Honorable Mayor and Council Members:
At a General Meeting of The La Quinta Cove Association on Thursday,
January 14, 1988, it was unanimously agreed by forty members present
to challenge a decision made by the City Council at its January 5,
1988 meeting.
This decision concerned the installation of a traffic signal light at
the intersection of Eisenhower and Coachella Drive. This dec*ion, how-
ever, may have been in possible violation of the agenda posting require-
ments as specified in the State of California Brown Act.
The City Council Agenda dated 12/31/87 referring to its January 5th
meeting read as follows:

Significant*y missing was any reference to a signal light.
Despite that fact, several memb*rs of the La Quinta Golf Club Estates
Homeowners! Association, for whom the light wo*ld be self-serving, were
completely prepared, reading from texts which, in their opinion, would
give credence to such a traffic signal.
The direct effect of the negligence to post the item of the Signal Light
on the agenda resulted in a restraint of information; thereby depriving
the bulk of the citizens of La Quinta their right to express their
opinions on a questionable matter of public concern.
Corroborating the fact that the agenda posting requirements of the Brown
Act must include a brief description of each item to be transacted and,
obviously no mention was made of a traffic signal light, we request the
decision to install same on Eisenhower and Coachella Drive be deemed
null and void.

BACKGROUND:
The City General Plan was adopted in November of 1985.
Contained within the land use categories is a unique commercial
designation for La Quinta's historic downtown" area. The
Village Commercial classification was intended to sti*ulate
development of specialty commercial, eating and drinking
establishments, and a wide variety of retail convenience
facilities. The Village at La Quinta was envisioned to be
an urban village where pedestrians can enjoy a special
place." Among the policies adopted in conjunction with the
land use designation was the pronouncement that:
The City shall prepare and adopt a Specific
Plan for the Village at La Quinta area as soon
as possible with specific design standards,
including landscaping, signing, building,
architecture, and streetscape criteria.
A number of City activities initially focused on this
objective, unfortunately with unsatisfying results. Subsequent
to an internal staff reorganization, a new effort was launched

NONSIGNIFICANT IMPACTS WERE IDENTIFIED RELATIVE
TO TRAFFIC, NOISE, AND TO THE FRINGE-TOED
LIZARD.
BACKGROUND: ON MARCH 4, 1986, THE CITY COUNCIL ADOPTED
SPECIFIC PLAN 86-007, A PROGRAMMED IMPROVEMENT
PLAN FOR THE WASHINGTON STREET CORRIDOR. THE
PLAN PROVIDED FOR ThE REALIGNMENT I.E.
STRAIGHTENING) OF WASHINGTON IMMEDIATELY SOUTH
OF EISENHOWER SEE ATTACHMENT #2). DUE TO
PROBLEMS RELATED TO ACQUISITION AND DEVELOPMENT
RESPONSIBILITIES FOR THE PROPERTY BETWEEN THE
EXISTING AND STRAIGHTENED ALIGNMENTS, AS WELL
AS ARGUMENTS THAT THE EXISTING ALIGNMENT MAY BE
SAFER THAN THAT PROPOSED, AN AMENDMENT TO THE
SPECIFIC PLAN TO RETAIN THE EXISTING CURVED
ALIGNMENT WAS INITIATED BY THE CITY.

i^!@"ANALYSIS:
There are both advantages and disadvantages to either
alternative. Although no verifiable evidence was available either
to support or oppose each situation, the following arguments can
be advanced.
Existing Alignment:
1. Retention of the existing alignment may require less
right-of-way acquisition.
2. Retaining the curve in Washington Street may serve to
slow traffic, as it eliminates a completely straight
roadway between signalized intersections i.e. between
Avenue 50 and Eisenhower).
3. Retention of the curve is consistent with existing and
ongoing utility installations in the area.
There are some concerns relative to access to Washington Street in
this location. Two irregularly-shaped parcels along the east side
of Washington Street Attachment *3) dictate that direct project
access to Washington Street from Tract 21555 Drew Wright), as
approved, will require purchase or an easement for roadway
access. Retaining the horizontal curve alignment will have no
effect on the approved access at the northwest portion of Tract
21555, based on applicable approval conditions. Access should be
limited to Washington Street via Sagebrush Avenue and Eisenhower
Drive, although during review of Tract 21555, it was determined
that right turn in/out only onto Washington Street would be
acceptable based on the La Quinta General Plan and Washington
Street Specific Plan standards for access, as conditioned in the
tract approval.
The other project east of this alignment is The Grove". Access
to Washington will be at the intersection of Washington and
Eisenhower. Therefore, the only effect would be the reduction in
the amount of a right-of-way need from this project.
Regarding noise buffering for existing homes to the west, the City
retains flexibility in terms of the final alignment in this area.
A less severe curve would give additional setback to the west.
This is possible because the City is required to gain control of
the two irregular parcels previously referred to, with both The
Grove and Tract 21555 projects contributing proportionately. The
City could use this property to balance the buffer zones between
the east and west sides of Washington. In this manner, the intent
of the Specific Plan for Washington Street can be satisfied.

