SUBJECT: Continued Public Hearing, Borremans' Weed Abatement
DATE: January 13, 1987
This is a continued hearing for Geradus Borremans/Lorna Maietta,
co-owners of the lots in question. The lots are located on
Avenue La Fonda, east of Avenida Bermudas.
I have had discussions with the property owners in regards to
the lack of notice for them. Code Enforcement followed the
guidelines as set forth in the Municipal Code, such as posting
the lot and sending the notices by certified mail.
The Borremans/Maietta were apparently away from their residence
for six weeks and stated they did not receive the notice.
Possibly, the post office did not leave a notice of certified
mail. At any rate, the certified letter was returned to the
City on December 22, 1986.
The Notice of Abatement was mailed October 22, 1986. The
abatement should have gone to a private contractor on
November 12, 1986, which is the 21 days required to abate a
property. The lots were turned over to the City contractor after
November 12, 1986, abatement. Work was started on
December 2 1986, and completed December 5, 1986. The total bill
for the weed abatement for the two lots is $873.76, including
the administration fees.
The weed abatement program has been in place since July, 1985,
and this is the first complaint we have received in regards to
lack of notification. In the future, staff will hold unclaimed
certified mail for 30 days, re-date the notices and re-mail. If
there is still no response, we will abate the lot.
However, in this instance, the notice was mailed
October 22, 1986, and it was not returned until
December 22, 1986. There are considerable delays at times with
the return of certified mail.

Subjeci. Re-Establishment of Traffic Safety Committee
At your January 6th Council meeting, Martin Beck presented and
read a letter urging the Council to consider re-establishment of
the La Quinta Traffic Safety Committee. Staff appreciates Mr.
Beck's concerns. However, the Council has instructed that a
City Engineer/Public Works Director be hired, along with
creation of a completely new, in-house Engineering Department,
to address La Quinta's traffic concerns.
Staff therefore does not feel that it would be appropriate to
set up a Traffic Safety Committee until the new City Engineer
Public Works Director has had the time and opportunity to become
acquainted with the community, and recommend improvements for
various situations.
RECOMMENDATION
It is recommended that the Council table consideration of Mr.
Beck1s request until such time as appropriate following
establishment of the City's Engineering Department and hiring of
a City Engineer/Public Works Director.

I appreciate the consideration the Council gave to the
project arid regret that it caused controversy. When I wrote
two chapters +or the Historical Society last spring, I was
told that those materials were all that had been written by

Subject: Community Service Grants 1987/1988
BACKGROUND
The City Council has established a community service grant award
program, which was began in the 1984-85 Fiscal Year. The
program was implemented for local community, service and
non-profit organizations in need of funding support from the
City for various programs and projects.
The process has required that interested organizations complete
an application for funding, provide information about their
organization, a detailed expenditure budget and information
about their specific grant proposal. The proposals have then
been reviewed by the Community Services Commission, and
recommendations made for funding or denial. The Council has
made the final decision on funding, and Staff has budgeted
accordingly.
A breakdown of Community Service Grant awards for this fiscal
year is as follows:
Chamber of Commerce $ 35,000.00
La Quinta Arts Foundation 10,000.00
La Quinta Vol. Fire Department 13,970.00
Housing Authority, Riverside County 1,927.00
YMCA P.L.A.Y. Program 7,500.00
R.S.V.P. 1,836.00
Riv. Cnty. Coalition/Domestic Violence 2,500.00
TOTAL Grants 1986-87 $72,733.00
The process, as previously established, has created an open-end
funding situation whereby community organizations requested
funding with no 1cap'* or ceiling having been established by the
City. This created budgeting problems, and does not allow Staff
to project future years' expenses in this area.

The process as currently conducted further seems to create a
situation whereby an ever-increasing amount of funds is
expended. Staff is seeking a way in which to control and/or
effectively budget said expenditures.
RECOMMENDATION
It is recommended that the Council amend the Community Service
Grant award process by placing a fixed dollar amount *cap or
ceiling" on the total dollars expended, and further recommended
that said cap be the same as or lower than the $72,733 expended
in Fiscal Year 1986-87.

