BACKGROUND:
This request was heard at the Planning Commission hearing of October
10, 1989. After considerable discussion, the Planning Commission
continued the hearing to October 24, 1989. Therefore, City Council
action must be postponed to November 7, 1989.

RE: Tentative Tract f21846 2nd Extension
Dear Council Members:
I respectfully request that the T.T. 4121846, 2nd Extension
request be denied for the following reasons:
1. The original map of 308 units was granted an extension
in November, 1988. Included in the extension was a
minor" change which increased the density to 367
units, including 189 two-story units. This change of
59 units, or an increase of 19%, should not have been
accepted by the City as a minor change, especially
considering that 189 of the units were changed from
one-story 22') to two-story 32').
2. The California Map Act gives cities and counties
discretionary powers in its enactment and enforcement;
however, the Civil Engineers and legal counsel with
whom I have consulted cannot believe any City would
accept a 19% increase in density, a doubling of
population and a height increase from 22' to 32', as a
minor" change.
3. On October 10, 1989, the Planning Commission postponed
enactment of a change in T.T. 21846 with regard to
density; but, somehow did not grasp the significance of
their action to move forward on the extension.
4. We paid a premium for our westerly view of the
mountains and were promised by our sales person that
our view would be unobstructed because single-story
units were being built across the fairway from us. we
have a brochure that talks about single-family living
and shows the units across from us as being single-
story.

AMENDMENTS:
On October 3rd, a complete package of the public General Plan
Amendments and other associated amendments was provided,
including:
1. General Plan Text Amendments one through four;
2. General Plan revision of the Housing Element Text
Amendment No. 5);
3. Map Amendments A & B;
4. Map Amendments C, a revision to the Circulation Plan;
5. The Amendment to the Village at La Quinta Specific Plan
to incorporate Area 5 into the Village Plan;
6. The Amendment to the Village Commercial Zoning Text, to
incorporate Area 5 into the Village Commercial Zoning Text;
7. The Change of Zone for Area 5 from R-3 to Village
Commercial Subzone C-V-T Tampico).
PUBLIC HEARING:
The public hearing for the public General Plan and other
associated Amendments was continued from October 3rd to October
17th to coordinate with the private General Plan Amendments so
that all General Plan Amendments could be adopted at the same
time.
RECOMMENDATION:
All the General Plan Amendments and other associated Amendments
were recommended by the Planning Commission for adoption of the
Negative Declaration and adoption of the Amendments.

The advertised date for the public General Plan Amendments and

several of the private General Plan Amendments have been
delayed to October 17, 1989. All of the General Plan
Amendments must be adopted at the same time. Therefore, the
Public Hearing on the public General Plan Amendments can be
opened on October 3rd and continued to October 17th.
A supplemental memo will be provided on October 17th containing
the Environmental Resolution and the Resolutions and Ordinance
for adoption of all parts of the package.

ENVIRONMENTAL
CONSIDERATIONS: ENVIRONMENTAL ASSESSMENT #89-139 HAS BEEN
PREPARED IN CONJUNCTION WITH THIS
APPLICATION. THE ORIGINAL ENVIRONMENTAL
ASSESSMENT Z85-034 SCH# 85050112) ADDRESSED
THE IMPACTS ASSESSED WITH THE ORIGINAL
SPECIFIC PLAN. THE AREA UNDER CONSIDERATION
WITH THIS APPLICATION WAS IDENTIFIED FOR
COMMERCIAL USES. THE CURRENT REQUEST IS FOR
RESIDENTIAL USES. THEREFORE, THE IMPACT HAS
BEEN REDUCED. A NEGATIVE DECLARATION IS
RECOMMENDED FOR ADOPTION.
BACKGROUND:
The Oak Tree West Specific Plan was conditionally approved on
October 15, 1985. The approval contained the following:
1. 45 holes of golf on approximately 400 acres.
2. 2,245 single-family dwellings on varying types on about
449 acres.

commercial center with office/commercial retail uses and a
25,000 square foot golf clubhouse, all on a total 36.5
acre site.
4. A 200,000 square foot office commercial center on 3.5
acres.

