LA QUINTA BRANCH LIBRARY
Although progress continues in the construction of the
building where the La Quinta Branch Library will be located
educated guesses keep pushing the completion date closer to
June 1. Optimism requires that we continue with plans to
participate in the system's summer reading program.
Your librarian is working out of the McCandless Regional
Library Headquarters in Indio. With clerical assistance*
books, magazines and other materials are being received and
prepared for shelving in the new branch. Community contacts
through schools, the Chamber of Commerce and the Coachella
Valley Bookmobile's Tuesday morning story time in the park
are giving me the opportunity to get to know the community
of La Quinta.
The citizens of La Quinta, City government and the Chamber
of Commerce continue their whole hearted support for the
library and enthusiastically await its opening. A Friends
of the La Quinta Library group will be organizing within the
next few weeks.

SUBJECT: Traffic Study at Avenue 50 and Park Avenue
At its regularly scheduled meeting held April 13, 1988, the
City's Technical Traffic Committee considered two items which
relate to Tentative Tract 23292 a portion of the Duna La Quinta
Specific Plan). One of these had to do with the possible
signalization of the intersection of Avenue 50 and Park Avenue,
and the other related to access to Avenue 50 from a multifamily
lot in that tract.
In the opinion of the Committee members, the two items are
related, and it was the concensus that in the absence of
reasonably accurate traffic projections, defensible
determinations cannot be made at this time. Therefore, it; was
the Committee's recommendation that an independent traffic
survey be conducted to provide the necessary information.
While the development of Tract 23292 undoubtedly will contribute
to the traffic at the subject intersection, there are other
important factors which have to be taken into consideration:
1. The development of the tract will open up an
access from the Cove area to the school and sports
complex which we feel will become a primary route,
thus avoiding the 50th and Washington intersection.
2. The impact of the Adams, Truman and middle schools
must be evaluated.
3. Similarly, the impact on traffic at that location
by the sports complex now under construction must be
factored into the study.
4. Traffic projections on Avenue 50 will impact the
access the developer wants for the multifamily lot.
In addition, to be studied will be the potential
sight distance problem for eastbound 50th traffic as
it comes out of the La Quinta Evacuation channel.

Therefore it is recommended that the City Council authorize the
City Manager to arrange for the services of a traffic
engineering consultant to perform a study of the subject area.
It is estimated that the cost of the study will be $8,000, and
Landmark Land Company, the developer of Tract 23292, has been
requested to contribute one-fourth the cost.

SUBJECT: WEED ABATEMENT/LOT CLEANING ASSESSMENTS FOR
PLACEMENT ON 1988/89 PROPERTY TAX ROLL
The purpose of this hearing is to provide the Council the
opportunity to hear and consider all public objections and
protests, if any, to the report filed with the Council containing
a description of each real property parcel cleared or cleaned by
the City of La Quinta.
Notices of tonight's public hearing were sent to the property
owner, advising him of the hearing date. No written
communications have been received regarding this matter.
Following public comment and close of the public hearing, it is
respectfully recommended that the Council take the following
action:
1. Adopt the proposed Resolution, approving
and adopting the Resolution to place the
cost of cleaning said lots on the 1988/89
property tax rolls.

RE: MONTERO ESTATES
Dear Mayor and Council Members:
I am writing on behalf of my clients Montero
Estates consisting of approximately 60 tax paying voters in
the City of La Quinta. As you will know, Montero Estates is
located on the north west corner of Washington Street and
Avenue 50.
Washington Street, being the only main artery into
the City of La Quinta, has recently been widened from two to
four lanes. The greatly increased flow of traffic has
created a serious safety problem and noise pollution
situation which is well in excess of any reasonable
standards.
Several years ago, when my clients raised their
concerns for these future potential problems, the City of La
Quinta council agreed to remedy the noise pollution and
safety problem which would be created by the widening of
Washington Street to accommodate increased traffic flow. My
clients advise that the agreement was that the City of La
Quinta would either build or pay the cost of building an
eight foot sound abatement wall which would not only reduce
the noise decimal level to acceptable limits but would also
eliminate the danger to life and property created by the
close proximity of the traffic to the tax payers residences.
The existing oleander hedges and low decorative walls were
to be replaced by the sound abatement wall at such time as
it became necessary to remedy the safety and noise problem.
My clients submit that this time has now arrived
and on their behalf I am hereby requesting that the City of

the construction at City expense of an eight foot sound
abatement wall along the easterly and southerly boundaries
of the Montero Estates property.
We submit that a safety report and a noise
abatement study by the City of La Quinta will confirm that
the current situation affecting these City of La Quinta
residents cannot be allowed to continue and that the City
must act immediately to avoid continuing harm to its
members.
We respectfully request that the City Council at
its meeting of April 19th take the appropriate decisions to
have the necessary sound abatement wall constructed.