su*JECT: Traffic Visibility on Miles Avenue at Vista Dunes Mobile Park
BACKGROUND
Couuunication has been received from residents at Vista Dunes Mobile Park,
78-ggO Miles Avenue, requesting that the grade of Miles Avenue be lowered
east of the park, and relating this to a recent traffic accident,
ANALYSIS
The City Engineer and Planning Director have made field visits to this
segment of Miles Avenue and find that adequate sight distance exists for
vehicles entering or exiting the park.
*hile there is no *planning* criteria for sight distance, as a rule of
thumb in land planning, the number of entry*exit points to a site along
ma*or thoroughfares are limited. It is noted that three 3) entrances to
Vista Dunes Mobile Park presently exist.
There are, however, traffic engineering design standards for sight
distance in relation to vertical curves hills). In this particular
instance, from the eastern most park entry, vehicles may be observed to
crest the hill on Miles Avenue at a distance of 5*O feet. Normally, 450
feet on a vertical is sufficient for a 55 mile per hour design speed,
Highway Patrol reports for the past four years beginning with the first
published record) were reviewed* No other accidents have occurred along
this segment of Miles Avenue. The November 24, 1986 accident report was
not available at this time, so it Is not known if there were any unusual
contributory factors.
CONCLUSION
The situation can be substantially improved by restricting the eastern
most park driveway to right-turn only, this will add over 125 feet of
additional left turn sight distance, for a total of 685 feet, where the
standard is 450 feet. This will, In effect, compensate for vehicles
exceeding the design speed of 55 miles per hour.
This particular situation is not comparable to another segment of Miles
which had a significant accident history and was close to design minimums.

The construction of subject project has been advertised for bids. The
attached location map indicates the work locations.
The bid summary is as follows:
1. Massey Sand and Rock Company e gfl,235.OD
2. Mattich Corporation 119,538.00
Engineer*s Revised Estimate: $ 70,000.00
Discussions with the contractor*s estimator indicate that the higher than
expected bid is due to the fact that they have to move their crews to a
number of wide spread locations. With Leeping this in mind, to
re-advertise this project for bids would not necessarily result in a lower
price. Also all site work locations are in need of the work, therefore, I
recommend that we award the project.
Sufficient funds for this work are available in Account No,
4311-111-080-Street Maintenance. Additionally since street maintenance
projects are categorically exempt under CEQA, no environmental findings
are necessary.
RECOMMENDATION:

Subject: organizational Chart Amendment Planning Department
Date: January 9, 1987
BACKGROUND
The City CQuncil recently adopted a City Organizational Structure
chart) which allocated a new Clerk Typist I position in the Planning
Department. Further detailed evaluation of the services to be
provided by the department reveal an unmet staffing need at the
sub-professional technician) level. This demand is presently
being addressed by either impacting the assignments of professional
staff members, or clerical support personnel. Prior to filling the
Clerk Typist I position, the question of optimum staffing mixture is
raised.
CONCLUSION
The primary focus of this evaluation was increasing efficiency in the
delivery of public contact assistance, with a secondary objective of
allowing more productive use of professional staff time, while
reducing the present burden on clerical personnel. It is believed
that the addition of a technician position would allow these ends to
be achieved. Clerical personnel freed to respond to their primary
assignments would mitigate the need for additional near term staffing
in this category.
RECOMMENDATION
It is recommended that the Organizational Structure be amended to
delete the now vacant Clerk Typist I position Range 26, $14,712.00
to $17,880.00), and that a new position of Development Services Aid
Range 38, $19,788.00 to $24,060.00) be inserted; and, that the City
Manager be authorized to implement this revision.
The result of the recommended action would not increase the total
number of positions, but would involve a salary differential of
$5,076.00 to $6,180.00, plus incremental fixed benefits no type
PERS).

SUBJECT: Village Core Specific Plan Activities Update
BACKGROUND
Renewed efforts have been directed toward producing a Specific Plan for
the area desi9nated in the City General Plan as Village Commercial".
Recent events have included the conduct of a weekend design charette,
co-sponsored by the Inland Empire Chapter of the American Planning
Association. From this charette workshop a number of key directions
were observed for future analysis of planning in the village core.
It is Staff's intent to use the product of the charette discussions to
help shape the request for consultant service proposals, which are to be
sent out as a part of this planning process. In advance of bringing an
overall consultant firm on board, it appeared necessary to investigate
market-mix questions based on their impact and importance to daily
decision making, For this purpose, the firm of Williams-Kuebelbeck and
Associates has been retained. The market-mix analysis will become a part
of the information base that the design/land planning consultant uses to
prepare the plan, and will serve as reference information for City
decision making bodies in the interim.
EUTURE ACTIVITIES AND TIMING
The market mix analysis will be completed by the end of January, and will
be the last component of the Request for Proposal package to be sent out
in the same time frame. This should allow for consultant selection by the
end of February, with work progressing through March and April. Depending
on the public participation format desired/selected, public
hearings/presentations on a draft plan could be conducted the latter part
of April-beginning of May. A final adoption sequence would follow.
C*ONCLUS ION
Although, a somewhat more methodical approach is being taken in
preparation for the Specific Plan, it still appears possible to have a
discussion draft of the plan available in the spring, and adoption by the
end of the fiscal year.