natural open space.
The Applicant is proposing to eliminate the 36.5 acres of
commercial uses and other minor amendments refer to Planning
Commission Staff report for detailed information).
PLANNING COMMISSION ACTION:
The Planning Commission on September 12, 1989, considered a
Public Hearing on the application. The Commission amended the
conditions to the Specific Plan as follows:
All maintenance buildings and areas shall be so sited or
screened by decorative block wall and/or landscaping so
that they cannot be seen from public streets. On the
project site west side of Jefferson Street and along the
south side of the new Avenue 52, decorative wrought iron
or steel tube fencing shall be utilized in conjunction
with the perimeter block wall, to allow views into
greenbelt areas of project. Condition No. 23 conditions
dated June 20, 1989, shall be amended to require that
lighting plans be subject to the draft Dark Sky
Ordinance
The Commission recommends that the application be approved
subject to conditions and that a Negative Declaration be
adopted.

formal Resolution action taken after review of all General
Plan Amendment requests). Move to waive further reading and
introduce City Council Ordinance Z89-____ for Change of Zone

LOCATION: GENERALLY THE AREA EAST OF JEFFERSON STREET,
SOUTH OF 50TH AVENUE, WEST AND EAST OF
MADISON STREET, AND NORTH AND SOUTH OF 54TH
AVENUE.
BACKGROUND:
The proposed annexation area approximately 1,400 acres) is
within the Sphere of Influence of La Quinta. The area west of
Madison Street is currently designated on the General Plan Land
Use Map as Low Density Residential 2-4 dulac). The areas east
of Madison Street are not designated on the City1s Land Use Map.
The City has received requests to annex this area. A
subsequent survey was conducted which identified the majority
of land owners in support of the annexation.
PLANNING COMMISSION ACTION:
On September 12th and continued to September 26, 1989, the
Planning Commission conducted a public hearing on the
preannexation and General Plan Amendment. Refer to Planning
Commission Staff report for detailed description and analysis.)

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LA QUINTA, CALIFORNIA, ANNOUNCING
FINDINGS, ADOPTING A NEGATIVE DECLARATION,
AND ADOPTING AMENDMENTS TO THE GENERAL
PLAN OF LA QUINTA.
WHEREAS, the Planning Commission has conducted a
duly-noticed Public Hearing and recommended approval of the
requested Amendments; and,
WHEREAS, the City Council has conducted a
duly-noticed Public Hearing on the Amendments and considered
the recommendation of the Planning Commission; and
WHEREAS, an Environmental Review has been conducted
for the said Amendments complying with the requirements of The
Rules to Implement the California Environmental Quality Act of
1970" County of Riverside Resolution NO. 82-213, adopted by
reference in City of La Quinta Ordinance No. 5), in that the
Planning Director has determined after initial studies that the
Amendments will not have a significant adverse impact on the
environment and that a Negative Declaration should be filed
where appropriate; and,
WHEREAS, at said public meeting, upon hearing and
considering all testimony and arguments, if any, of all
interested persons desiring to be heard regarding the
Amendments, said City Council did find the following facts to
justify the adoption of the proposed Amendments.
GENERAL PLAN AMENDMENT NO. 89-025
1. The General Plan Amendment No. 89-025 is consistent with
the remainder of the General Plan.
2. That the environmental impacts were considered in
Environmental Assessment No. 89-132 prepared in
conjunction with the General Plan Amendment and has
considered that no significant environmental adverse
impact will result and that a Negative Declaration is
appropriate for filing.

environment, and that where appropriate a Negative
Declaration is adopted.

BACKGROUND:
The property is a part of the Oak Tree West project that was
approved as Specific Plan 85-006 in 1985. This Tentative Tract
map is the first filed for the project, although the Citrus
Golf Course has been constructed.
In addition to this Tract Map being filed by Landmark Land
Company, J.M. Peters has filed a map TT 24890) for the
development of the residential lots created by this map. That
map is also to be considered at this meeting.
The original Specific Plan for Oak Tree West designated
approximately 36.5 acres for a commercial center with a hotel)
at the northeast corner of the site. Landmark Land Company has
filed applications which are to be considered at this meeting
eliminating the commercial area and rezoning the area R-2.
This would allow the clubhouse, golf course, and residential
area as planned by the owners and shown on this map.
This map has been conditioned upon approval of the
above-mentioned applications.
The proposed Tentative Tract Map consists of subdividing the
426-acre site into 110 lots. Forty lots would be for
residential use, while the balance of lots would be for
miscellaneous purposes such as private streets, a new golf
clubhouse, common area, recreation, the existing golf course,

