SUBJECT: PUBLIC HEARING ON THE CITY-INITIATED GENERAL PLAN
AMENDMENTS STEMM*NG FROM THE HIGH DENSITY STUDY:
GENERAL PLAN AMENDMENT NO. 88-022
BACKGROUND
On December 6, 1988, the City Council reviewed the recommendation
from the Planning Commission on the scope of the General Plan
Amendments stemming from the City-wide analysis of Medium and High
Density Residential Land Uses. The City Council response was
conveyed to the Planning Commission at the December 12th study
session and the Commission directed Staff to set the matter for
hearing for January 10th, 1989.
The text of the General Plan Amendments are attached as
Amendments Nos. 1-4. The Land Use Map Amendments are discussed
as Amendments 1'A", 1'B", C" and D" and are shown on the
accompanying Exhibit Map.
An Environmental Assessment of the proposed changes in the
General Plan has been conducted EA *88-108). The overall
conclusion reached was that the changes are within the level of
impacts considered as a part of the Master Environmental
Assessment. All the proposed land use changes are reductions
of densities. The sole remaining consideration is one of
possible impact on housing. This will be taken up in the
update of the Housing Element to be conducted this Spring. As
a result, a Negative Declaration has been prepared.
At the Planning Commission's public hearing, two matters of note
arose. The first matter related to the proposed Map Amendment B"
the redesignation of a small commercial area on the southeast
corner of Fred Waring and Washington to Medium Density
Residential). The ownership of the property is in litigation. The
attorney for the equitable owner" requested a continuance to allow
further research and consultation with the City Attorney and City
Engineer letter attached).
The second matter related to the privately initiated General
Plan Amendment at the southwest corner of Miles and Washington
known as the Spanos application. That application was
continued to permit some consideration of redesign.

On May 10, 1988, the Planning Commission reviewed the Council's
request to consider modification of Ordinance 113A as it
relates to Change of Zone 87-026.
The Commission considered the density range options, which
could be added as a suffix to the zoning classification, to
specify the minimum development site per unit, and thereby
control the dwelling unit density. The noted range for the
High Density Residential zone is from 5,445 square feet per
unit eight dwelling units per acre) to 2,722.5 square feet per
unit 16 dwelling units per acre).
After considerable discussion, the Planning Commission
recommended, by a four-to-one vote, that the property be
rezoned to R-3-2722.5.

The City Council of the City of La Quinta does ordain a8
follows:
SECTION 1. The La Quinta District Official Zoning Plan Map
No. 14, as amended adopted by City Council Ordinance No. 5,
a) operative August 29, 1982), is further amended by rezoning
from R-1 to R-3-5445 those certain parcels shown and depicted
for such rezoning on the map which is attached to and made a
part of this ordinance, which attached map is labeled Exhibit
A" Change of Zone 87-026.

SECTION 2. EFFECTIVE DATE. This ordinance shall be in full
force and effect thirty 30) days after its adoption.
SECTION 3. POSTING. The City Clerk shall, within 15 days
after passage of this ordinance, cause it to be posted in at
least three public places designated by resolution of the City
Council; shall certify to the adoption and posting of this
ordinance; and, shall cause this ordinance and its
certification, together with proof of posting, to be entered
into the Book of Ordinances of this City.
The foregoing ordinance was approved and adopted at a
meeting of the City Council held on this day of

SUBJECT: ENVIRONMENTAL REVIEW OF THE SENIOR CENTER
BACKGROUND:
As a part of the acquisition program for the 16-acre Civic
Center site at Tampico and Washington, our Year 13 Community
Development Block Grant CDBG) Program contributed $120,000 for
the reservation of one-and-one-half acres for a future site of
a Senior Center. The exact placement of the Senior Center
within the Civic Center site was not determined and will be
established as a part of the larger Civic Center Master Plan
effort.
An Environmental Assessment for the Senior Center itself was
not conducted at the time of the request for CDBG funding.
PUBLIC HEARINGS:
Today's public hearing is being conducted to establish a
Negative Declaration so that the file on this project at the
Riverside County Department of Economic and Community
Development can be completed.
Environmental Assessment No. 88-103 has been prepared which
considers the adoption of a Negative Declaration for funding,
acquisition, design, and construction of the La Quinta Senior
Center in accordance with the California Environmental Quality
Act.
RECOMMENDATION:
Adopt the attached Resolution which accepts the findings of
Environmental Assessment No. 88-103.

