INTRODUCTION
The following information was compiled through review of
available General Plan Advisory Committee files, Planning
Commission minutes, City Council minutes, recorded meetings, and
General Plan data relating to preliminary and final drafts of the
Plan.
It should be noted that a great deal of information is not
reflected in any files relative to General Plan Advisory
Committee history. Meetings were not taped and very few notes
were taken.
Also, it is difficult to ascertain specific events from the
General Plan files, such as the date of submittal of the
preliminary draft plan. The files reflect general
dissatisfaction with the plan's preparation in terms of the
agreed-upon time frame, as well as quality of the document, on
the part of the City. It is also evident that the original draft
General Plan, in terms of land use, is radically different from
the actual adopted Land Use Plan see attached 2/14/86 letter
from CBA).
To summari*e, the files are inadequate to present a detailed
scenario of these events. There are no exhibits to refer to in
the files, no notations of meetings and schedules which
apparently were cancelled or revised, technical problems with

and the inability to visualize from the tapes the map as it was
and how it relates to the existing Land Use Plan. However, after
Staff review of the available data, some confidence can be gained
that the basic reasoning for the changes in the subject property
is reflected in the following chronology.
CHRONOLOGY:
JULY 10, 1985, DRAFT GENERAL PLAN SUBMITTED see attached memo,
same date).
This appears to be the first major portion of the General Plan
to be submitted for any committee reviews. The attached Land Use
Map was also submitted. This Plan depicts the subject property
as Low Density Residential with a density base of three to five
units per acre. At that time, the balance of the property north
of the wash was also designated Low Density Residential,
excepting the Reflections development Medium Density
Residential, 5.1 to 10 units per acre), Indian Springs area less
than three units per acre), and the northeast quadrant at Miles
and Dune Palms less than three units per acre).
JULY 22, 1985, GENERAL PLAN ADVISORY COMMITTEE MEETING
The General Plan Advisory Committee discusses designation of
160+ acres generally west of Adams, east of Washington Street,
south of Miles, as a High Density Residential area 10 to 20
units per acre), which did not exist at the time. The meeting
notes do not detail this discussion, but later Planning
Commission and City Council testimony implies that this was due
to the fact that initial Land Use Plan had no High Density
Residential designations. This area was likely viewed and
discussed from the standpoint of traffic impacts and
circulation. This appears to have been the catalyst for density
increases north of the Whitewater Channel.
AUGUST 12, 1985, GENERAL PLAN ADVISORY COMMITTEE MEETING
The General Plan Advisory Committee modifies density ranges to
current adopted category ranges. This is significant in that it
lowered the proposed densities and may have caused the Planning
Commission and General Plan Advisory Committee to re-think the
land use designations in the area, but this is not verifiable
from the data.
AUGUST 27, 1985, PLANNING COMMISSION MEETING
This is the Planning Commission's first hearing on the draft
General Plan. The Planning Commission reviewed High Density
Residential land use designations as recommended by General Plan
Advisory Committee no information is available as to where these
designations were). The general consensus of the two groups was
that density north of the wash needed further review.

SUBJECT: BOARD OF APPEALS
BACKGROUND/DISCUSSION
Section 8.01.030 of the La Quinta Municipal Code establishes a Board
of Appeals in order to conduct hearings to determine the suitability
of alternate materials and methods of installation proposed for use
within the City.
The membership of the board as outlined by the ordinance is as
follows:
1. One general contractor
2. One speciality contractor
3. Two structural engineers or architects
4. One member of the public
This five member board is appointed by and serves at the pleasure of
the City Council. The building official serves as the secretary to
the board.
The following names are respectfully submitted for your consideration
to serve on the board as the four t*technicalII members as outlined
above:
Joseph Gaugish engineer RCE 42138) Mr. Gaugish is
currently employed by the City of Palm Desert as the principal
engineer for public works. He is a former employee of the City
of La Quinta and currently resides in Palm Desert.
John Bund John is a local architect and currently resides
in the City of La Quinta.
Manuel Abarca A & M Construction) Mr. Abarca is a
licensed general contractor and resides in La Quinta. His
company does most of the framing for Rick Johnson Construction
as well as the electrical installations and concrete.

licensed general contractor as well as a licensed mechanical and
solar contractor. He has built several large custom homes in the
City as well as the Bank of the Desert located at Calle Estado
and Avenida Bermudas.
All of the above are qualified by experience and training and have
agreed to serve on the Board of Appeals if appointed by the Council
Jac*ues Abels a member of the Parks and Recreation Board
has expressed a willingness to serve on the Appeals Board as the
member of the public designated in the ordinance.