Tract Map along with TT *24889 are the first maps filed for
this project. The Citrus Golf Course and temporary clubhouse
exist on the property.
In addition to this Tract Map being filed by J.M. Peters,
Landmark Land Company has filed Tentative Tract Map *24889
dividing out the existing golf course and miscellaneous lots
from the residential area, which this Tract consists of. TT
*24889 is also to be considered by the City Council at this
meeting.
The original Specific Plan for Oak Tree West designated

The Tentative Tract Map proposes to subdivide approximately 404
acres into a total of 657 lots, of which 564 lots would be for
residential use. Three housing types would be provided as
follows:
1. Custom home sites 76 lots
2. Single-family detached units 300 lots
3. Single-family duplex units 188 lots

d_esuThe balance of the Tract would consist of miscellaneous lots for
such things as golf course, golf clubhouse, recreation,
Coachella Valley Water District well sites 3 lots), private
streets, landscaping, and the golf maintenance building.
The Variance requested is to permit most of the duplex lots to
be less than the required 60-feet width. The majority of the
lots are shown at a minimum of 55-feet. The 188 duplex lots
are located along the northern and eastern portion of the site.
NEWLY REQUESTED MODIFICATIONS:
Subsequent to the Planning Commission action on this project,
the Applicant has requested two modifications which affect
development of the property or map configuration.
The first modification deals with the proposed duplex lots. As
recommended for approval by the Planning Commission each unit
of a duplex would set on its own fee simple lot. This would
require what the Applicant describes as unsightly parapet fire
walls" between the attached duplexes on the common lot line
see Attachment 41). In order to avoid the walls, the
Applicant is requesting that the individual lots be eliminated
by creating air space condominiums. While this would not
modify unit counts or locations, it would reduce the number of
duplex lots to 15. While this would affect the type and extent
of ownership of the land by the homeowner, its physical
appearance due to the change will not be discernible other than
there will not be a need for the parapet walls.
The second modification requested pertains to the maximum
building height for the custom home lot areas. The Specific
Plan text permits custom homes to be a maximum 35-feet in
height. However, the conditions of approval restrict the
height of homes in the area of the custom home lot areas to one
story with a maximum 20-foot height. The Applicant is
requesting that they be permitted a maximum height of 28-feet
or 8-feet higher than the conditions of approval for the
Specific Plan permit see Attachment #5). They feel they need
this additional height to allow greater architectural
flexibility due to the width of their custom home lot program.
Should the City Council feel the modifications are minor and do
not need review by the Planning Commission, the modifications
may be approved by the Council. However should the Council
wish the Planning Commission to review the modifications and
make a recommendation, then this item should be referred back
to the Planning Commission.

BACKGROUND:
The Planning Commission at the meeting of September 12, 1989,
unanimously adopted Resolution 89-47, recommending approval of this
tentative tract map, subject to amended conditions, and Resolution
89-48, approving Variance 89-010, subject to conditions. The tract
map creates 564 residential lots which would be developed with
various housing types. The Variance allows the duplex units to be
placed on 55-foot, rather than 60-foot, wide lots. With one zero
sideyard setback. The Applicant is requesting two modifications that
were not reviewed by the Planning Commission. Further, Engineering
Department is requesting additional conditions be added to the
approval. These are fully explained in the attached City Council
Staff Report.

BACKGROUND:
The property is the northern part of Oak Tree West project that
was approved as Specific Plan *85-006 in 1985. This Tentative
Tract Map along with TT *24889 are the first maps filed for
this project. The Citrus Golf Course and temporary clubhouse
exist on the property.
In addition to this Tract Map being filed by J.M. Peters,
Landmark Land Company has filed Tentative Tract Map *24889
dividing out the existing golf course and miscellaneous lots
from the residential area, which this Tract consists of. TT
*24889 is also to be considered by the City Council at this
meeting.
The original Specific Plan for Oak Tree West designated
approximately 36.5 acres for a commercial center with a hotel)
at the northeast corner of the site. Landmark Land Company has
applications to be considered at this meeting eliminating the
commercial area from the Specific Plan and General Plan and
redesignating and rezoning the area to R-2. This would allow
the clubhouse, golf course and residences as planned by the
Applicant and shown on this map.
The Tentative Tract Map proposes to subdivide approximately 404
acres into a total of 657 lots, of which 564 lots would be for
residential use. Three housing types would be provided as
follows:
1. Custom home sites 76 lots
2. Single-family detached units 300 lots
3. Single-family duplex units 188 lots