2. La Quinta promotional video tape:
15 requests for proposal resulted in nine proposals
ranging from $9,750. to $20,000; three proposals were
considered appropriate for further study. One was
rejected as not satisfying the intention of the video
tape, and two were further interviewed by Warren
Bradshaw, Nancy Aaronson and Vicki Isaac.
Video Preview of Freemont, California was selected to
do the video tape. Working title is The Spirit of La
Quinta". Completion expected in Mid-May; total cost
$10,000; additional duplicates at $10.50 each.
3. Supervised production of full-page color ad for Palm
Springs Life, May issue.

SUBJECT: La Quinta Golf Estates Reimbursement Agreement
As a part of the improvement of Eisenhower Drive by the La
Quinta Golf Estates Community Association, it was required that
street improvements be made north and west of the centerline,
including one half the median. The Association now has proposed
that the City enter into an agreement whereby the Association
will be reimbursed for the expenses it incurred at such time
that the presently vacant property on the north and west sides
of Eisenhower develops.
The agreement provides that the City shall reimburse the
Association from funds collected from future developers,
provided that the City at that time legally is permitted to
collect and disburse those funds. In addition it is stipulated
that the City's responsibility shall lapse ten years from the
date of the agreement.
It is recommended that the agreement be approved.

SUBJECT: MINI-PARK PLANS; RECOMMENDATIONS OF PLANNING
COMMISSION, COMMUNITY SERVICES COMMISSION AND STAFF
STATUS REPORT
BACKGROUND
At the meeting of April 5th, the City Council was presented a
set of alternative plans for the pilot Mini-Park site at
Eisenhower and Colima. After discussion, Council*s direction
to Staff was as follows:
1. Narrow the range of alternatives to the two and one half
lot size park, oriented primarily to preschool and early
school age children, and include some low level lighting
and security lighting, striving not to create a glare
problem for neighboring properties. Do not include
restrooms in the plans.
2. Proceed with refinement of park planning and design. As a
first step, review the plans for the park with the
Planning Commission and the Community Services
Commission. Report back their separate recommendations at
the Council meeting of May 3rd.
3. Develop strategies and make arrangements to implement the
park construction immediately after a final Council
decision, so that as much construction as possible can be
accomplished during the remainder of this fiscal year.
PLANNING COMMISSION RECOMMENDATIONS
On April 12, 1988, the Planning Commission reviewed the sketch
plan for the two and one half lot park and made the following
suggestions for refinement of the park plan.

SUBJECT: Agreement For Professional Services As Assessment
Engineer
At its meeting April 19, 1988 the City Council directed the
staff to proceed with the formation of an assessment district
for the installation of sanitary sewers and a natural gas
distribution system in connection with the Phase I improvements
in the Cove area. The initial step in this process is to
arrange for the services of an Assessment Engineer to prepare
the required maps, diagrams, reports, and notices, to spread the
assessments, and attend meetings with staff, property owners and
the City Council.
The proposal by Kicak and Associates, Inc. to perform this
function at a cost not to exceed $40,000 is acceptable, and it
is recommended that the City Council authorize an agreement with
that firm for the above services.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LA QUINTA CALLING UPON THE RESIDENTS,
EXISTING COMMUNITY ORGANIZATIONS, TENANTS1
AND BUSINESS PERSONS WITHIN THE PROPOSED
LA QUINTA REDEVELOPMENT PROJECT NO. 2
TO FORM A PROJECT AREA COMMITTEE
a) WHEREAS, on March 22, 1988, the Planning Commission of the
City of La Quinta, by its Resolution No. 88-006, selected
Y) boundaries of the Project Area Project Area") for the proposed
La Quinta Redevelopment Project No. 2 the Project") and approved
a Preliminary Plan for the Project the Preliminary Plan'1), and
* submitted said Preliminary Plan to the La Quinta Redevelopment
* Agency the Agency"); and
WHEREAS, in accordance with Section 33385 of the Community
Redevelopment Law, residents and existing community organizations
in a redevelopment project area shall be called upon to form a
Project Area Committee PAC) with appropriate representation from
residents, business and existing organizations; and
WHEREAS, The City Council desires that the PAC be of a size
conducive to the efficient conduct of business while constituting
a body representative of the Project Area.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of La Quinta as follows:
SECTION I:
The City Council desires to form a Project Area Committee
PAC) consisting of, residential owner occupants, residential
tenants, business persons and members of existing community
organizations located within the Project Area. It is anticipated
that a PAC will consist of not more than seven 7) members to
facilitate conduct of business.
SECTION II:
The City Manager is hereby authorized and directed to call
upon the residents and existing community organizations within the
Project Area to form a Project Area Committee.
SECTION III:
Such a call shall be made through a public notice placed one

