the owner thereof has failed to appeal said determination
and has failed to abate said nuisance as required in said notice; and
WHEREAS, in accordance with said abatement procedure, the
Community safety Director has, by contract, provided for the
abatement of said public nuisance on said properties and has filed a
report thereon with the City Council and the City Council has
conducted a hearing on said report and the assessment of said costs
against said properties.
NOW, THEREFORE, the City Council of the City of La Quinta does
hereby RESOLVE as follows:
1. The City Council hereby finds, determines, and declares that the
City has abated a public nuisance on each of the following
described premises and has conducted a hearing on assessment
of the costs of said abatement in the time and manner as required
by law and further determines that there were no objections or
protests to assessments of said costs by any interested party.
2. The City Council hereby finds, determines, and orders that the
report of the Community Safety Director relative to assessment
of costs is hereby approved and the City Council hereby orders
that the following costs are hereby assessed as liens against the
following properties and the amount of said assessment shall be
collected at the time and in the manner of ordinary property
taxes:

Dear Ma*or Hoyle:
I would like to bring to your attention the fact that we have an
inordinate number of Pit Bull dogs in the City of La Quinta. M**ny
of the*e dog* are allo*ed to run looBe by their owners, especial*
after 5:00 p.m.
M* husband and I were attacked by two Pit Bull dogs while walking
recently. These dogs came from the residence at 53-825 Velasco Ave.
Since that incident both Mr. *on Vreeken, your Animal Control Officer,
and I have seen a Pit Bull pup from that residence being run up the
street, unleashed, with lar*e weights padlocked around its neck. This,
I was given to understand, is how these dogs are prepared for fighting.
The attached article from *A TODAY, Friday, Deceinber 6, 1986, *ill be
of great interest to this City under the above circumstances. Pit-Bull
dogs have been outlawed in the City of Denver because of attacks on
people.
From observing near-by residents, I have determined that Pit-Bull ownership
and dr** sale often go hand in hand. Outlawing ownership of Pit Bull dogs
would certainly be a step in the direction of solving some of our many
problems in the City of La Q*iinta.

Dear Mr. Kiedrowski:
It is with great pleasure that we see the long-awaited
school and spo:ts park taking shape on Avenue 50.
During the plannin* of the school, Lawrence Spector indicated
to the membersof the City Council that Rufus Associates would
like 0 donate a number of Ruby grapefruit trees for use in
landscapin?* the site and itS Avenue 50 frontage.
Mr. Spector has asked me to confirm with you that we have
reserved 30 rnature Ruby grapefruit trees for the use of the
school. The trees have been placed in 9' boxes and are
stored at oul orchard site at Avenue 50 and Jefferson Street,
about one mile from th* school. When pldnte*, th*y ill be
about 20 or 29 feet tall
We have been informed that it would be best to te-plant the
trees as soon as possible, but certainly before the summer
heat arrives. We expect to be re-planting about 150 trees
on our own site some time in mid-spring. California Tree
Movers, Inc., who boxed the trees and owns the boxing material,
has offered us 3 very good pri*e for moving and re-planting
the trees. The cost would be $280 per tree plus any fertilizer
to be mixed *ith the backfill). This would be the only cost
to the City/school district.
Mr. Spector would apprecia*e *t if you pass this information
on to the appropriate persons involved in planning the
landscape of the school/park site. If I can be of any further
assistance, please call on me.

DURING A SPECIAL EVENT TO BE HELD
JANUARY 14, 1987, THROUGH JANUARY 18, 1987,
INCLUSIVE.
BE IT RESOLVED by the City Council of the City of La Quinta
that pursuant to Section 22507 of the California Vehicle Code
Section 12.32.010 of the La Quinta Municipal Code, the following
temporary no-parking zones hereby are established, to be effective
during the period of a special event to be held January 14, 1987,
through January 18, 1987 inclusive:
1. Jefferson Street South from the All American
Canal, including P.G.A. Boulevard to its
termination.
2. 54th Avenue East from the All American Canal to
Madison Street.
3. Madison Street South to the City limits.
4. All other streets deemed necessary by the Chief
of Police of the City of La Quinta.
BE IT FURTHER RESOLVED that the above parking
prohibitions shall be in effect at all times during the day or
night when authorized signs are in place giving notice thereof.
BE IT FURTHER RESOLVED that pursuant to Section 22651
of the California Vehicle Code and Subsection n) of said
Section 22651, the removal and utow away'1 of vehicles parked or
left standing in violation of the above parking prohibitions,
hereby is authorized, provided that signs shall have been posted
giving notice of the removal.

SUBJECT: PLOT PLAN NO. 86-295; BANK BUILDING
As a condition of approval No. 9(a)) for Plot Plan No. 86-295, the
bank building proposed to be constructed at the northeast corner of
Avenida Bermudas and Calle Estado was required to dedicate all
necessary public street and utility easements.
This is to request that the City Council accept the public street and
utility easement for Avenida Bermudas 44' half-street width plus
corner cutoff) and the six-foot-wide, public sidewalk on the
development's Calle Estado frontage.
The sidewalk easement dedication is necessary as the public street
easement for the north side of Calle Estado falls just behind the
existing curb.
RECOMMENDATION
That the City Council accept the dedications of the Avenida Bermudas
public street and utility easement and the Calle Estado public
sidewalk easement and direct the City Clerk to have the deeds
recorded.