d_esuThe balance of the Tract would consist of miscellaneous lots for
such things as golf course, golf clubhouse, recreation,
Coachella Valley Water District well sites 3 lots), private
streets, landscaping, and the golf maintenance building.
The Variance requested is to permit most of the duplex lots to
be less than the required 60-feet width. The majority of the
lots are shown at a minimum of 55-feet. The 188 duplex lots
are located along the northern and eastern portion of the site.
NEWLY REQUESTED MODIFICATIONS:
Subsequent to the Planning Commission action on this project,
the Applicant has requested two modifications which affect
development of the property or map configuration.
The first modification deals with the proposed duplex lots. As
recommended for approval by the Planning Commission each unit
of a duplex would set on its own fee simple lot. This would
require what the Applicant describes as unsightly parapet fire
walls" between the attached duplexes on the common lot line
see Attachment 41). In order to avoid the walls, the
Applicant is requesting that the individual lots be eliminated
by creating air space condominiums. While this would not
modify unit counts or locations, it would reduce the number of
duplex lots to 15. While this would affect the type and extent
of ownership of the land by the homeowner, its physical
appearance due to the change will not be discernible other than
there will not be a need for the parapet walls.
The second modification requested pertains to the maximum
building height for the custom home lot areas. The Specific
Plan text permits custom homes to be a maximum 35-feet in
height. However, the conditions of approval restrict the
height of homes in the area of the custom home lot areas to one
story with a maximum 20-foot height. The Applicant is
requesting that they be permitted a maximum height of 28-feet
or 8-feet higher than the conditions of approval for the
Specific Plan permit see Attachment #5). They feel they need
this additional height to allow greater architectural
flexibility due to the width of their custom home lot program.
Should the City Council feel the modifications are minor and do
not need review by the Planning Commission, the modifications
may be approved by the Council. However should the Council
wish the Planning Commission to review the modifications and
make a recommendation, then this item should be referred back
to the Planning Commission.

SUBJECT: Urban Forestry Program
In recognition of the fact that urban forestry assists in mitigating
air pollution, the California electorate endorsed a ballot measure
which set up the urban forestry portion of the California Wildlife,
Coastal and Park Land Conservation Bond Act of 1988.
The California Department of Forestry and Fire Protection's Urban
Forestry Program has been allocated $5 million beginning July 1,
1989, for urban forestry projects in accordance with Public Resources
Code 4799.12. The grant program will be administered over a five to
seven year period with annual allocations for each of the first three
years amounting to $633,000.00.
The program goals are as follows:
1. Plant most tree biomass for the dollars.
2. Require long-term management and maintenance for health and
care of trees during the life of the trees.
3. Incorporate community involvement/participation/education
and stewardship into every project and provide a human
experience and accessibility to the trees.
4. Increase statewide public awareness of the benefits of
urban forests.
5. Encourage projects that will inspire similar projects by
leveraging community resources.
Grant request must not be more than $50,000.00 and the cost of
individual trees must not exceed $65.00.
It occurs to me that our Cove improvement project offers a wonderful
opportunity to initiate an urban forestry program in our community.
This grant program, coupled with the City-wide landscaping and
lighting district now in place, could provide the mechanisms by which
a start could be made. While we're past the deadline where grant
applications for the current fiscal year were accepted, there is
considerable planning ahead of us regarding types of trees, spacing,
maintenance requirements, etc. which we could do in preparation for
applying for a grant for next fiscal year and perhaps budgeting
matching funds.
If the Council agrees that an urban forestry program would be
worthwhile, the staff will proceed with the planning process.

The City Council of the City of La Quinta does
ordain as follows:
SECTION 1. Title 9 of the Municipal Code is hereby
amended by adding a new Chapter 9.210, the Outdoor Light
Control Ordinance", attached hereto as Exhibit A, Zoning Text
Amendment No. 89-Oil).
SECTION 2. EFFECTIVE DATE. This Ordinance shall be
in full force and effective thirty 30) days after its adoption.
SECTION 3. POSTING. The City Clerk shall, within
15 days after passage of this Ordinance, cause it to be posted
in at least the three 3) public places designated by
resolution of the City Council; shall certify to the adoption
and posting of this Ordinance; and shall cause this Ordinance
and it's certification, together with proof of posting, to be
entered in the Book of Ordinances of this City.