The City Council of the City of La Quinta does ordain as
follows:
SECTION 1. Section 4.1 of Riverside County Ordinance No.
348 which was adopted by reference by this City Council by
0) Ordinance No. 5, operative August 29, 1982) and La Quinta
U) District Official Zoning Plan Map No. 14, as amended, are
cv) further amended by rezoning from R-3 to C-P-S, those certain
parcels shown and depicted for such rezoning on the map which
is attached to and made a part of this ordinance, and which
m attached map is labeled Exhibit A'1, Change of Zone 87-029.
SECTION 2. EFFECTIVE DATE. This ordinance shall be in
full force and effect thirty 30) days after its adoption.
SECTION 3. POSTING. The City Clerk shall, within 15
days after passage of this ordinance, cause it to be posted in
at least three public places designated by resolution of the
City Council; shall certify to the adoption and posting of this
ordinance; and, shall cause this ordinance and its
certification, together with proof of posting, to be entered
into the Book of Ordinances of this City.
The foregoing ordinance was approved and adopted at a
meeting of the City Council held on this day of
1988, by the following vote:

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LA QUINTA, CALIFORNIA, EXPRESSING
APPRECIATION TO THE COACHELLA VALLEY
BOOKMOBILE.
WHEREAS, in books are stored the accumulated wisdom of the
ages, and the individual who does not read has very little
advantage over the person who cannot read; and
a) WHEREAS, the citizens of La Quinta have not had the
1) advantage of having a local library facility; and
WHEREAS, the Coachella Valley Bookmobile has been an
asset to our community, serving the citizens of La Quinta since
its inception in 1974 with continuous, quality service; and
WHEREAS, the City of La Quinta will soon be celebrating the
opening of its own branch of the Riverside City and County
Public Library.
NOW, THEREFORE, BE IT RESOLVED, that the La Quinta City
Council wishes to express itst sincere appreciation to the
Coachella Valley Bookmobile for their dedicated service.
NOW THEREFORE, BE IT FURTHER RESOLVED, that, the City
Council hereby proclaims Tuesday, May 24, 1988 as COACHELLA
VALLEY BOOKMOBILE DAY in the City of La Quinta and urges all
citizens to visit the Bookmobile on that day between the hours
of ten thirty o'clock and noon at village Park to express
personal gratitude for their long and faithful service to our
community.

Middle School And Sports Complex.
In order to effect the installation of water lines to serve the
City Park, Middle School and sports complex, it is necessary
that both the school district and the City grant easements to
the Coachella Valley Water District. The easement from the City
is across the park property.
It is recommended that the easement be granted to the Coachella
Valley Water District.

SUBJECT: Proposed Skateboard Ordinance
Attached is a proposed skateboard ordinance to help regulate
skateboards1 and to reduce the city's liability in the event of
litigation.
It is restrictive, and basically places skateboards in a
transportation mode.
We have received sixteen adapted ordinances from other agencies
through the league and CCAN. They range from complete banning to
regulating skateboards in business and commercial districts. In as
much the city does not have much of a business district yet, I
believe this proposed ordinance would suit our needs at this time.
To approve anything more liberal would open the city to untold
liabilities.

SKATEBOARD ORDINANCE NO.

Application
Use and Operation
The City of La Quinta adopted a skateboard ordinance to govern the use
of skateboards within the city. The purpose of the ordinance is to
prevent and control dangerous or unauthorized use of skateboards which
could result in serious accidents or injuries to the skateboard rider,
pedestrian, and driver.
Please familiarize yourself with this ordinance. You are responsible
for knowing and abiding by this law. Failure to comply will subject
you to prosecution.
Application. This Chapter applies to the use and operation
of skateboards on all streets, alleys, sidewalks, and right-of-ways in
the City of La Quinta, whether public or private, and all other
property owned by the City of La Quinta.
Use and Operation.
A. Except as provided below, no person shall use or operate a
skateboard on a public or private street or alley in the city if there
is a sidewalk adjacent and parallel to the street. If no such
sidewalk is present, skateboards may be operated in the street as far
on the right-hand side of the roadway as is practicable, in the same
direction as traffic.
B. No person shall use or operate a skateboard on any public or
private street, alley, or sidewalk, or right-of-way or on any property
owned by the City of La Quinta in a manner which endangers the safety
of any other person or property. No person using or operating a
skateboard on a street, alley, sidewalk, right-of-way, or any other
property owned by the City of La Quinta, shall pass a pedestrian at a
distance closer than three 3) feet. If such street, alley, sidewalk,
right-of-way or public property is not sufficiently wide to allow the
skate boarder to ride past the pedestrian while maintaining the
three-foot distance, the skate boarder shall cease to operate the
skateboard and walk past the pedestrian until such time as the
skate boarder can maintain the three-foot distance.
C. No person shall use or operate a skateboard within twenty
20) feet of the entrance to any shop, store, or commercial building.

D. Skateboards shall only be used or operated while such user is
in the upright position.
E. The use of ramps, jumps, or any other device used to force
the skateboard off the pavement is prohibited.
F. No person shall perform acrobatics while operating a
skateboard. Acrobatics shall include jumps, spins, 100P5, 360's,
handstands, or any other movement or trick not essential to the
ordinary use of the skateboard as a transportation device.
G. A skateboard shall be used or operated only during the
daylight hours. No person shall use or operate a skateboard more than
one-half hour after sunset.