The purpose of this hearing is to provide the Council the
opportunity to hear and consider all public objections and
protests, if any, to the report filed with the Council containing
a description of each real property parcel cleared or cleaned by
the City of La Quinta.
Notices of tonigh*Y5 public hearing were sent to the property
owner, advising him of the hearing date. No written
communications have been received regarding this matter.
Following public comment and close of the public hearing, it is
respectfully recommended that the Council take the following
action:
1. Adopt the proposed Resolution, approving
and adopting the Resolution to place the
cost of cleaning said lot on the 1988/89
property tax rolls.

BACKGROUND
At the Council's January 5, 1988, meeting, the matter of a
second reading for Ordinance No. 113A Change of Zone 87-026;
Anna Hassell, Applicant, was continued to April 5, 1988. Action
on this zone change gave rise to a number of land use issues
which the Council desired to explore further before taking final
action.
DISCUSSION
In general conversation, there were references to the amount of
high density residential property designated in the General
Plan, and the appropriateness of its location. This subject has
been placed on the agenda to allow more specific discussion.
Remarks from both the Staff and City Council indicated that
certain aspects of the land use planning picture had changed
since original General Plan adoption in November of 1985. This
opportunity is provided to touch on those matters again, and for
Staff to receive further instructions from the Council.
COUNCIL DIRECTION TO STAFF
As mentioned, Staff noted there were concerns regarding
residential densities and their locations. It would seem that
some form of General Plan restudy/amendment process is in order

SELECTION & BUDGET
REQUEST FOR QUALIFICATIONS
The initial undertaking in the Civic Center consultant selection
process was to request statements of qualification from design
firms. For this purpose a RFQ was sent to local architecture *
and planning firms, other firms known to practice in this field,
with a general solicitation to a professional referral agency.
Eighteen qualification statements were received, expressing
interest in developing the Civic Center Master lan see complete *
listing for identification of firms). Of these eighteen firms,
eight appear to be most qualified based on previous experience
with similar projects.
SUBSEQUENT SCREENING
It would be desirable to reduce this list of eight down to four
firms, from which a formal proposal for services would be
requested. The reason for this is that consultant firms are
usually very selective in the request for proposals RFPs) to
which they will actually spend the required time and effort to
prepare a comprehensive response. By reducing the number of
firms in competition, a desirable firm will more likely give the *

As a condition of approval No. 7(b)), the 58th Avenue Golf Course
Maintenance Building project was conditioned to dedicate street and
public utility easements for 58th Avenue.
This is to request that the City Council accept the public street and
utility easements for the north half of 58th Avenue 55 feet) as
noted on the enclosed copy of the deed.
RECOMMENDATION
That the City Council accept the dedications of public street and
utility easements for 58th Avenue from the property owner and
direct the City Clerk to have the easement deed recorded.

BACKGROUND
The new La Quinta Zoning Ordinance will be in a policy
refinement and language-drafting phase between now and the end
of May. A number of issues and subjects will be presented to
the Planning Commission in Study Sessions for exploration.
One issue to be resolved early because it relates to, and sets
the tone for, many other components of the new Zoning
Ordinance) is whether to institute a formal advisory) design
review process.
ThE QUESTION
The alternatives facing the City of La Quinta at this time
are: a) include a design review process in the new Ordinance
as it is drafted; or, b) postpone the creation of a design
review process until some later date; or, C) reject
indefinitely the concept of creating a design review process.
ThE CONCEPT
Design review is the pre-approval technical review of proposed
development plans and a report and recommendations with regard

SUBJECT: STREET NAME MARKERS IN COVE AREA
We have been requested to develop a plan which will result in a
permanent status for the street name markers in the Cove. A previous
survey of existing markers established that their condition falls
into three general categories: those that are demolished beyond
repair; those that can be repaired; and those that are in reasonably
good condition. Accordingly we are proposing the following
immediate, short-term, and long-term plans.
Immediate. It is proposed that we embark on a program as time will
permit to paint the existing markers that are in good condition and
begin to remove and dispose of those which are damaged beyond repair.
With respect to the repainting process, we are proposing to change
the style of lettering on the markers from the existing block style
to one that will lend more character to these historical
installations. We favor a style that is called Davida Bold, an
example of which is attached, and we are in the process of obtaining
costs to have stencils made. Further, rather than continue with the
stark white which has been used in the past, we are proposing to
paint the posts a Navajo White, which is a softer and more
appropriate shade for the desert setting.
Short-Term. We would propose to continue with both of the above
activities and re-erect or relocate markers which have been toppled
over. With respect to the latter, some modifications will have to be
made to all the markers in order to improve their stability. Despite
the fact that depending on the style of the marker there are at
least two styles in the Cove), they weigh from 450 to 550 pounds,
they can be topped over without much effort due to inadequate bases.
Therefore, we propose to increase the base dimensions.

i^!@Long-Term. It is proposed to permanently locate markers
concurrently with the street and drainage improvements projects in
the Cove. It is recognized that the markers in their present
locations probably will not be compatible with the improvements to be
constructed. Further, it appears that originally there were two
markers per intersection, and that not only seems unnecessary, but
there will not be enough of the existing markers available to
continue that kind of distribution. Therefore, we will remove and
relocate the extra markers at those intersections where two exist.
Finally, when we have a new corporation yard we will stockpile and
repair those markers which can be used to complete all the
intersections or used as replacements in the event of future damage
by vandals or vehicles.
We will welcome any other suggestions you might care to make.