meeting of the City Council held on thel7th day of October,

SECTION 2. ENVIRONMENTAL. The Change of Zone has
complied with the requirements of The Rules to Implement the
California Environmental Quality Act of 1970" County of
Riverside, Resolution No. 82-213, adopted by reference in City
of La Quinta Ordinance No. 5), in that the Planning Director
conducted an initial study and has determined that the proposed
change of zone will not have a significant adverse impact on
the environment.
SECTION 3. EFFECTIVE DATE. This ordinance shall be in
full force and effect thirty 30) days after its adoption.
SECTION 4. POSTING. The City Clerk shall, within 15
days after passage of this ordinance, cause it to be posted in
at least three public places designated by resolution of the
City Council; shall certify to the adoption and posting of this
ordinance; and, shall cause this ordinance and its
certification, together with proof of posting, to be entered
into the Book of Ordinances of this City.

d_es&u SECTION 3. VIOLATIONS AND PENALTIES. It shall be
unlawful for any person, firm, or corporation to erect?
construct, enlarge, aiter, repair, move, improve, rZmove,
convert, or demolish, equip, or cause or permit the same to be
done, contrary to or in violation of any of the provisions of
this Ordinance. Any person, firm, or corporation violating, or
failing to comply with, any of the provisions of such Ordinance
or Code shall be deemed guilty of a separate offense for each
and every day or portion thereof during which any violation of
any of the provision of such Code is committed, continued, or
permitted, and upon conviction of any such violation, such
person shall be punishable by a fine of not more than $500 or by
imprisonment for not more than six months or by both such fine
and imprisonment. The application of the penalty provided in
this Section shall not be held to prevent the abatement of
prohibited conditions as a public nuisance as provided by
Section 1.01.250 of the La Quinta Municipal Code.
SECTION 4. VALIDITY. If any section, subsection,
clause or phrase of this Ordinance, or of any code adopted
Zhereby is for any reason held by a court of competent
jurisdiction to be invalid, such a decision shall not affect the
validity of the remaining portions of this Ordinance or of any
code adopted thereby. The City Council hereby declares that it
would have passed this Ordinance and each section or subsection7
sentence, clause and phrase thereof, and of each code adopted
hereby irrespective of the clauses or phrases being declared
invalid.

AMENDING SECTIONS 11.08.005 AND 11.08.040
AND ADDING SECTION 11.08.090 OF CHAPTER 11.08,
DISORDERLY CONDUCT, TO THE LA QUINTA MUNICIPAL CODE.
WHEREAS, the regulation of public drinking and liquor
Possession in the park and recreation areas within the City of
La Quinta will promote the health, safety and welfare of the
community; and
WHEREAS, it is deemed necessary and desirable to provide
standards to determine when the production of noise constitutes
disorderly conduct.
NOW, THEREFORE, the City Council of the City of La Quinta,
California, does hereby ordain as follows:
Section 1. That Section 11.08.005 of Chapter 11.08 be
amended to read as follows:
11.08.005 Public Drinking and Liquor Possession.
A. A person shall not consume or possess any alcoholic
beverage, as defined in Section 23004 of the California
Business and Professions Code, upon any public street,
sidewalk, highway, road, lane, alley or upon any other publicly
owned property which is open to the public, including all park
and recreational areas which are located within the City
limits. Possession shall include any alcoholic beveraqe
contained in any bottle, can, or other receptacle which i) has
been opened, ii) has a seal broken, or iii) the contents of
which have been partially removed.
B. A person shall not commit any act prohibited in
Subsection A of this Section when such person is upon privately
owned property which is open to the use or patronage of the
general public at the time, unless the person committing the
act has the express or implied permission or invitation to do
so from the owner or lessee or person in charge of the private
property or business Premises involved.
C. Subsection A of this Section shall not apply to
consumption or possession of alcoholic beverages within the
City limits if a permit, entitlement or permission has been
issued by the City Manager or City Council in connection with a
special event located on the Premises where the consumption or
possession would otherwise be prohibited. Subsection A shall
not apply with respect to public property owned and controlled
by a public entity other than the City if the other public