Dear Mayor Pena and Honorable City Council Members:
As you are no doubt aware, the 1989 La Quinta Arts Festival
is fast approaching. This year's show is scheduled for March
10, 11, and 12 in the La Quinta Community Park. Among other
things, we are giving considerable thought to how we can
facilitate parking and provide safe walkways for pedestrians
from the parking areas to the Festival site. Towards that end,
we request permission from city council to close the streets
around the perimiter of the park at the following intersections
from 9A.M.-7P.M. on March 10, 11 and 12:
Avenida Montezuma at Eisenhower
Avenida Montezuma at Navarro
Avenida Montezuma at Avenida Mendoza south side)
Avenida Montezuma at Avenida Mendoza north side)
Consent will be obtained from business and property owners
affected by the closure. At the present time, our request for
a general permit and for a permit to place directional signs
has been submitted to city staff
We appreciate your attention to this matter and look forward
to your response at the earliest possible date. On behalf

SUBJECT: REQUEST FROM THE LA QUINTA ARTS FOUNDATION FOR
SPECIAL ADVERTISING DEVICES IN CONJUNCTION WITH THE
1989 LA QUINTA ARTS FESTIVAL
BACKGROUND:
Municipal Code Chapter 5.64, 1'Special Advertising Devices11,
provides for a permit to be issued by the City Council for
advertising devices other than the usual and customary
permanent business identification signs and includes signage
for special events/occasions.
REQUEST:
The referenced request has been received from *he La Quinta
Arts Foundation, in application for numerous information/
directional signs along major streets: a temporary porta-panel
at the southeast corner of Highway 111 and Washington Street,
and two banners at the east and west ends of the park. The
signs will be installed on March 1st and removed March 15th,
1989.
DISCUSSION:
1. The proposed signs will be located within City
right-of-way, on private property, and at the Community
Park.
2. The Public works Department has reviewed the sign
locations and noted that the signs should be located so
as not to create a traffic hazard.

ENVIRONMENTAL
CONSIDERATIONS: AN EIR SCH #83061305) WAS INITIALLY PREPARED
ON THE DUNA LA QUINTA SPECIFIC PLAN AND WAS
CERTIFIED ON APRIL 10, 1984. PURSUANT TO
CEQA, THIS EIR WAS APPLIED TO THE ORIGINAL
PLOT PLAN APPROVAL FOR PLAZA TAMPICO, AS THE
CIRCUMSTANCES OF THAT PROJECT WERE
ESSENTIALLY THE SAME AS THOSE ADDRESSED IN
THE EIR. THIS SECOND AMENDMENT TO THE PLOT
PLAN APPROVAL HAS BEEN DETERMINED TO BE
EXEMPT FROM FURTHER ENVIRONMENTAL REVIEW
UNDER THE GENERAL RULE THAT IT CAN BE SEEN
WITH CERTAINTY THAT THERE IS NO POSSIBILITY
THAT THE PROPOSED AMENDMENT WILL HAVE A
SIGNIFICANT EFFECT ON THE ENVIRONMENT.

BACKGROUND:
Presented for final approval by Resolution is the Statement of the
La Quinta Redevelopment Agency Assessment Subsidy Program. The pro-
posed program has been designed to provide assistance to persons of very
low, low, and moderate income in making assessment payments levied for
Assessment District No. 88-1.

RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LA QUINTA APPROVING A PROGRAM FOR THE
FURNISHING OF ASSISTANCE FOR AFFORDABLE
HOUSING AND AUTHORIZING THE EXPENDITURE OF
FUNDS OF THE LA QUINTA REDEVELOPMENT AGENCY
PURSUANT TO SUCH PROGRAM
WHEREAS, the La Quinta Redevelopment Agency the Agency)
is in the process of implementing the Redevelopment Plan for
Redevelopment Project No. 1 as adopted by City of La Quinta
Ordinance No. the Project'); and
WHEREAS, the Redevelopment Plan the Redevelopment Plan')
for the Pro*ect provides that certain funds are to be made
available to improve and expand the supply of low- and
moderate-income housing, in conformity with the provisions of
Section 33334.2 of the California Health and Safety Code; and
WHEREAS, the Redevelopment Plan provides for the provision
by the Agency of certain public improvements; and
WHEREAS, the City of La Quinta the City") has taken
certain steps toward the establishment and implementation of an
assessment district the District"), which will provide
certain sewer and related infrastructure improvements the
Improvements") of benefit to residents of the Project Area of
the Project; and
WHEREAS, although the Improvements will be of benefit once
completed, the imposition of an assessment to defray the cost
of such Improvements would create a burden for certain
residents of the affected area, particularly those of limited
means; and
WHEREAS, the Agency proposes to provide certain assistance
to defray the cost of the assessment by the District for the
benefit of persons who qualify due to income or who covenant to
provide affordable housing for a fifteen-year period the
Minimum Period"); and
WHEREAS, the program for the provision of such assistance
the Program"), is described in the Statement of the La Quinta
Redevelopment Agency Assessment Subsidy Program the

which, together with all Attachments thereto, is incorporated
