RE: Action by the June 6, 1988 Session of the General Assembly
Regarding the Proposed Transportation Plan, its
Implementation, Funding and Administration.
Attached is a copy of the motion adopted by the General
Assembly at its session on June 6, 1988. All of you
received General Assembly agenda packets that have the
proposals that were adopted by the General Assembly
beginning on page 12 of that agenda packet, with the
exception of the recommended per trip fees. The exact
fees will be determined at a future meeting after
discussion and comment by CVAG's member governments at
their respective Board of Supervisors' and City Councils'
meetings.
The fee levels recommended by the Transportation Uniform
Mitigation Fee TUMF) Sub-Committee is $83.00 per average
daily trip for residential developments; $66.00 per
average daily trip for non-sales tax producing commercial,
retail and hotel developments; and $26.00 per average
daily trip for sales tax producing commercial development.
This is considerably below the initial proposal of $100.00
per average daily trip primarily because an error had been
made in translating the SCAG/RCTC/CVAG Transportation
Study numbers into average weekday trips. An additional
cause of the reduction was a modification in the amount of
money it was believed should be asked of the development
community. It was agreed we need to get the Program
underway with supportable fee levels that can be adjusted
as we get experience with how much money is actually being
generated by the fees. The proposed ordinance
establishing this Program requires annual review and
possible adjustment of the fee levels. Since all CVAG
member governments would have votes on this matter through
membership on the administrating Board or Committee, the
cities/County collectively would control the fee levels.
Should there be a shortfall in revenues and it was not
deemed desirable to increase the fees, alternative courses
of action would be to seek other sources of funding or

stretch out the program for as long as it took to fund the
improvements. Currently, the funding horizon is 20 years,
the same as the sales tax increase. The intent is to have
the system constructed by the year 2010, the year to which
all our planning has been targeted.
The proposals also call for placing a ballot measure
before the voters of Riverside County to raise the sales
tax by one-half cent for a period of 20 years to help
build the needed system. All the sales tax generated in
the Coachella valley will return to the Coachella valley
for state highways, regional streets and roads, transit
and local streets and roads. The sales tax measure was
not originally proposed just to build our regional system
but represents a merging of a number of transportation
related interests who together can get a ballot measure
passed. Polls show we could *not pass a measure with each
interest pursuing its own purposes separate from the
others. State highways and regional streets and roads
would get up to $132 million in 1988 dollars from the
sales tax increase if it passes. We expect about another
$85 million in federal and state funds over the next
twenty years. Local streets and roads will receive up to
96 million dollars from the sales tax increase. Transit
would receive up to $36 million.
We have made many assumptions as we have done this
planning. That is the nature of all planning. Nobody has
a perfect crystal ball. Hindsight may prove us wrong on a
variety of things. But this is the best we have. One of
our assumptions is the required maintenance of effort by
all parties cities, the County, developers, assessment
districts etc. will raise the additional money needed over
the next 20 years. We could luck out if our economy grows
faster than projected. This is one reason to keep
development fees reasonable. That will make funding of
this Program easier and possibly eliminate the need for
additional revenue if our maintenance of effort and
developer dedications prove to be less than projected.
One way or another we will pay for this system. We can do
it as proposed and have a good functioning system. Or we
can continue as we are now and become like Orange and Los
Angeles Counties and Phoenix with everyone paying in lost
business, more commuting time and aggravation, more
accidents, higher law enforcement costs; in short, loss of
much of our quality of life.
You have already approved the SCAG/RCTC/CVAG
Transportation Study in concept and have endorsed the
increase in the sales tax for transportation purposes.

Dear Mayor Hoyle and Honorable Council Members:
La Quinta Arts Foundation which has been performing a
municipal function within the city of La Quinta for the past
six years by offering comprehensive experiences through the
visual arts to its citizenry. We are committed to continuing
to offer a variety of programs and activities including two
major outdoor art festival within the city limits of La Quinta.
As you know, we are presently in the process of relocating
our headquarters to the new downtown tvillage'1 at La Quinta
area.
Historically we have received financial assistance from you.
Attached is our formal request for $25,000 on a contractual
arrangement so that we may continue to serve the citizens of
La Quinta to the benefit of all concerned.
Please note that we have itemized three areas of our overall
proposed budget for next year namely: marketing, the Fall
Faire and our educational programs. Our request is that you
support some part of our expenses for these programs. Please
also note that we are asking the city to provide less than
