THE OFFICIAL ZONING MAP FOR THE CITY, BY
REZONING CERTAIN PROPERTY REFERRED TO IN
CHANGE OF ZONE NO. 87-026. ANNA HASSELI
LA QUINTA DUNES, PARTNERSHIP)
The City Council of the City of La Quinta does ordain as
follows:
SECTION 1. The La Quinta District Official Zoning Plan Map
No. 14, as amended adopted by City Council Ordinance No. 5,
a) operative August 29, 1982), is further amended by rezoning
from R-1 to R-3-5445 those certain parcels shown and depicted
for such rezoning on the map which is attached to and made a
part of this ordinance, which attached map is labeled Exhibit
A" change of Zone 87-026.
SECTION 2. EFFECTIVE DATE. This ordinance shall be in full
force and effect thirty 30) days after its adoption.
SECTION 3. POSTING. The City Clerk shall, within 15 days
after passage of this ordinance, cause it to be posted in at
least three public places designated by resolution of the City
Council; shall certify to the adoption and posting of this
ordinance; and, shall cause this ordinance and its
certification, together with proof of posting, to be entered
into the Book of Ordinances of this City.
The foregoing ordinance was approved and adopted at a
meeting of the City Council held on this day of

ORDINANCE
AN ORDINANCE OF THE CITY COUNCIL OF THE
CITY OF LA QUINTA, CALIFORNIA, ADOPTING
As AN URGENCY MEASURE INTERIM ZONING
REGULATIONS PROHIBITING USES WHICH MAY
BE IN CONFLICT WITH A CONTEMPLATED
ZONING AND GENERAL PLAN PROPOSAL WHICH
THE CITY COUNCIL INTENDS TO STUDY.
SAID REGULATIONS TO BE IN EFFECT ON AN
INTERIM STUDY BASIS PURSUANT TO
GO*ERNMENT CODE SECTION 65858.

The City Council of the City of La Quinta does ordain as
follows:
m SECTION 1. From and after the effective date of this
Ordinance, and for the period in which this Ordinance remains
in effect, and notwithstanding any other ordinance, resolution,
or regulation of the City to the contrary, no officer,
employee, or department administering City business shall
accept or process any application for building permit,
subdivision, or zoning entitlement except as it may be
consistent with the provisions of the Special Residential
Single-Family SR) Zone district, for certain described lands
in Exhibit A", attached hereto.
SECTION 2. Lands so described in said Exhibit A'1 shall
bear the zoning designation of Interim Special Residential
Single-Family I-SR) on the official Zoning Map during the
period in which this Ordinance remains in effect. Said lands
shall have all the use rights and entitlements which are
consistent with said zoning classification, including building
permits, use permits, variances, and subdivisions.
SECTION 3. URGENCY. This Ordinance is adopted as an
urgency measure pursuant to the authority of La Quinta
Municipal Code Section 9.232.010 and California Government Code
Section 65858, for the immediate preservation and protection of
the public safety, health, and welfare, and shall take effect
immediately upon its adoption and passage by at least a
four-fifths vote of the City Council. The declaration of
findings and facts constituting the urgency is as follows:
Preliminary information has come to the attention of the City
Council that residential land use designations of the City
General Plan for certain properties described in Exhibit A"
would produce, at final build-out, a population and intensity
of City development not adequately contemplated in the adoption
of the original General Plan; that the potential exists for a

SUBJECT: PERSONNEL RULES
Attached is a draft of a comprehensive revision of the personnel
rules proposed for the City.
The new rules incorporate changes required by the Fair Labor
Standards Act, recent court rulings and the latest revision
negotiated with the employee's association 1986-87).
The La Quinta City Employee's Association has reviewed the
proposed rules and has approved their context.
Please review the rules, make comments if you have any, and we
will bring the final revision into the council agenda as soon as
they are finalized.

At long last! Enclosed is the dare I say it) final" revision
of the Agreement as approved by the Board at the March meeting.
Upon approval by two-thirds of the membership we will finally
c*lininate what has proven to be an extended" effort. Please
advise our office when your council has approved this revised
Agreement so we can determine the date it becomes effective.
We have enclosed two copies of the revised Agreement. One
includes marked changes and one shows a clean" version, i.e.
the revised Agreement without marked changes.

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF ThE
CITY OF LA QUINTA, CALIFORNIA, SUPPORTING THE
CALIFORNIA WILDLIFE, COASTAL AND PARK LAND
CONSERVATION ACT OF 1988
WHEREAS, this initiative would provide $776 million statewide
to protect wildlife habitat, park lands and coastal areas and to
Lf) provide recreational opportunities for the benefit of present and
Cr) future generations of Californians; and
WHEREAS, the City Council of La Quinta finds that these lands
are a vital and necessary part of our community and help to
preserve the quality of life in the City of La Quinta; and
WHEREAS, these lands are an essential and irreplaceable part
of our State S unique natural heritage and must be preserved; and
WHEREAS, the City of La Quinta will receive $20,000 from the
passage of the California Wildlife, Coastal and Park Land
Conservation Act; and
WHEREAS, a statewide coalition of civic and conservation
groups and businesses has formed as Californians for Parks and
Wildlife to seek qualification and voter approval of the
California Wildlife, Coastal and Park Land Initiative on the June,
1988 state ballot.
NOW, THEREFORE, BE IT RESOLVED that the Mayor and City
Council of the City of La Quinta, California, do hereby support
the California Wildlife, Coastal and Park Land Conservation Act of
1988.

Honorable Mayor & Council Members:
At the General Meeting of the La Quinta Cove Association on
April lI+th, it was agreed by the members present that we ask
you to take action on the proposition suggested by Councilman
Sniff several months ago to have the City of La Quinta join
other Cove communities in their Commercial Vehicle Inspection
Program.
This type of program is a must" especially in our Southern Cove
area for various reasons.
1) PUBLIC 5*safety: It is import**T at this time with the con-
centretion of new building in this particular area) when our
streets are being inundated with massive trucks, there be safety
inspections for faulty brakes, faulty steering, and size over-
load among other things. Unsafe mechanically defective vehicles
must not be permitted on our thoroughfares. If they do not conform
to leg*l standards, they must be cited.
2) DAMAG*.D STP**TS: There must be some control over the damage
these vehicles are causing to our thoroughfares. Our streets are
old, in addition to which, were not built to carry such heavy bur-
dens. Within the foreseeable future our plans include rebuilding
and repaving our streets. How long will it be before they fall
pray to the hazards of unsafe overloaded vehicles?
3) *EV*NUE: Considerable revenue from fines can help defray
vehicle inspection officers' remuneration for the cost of this
service, and will also impart funds so sorely needed towards the
Cove's damaged ailing streets.
Becoming a part of the Commercial Vehicle safety Program should be
properly considered; and our membership urges you to investigate
and act to implement this program in our city without further hesi-
tation.