use of the premises for purposes otherwise prohibited in
Subsection A of this Section.
Section 2. That Section 11.08.040 of Chapter 11.08 be
amended to read as follows:
11.08.040 Noise.
No person shall willfully make any unreasonably loud noise
to the extent that it disturbs the peace and quiet of any
neighborhood or imposes upon the privacy and rights of others.
The standards which may be considered in determining whether a
violation of this Section exists, may include, but Is not
limited to, the following:
a) The level of noise;
b) The nature of the area within which the noise
emanates;
c) The density of the inhabitation of the area
within which the noise emanates;
d) The time of day or night:
e) The duration of the noise;
f) Whether the noise is recurrent, intermittent or
constant; or
g) Whether the noise is produced by a commercial or
noncommercial activity.
Section 3. That a Section 11.08.090 be added to Chapter
11.08 and be titled as follows:
11.08.090 Violation.
Any violation of Chapter 11.08 shall constitute an
infraction pursuant to Section 1.01.200 of this Code.
Section 4. The City Clerk shall certify to the passage
and adoption of this ordinance and shall cause the same to be
posted in three public places in the City of La Quinta, and the
same shall be in full force and effect immediately after its
adoption.

A. REQUEST FOR SPECIAL ADVERTISING DEVICE.
BACKGROUND:
Municipal Code Chapter 5.64, Special Advertising Devices",
provides for a permit to be issued by the City Council for
advertising devices other than the usual and customary permanent
business identification signs and includes signage for special
events/occasions.
REQUEST:
The La Quinta Arts Foundation requests the following:
1. Two professionally manufactured 3' x 15' blue banners to
be hung from the palm trees at the east point and at the
west point of the park that say Arts Festival this
Weekend'1
2. A portable sign supplied by Naegele Outdoor at the
intersection of Washington and Highway 111 on the
southeast corner directing the public to the park.
3. A number of directional/information signs along major
streets see Attachment Z1).
The Arts Foundation also states that the banners and signs will
be installed Monday, November 13, 1989 and removed by November
20, 1989.

1. The proposed signs will be located within City
right-of-way, on private property, and at the Community
Park.
2. The Public Works Department has reviewed the sign
locations and requires that the signs should be located so
as not to create a traffic hazard.
CITY COUNCIL FINDINGS/ACTION:
Section 5.64.020 provides, in part, that permits are to be
issued for special purposes, and not on a continuing basis
for permanent advertising or identification purposes"; and
further, that, Each permit shall be issued for a specified
period of time subject to renewal for good cause shown."
In taking action on a permit, the Council must find that the
special advertising device applied for would not:
o Constitute a traffic hazard or nuisance to adjacent
or surrounding properties or to the public at large;
or,
o Be detrimental to the public convenience or welfare;
or,
o Be inconsistent with the various elements and
objectives of the General Plan and all other
officially adopted policies and regulations of the
City.
Conditions may be assigned to any permit granted, in order to
harmonize it with the public purposes expressed in this chapter
of the Municipal Code.
COUNCIL ACTION:
Action of the Council may be taken by Minute Motion to approve
or deny the request.
SUGGESTED CONDITIONS IF THE REQUEST IS APPROVED:
1. Signs located along streets without curbs must maintain a
six-foot setback between the sign edge and the edge of the
pavement.
2. The edge of signs located along streets with curbs shall
not be any closer than the back of the curb.
3. The signs shall not obstruct vision of any traffic control
devices.

SUBJECT: Feasibility of Paramedic Services
I will give you a brief overview of our options regarding the
fe-slbility of providing paramedic services.
1. Retaining the services the County Fire Department is
currently providing.
a. One full time professional
b. One seasonal fire fighter, four days a week
2. The City could remain with the same manning, plus the
addition of one paramedic unit, staffed with two 2)
paramedics, 24 hours a day.
3. Possibility of joining the Cove Communities' Fire Commission.
There is really no reason or advantage to joining the
Cove Communities as the paramedic staffing is administered
by the County Fire Department.
4. Starting our own Fire Department. If the various options
approach the cost of starting a city fire department, that
option should probably be considered.
The following is a brief of paramedic services by cities that
have their own fire departments.
1. City of Palm Springs
The City of Palm Springs does not have paramedics. They rely
on Springs Ambulance for paramedic services and transport.
They do receive numerous complaints for the high cost of the
service.

2. Cathedral City
The City of Cathedral City has their own paramedics, and do
their own transportation. They charge a flat rate of $225.00
per transport, regardless of services rendered.
3. City of Indio
The City of Indio has their own paramedics, and also do their
own transporting. City of Indio is currently charging
$285.00 per transport. They do accept what Medicare will pay
for services on Medicare.
4. City of Coachella
City of Coachella does not have paramedics. The city also
relies on Springs Ambulance.
5. The Cove Communities contract with the County Fire Department
for paramedic services, and is jointly paid for through city-
wide assessment districts.