The regular meeting of the Technical Traffic Committee was held at
11:00 A.M. on Wednesday, December 9, 1987. Present were:

Gene Marshall, Caltrans, San Diego
Roger Hirdler, City of La Quinta
Frank Reynolds, City of La Quinta
Richard Barrera, Riverside County
Staff: Bob Weddle, City Project Manager
There were three items on the agenda:
1. 3-way stop at Eisenhower and Coachella
2. Anti-gridlock intersections
3. School safety.
Item No. 1
The warrant study which resulted from the traffic counts taken on
December 1 and 2 was distributed and discussed. The following
comments were made in the discussion of each of the 5tudy*5
recommendations.
1. The recommendation concerning advance TEE intersection
warning signs had been previously implemented as far as
northbound traffic is concerned. It was agreed that an
identical sign be installed for southbound traffic. It was
further agreed that the recommendation regarding flashing
beacons be tabled pending the outcome of recent discussions
regarding a traffic signal.
2. The committee concurs with the recommendation that the
current condition of one lane northbound be maintained.
Mr. Marshall suggested that in order to discourage vehicles
from entering the cross-hatched zone to pass on the right
the City consider installing flexible glue-down
reflectorized delineators along that zone!s boundary.

i^"@@. 3. The committee concurred with the recommendation that stop
signs not be installed.
4. The committee agreed that the city should not install a
signal since warrants are not met. Mr. Reynolds advised
the committee that a study of the impact of the hotel
expansion is underway and it may be well to review the
warrant study when the results are available.
5. The committee took no exception to the recommendation
regarding modification of the block wall, recognizing
however that it seems to represent a last resort.
Item No. 2
Since the matter of anti-gridlock intersections was discussed at a
previous meeting of the committee, members had looked into the origin
of this legislation and determined that it stemmed from problems in
Los Angeles. The committee agreed that due to the relatively
infrequent problems encountered at Eisenhower and 50th, the
matter of designation of that intersection as anti-gridlock'1
should be dropped.
Item No. 3
Mr. Reynolds stated that the reason the matter of school safety was
again on the agenda was concern expressed by two Sheriff's deputies
after two speeding citations were dismissed by a judge pro tem.
Sgt. Sniff explained the situation and recommended that the City
take no further action.
On other matters, Sgt. Sniff outlined for the committee the
procedures his department follows in the investigation of vehicular
accidents. His purpose was to explain why final reports may not be
available to interested agencies for as much as 60 to 90 days
following the date of the accident.
The meeting adjourned at 12:20 F.M.

SUBJECT: ENVIRONMENTAL REVIEW OF ThE LAND ACQUISITION FOR THE

BACKGROUND
The acquisition of property for the Senior Center and Civic
Center requires environmental review. An assessment was prepared
and routed for agency comments. Comments that have been received
have been reviewed and responses provided.
RECOMMENDATIONS
Based upon the responses, the Planning Director has concluded
that a Negative Declaration should be filed.
COUNCIL ACTION
Adopt City Council Resolution No. confirming the
environmental analysis for the acquisition of 16+ acres for the
use of a Senior Center and Civic Center.

RESPONSE To COMMENTS
A. City Engineer
1. In I.A., rather than a 10,000-square-foot corporation
yard site, we have been planning on one of about one
acre. The attached sketch shows the proposed
location.
RESPONSE: The project description has been changed
accordingly.
2. Referring to one of the exhibits, it has been my
understanding that the Senior Center is proposed to
front on Calle La Fonda, rather than Calle Tampico.
RESPONSE: The site plan exhibit has been changed
accordingly.
3. Referring to the initial environmental study, it
appears that the study must have been made on some
other site; for example, at C.5. it says that there
is rapidly permeable full grained sandy soil." That
isn't true, as evidenced by the water standing in the
area from our last rain. Also, the ADT figures in
C.7. are not applicable to this site.
RESPONSE: The soil type has been changed to Indio sandy
loam, moderately permeable.
The ADT is based upon a traffic study prepared for the
Master Environmental Assessment of the General Plan. No
additional comment.
B. City Manager
1. The site for the Senior Center and corporation yard
are 1.5 and 1.0 acres, respectively.

SUBJECT: CLASSIFICATION OF BUILDING INSPECTORS
BACKGROUND
Our two field inspectors have each been with the City for 18
months or longer. In that time, they have acquired, through
experience and education, the skills of a journeyman combination
inspector. In addition to field inspections, both employees
have become proficient at non-structural plan checking.
DISCUSSION
It is the practice in small-staff local governments to recruit
journeymen Building Inspectors. If experienced applicants are
not available, the most qualified individuals are selected and
evaluated on the job to determine interest in mastering the
technical training and ability to perform. The distinction
associated with this practice is most often the difference
between the classification of Building Inspector I and Building
Inspector II. As an individual employee advances to the skill
level of a journeyman, the employee is upgraded to the Inspector
II classification, in recognition of the employee's value to the
organization and as an inducement for continued employment once
having been trained). Another distinction between Inspector I
and II is also often the ability to perform plan checking
functions. In our particular City operation, it is important
that we maintain back-up and overflow plan check capabilities in
order to provide an adequate level of service.

BACKGROUND:
The original Specific Plan No. 121-E La Quinta Cove Golf Club)
was approved by Riverside County in 1975. The Plan authorized
construction of 637 condominiums, 496 hotel rooms, golf course
with clubhouse, and service facilities. The Plan was subsequently
amended in 1982. The City Council authorized the addition of 279
condominiums and 146 hotel rooms Council Resolution No. 82-54
Specific Plan 121-E, Revised). The revised specific plan was
submitted to increase pro3ect acreage and to add additional
dwelling units and hotel rooms. The current approved unit counts
are 916 condominiums and 642 hotel units.

i^"@@lANALYSIS:
1. The Planning Commission approved the construction of 336 new
hotel rooms, a 15,000-square-foot ballroom, 47,402 square
feet of ancillary hotel use hotel offices, storage, small
speciality shops, two restaurants, and a cocktail lounge),
and a 17,100-square-foot auxiliary building. Upon completion
of this expansion, 39 hotel units remain for future
construction currently 267 hotel units exist).
In order to accommodate this proposal, five existing
buildings used for laundry, housekeeping, grounds
maintenance, storage, purchasing, general sales and
administration, and one hotel unit will be demolished.
2. The architectural style of the new construction will be
Period 1926", with the goal of creating a village ambience.
The focal point of the expansion is a pedestrian plaza area.
3. Environmental Impact Report No. 41 was filed and certified in
April 1975 for the original specific plan.
An environmental assessment was prepared for the 1982
revision, which resulted in the adoption of a Negative
Declaration.
A condition of the 1982 specific plan required preparation of
environmental review documents for all future discretionary
permits plot plans). Therefore, additional environmental
information was submitted and reviewed, including a traffic
report. Based upon the existing and additional information,
a negative declaration has been prepared.
4. A parking space analysis has been submitted by the
Applicant. The analysis is based upon the Urban Land
Institute Shared Parking Program. The program identifies
parking needs by use by time. Currently 486 parking spaces
exist. The proposed construction will eliminate 255 spaces.
The remainder will be supplemented by 719 new parking spaces,
for a total of 950 parking spaces.
Review of the Urban Land Institute ULI) program indicates
that the proposed 950 parking spaces will satisfy the needs
of the project. The Applicant's proposal is to substitute
the ULI format for the individual use requirements of the
city's parking schedule.
5. The traffic analysis prepared for the project has been
reviewed by the City Engineer. Specific mitigation measures
have not been identified at this time.
6. The Applicant has provided further definition of the areas
indicated as 1'shops" and nightclub" see attached).

A. Capital Improvement Prolects
1. Washington Street and Avenue 50 Traffic Signal
Bids were opened December 9th, and the Council awarded
the contract on December 21 to the lowest bidder for
$69,902.00. The amount budgeted for this project was
$100,000. Due to the long lead time in the procurement of
the electronics for the installation, it is unlikely that
the signal will go into operation before May 1.
2. Washington Street Improvements
This single budget item has been broken down into two
construction projects. The first of these is the
improvement of the Washington and 50th intersection as a
companion t the above signalization. Bids were received on
December 9th and the Council awarded the contract on
December 21 to the lowest bidder for $94,383. Construction
should commence shortly after the first of the year.
The second phase of this project is currently under design,
and we are planning to call for bids about January 19. It
is our hope that the widening will extend from 50th to
Highland Palms, but the actual length will depend upon how
far the funds available will stretch. The total amount
budgeted for the two phases is $500,000, including
engineering.
3. Mini Park Program
At this stage, this project is being handled by the City
Manager and the Planning Director.
