NOTICE IS HEREBY GIVEN, that in accordance with Government Code
Section 54956, I, JOHN J. PENA, Mayor of the City of La Quinta,
and Chairman of the La Quinta Redevelopment Agency do hereby
call a Special Meeting of the La Quinta City Council and the La
Quinta Redevelopment Agency for 5:00 P.M. on the 25th day of
April, 1990. Said meeting will be held in the La Quinta City

Purpose of said City Council meeting is for the following:
1. Approval of Personnel Additions/Changes for 1989/90 Fiscal
Year.
Purpose of said Redevelopment Agency meeting is for the
following:
1. Adoption of Resolution of the Board of Directors of the La
Quinta Redevelopment Agency Authorizing the Issuance of Tax
Allocation Refunding Bonds of the Agency in a Principal
Amount Not to Exceed Twenty Million Dollars $20,000,000) To
Refund Certain Obligations of the Agency and Approving an
Escrow Agreement.

SUBJECT: APPROVAL OF PERSONNEL ADDITIONS/CHANGES FOR
1989/90 FISCAL YEAR
Attached are three memorandums regarding personnel additionsi
changes for the current fiscal year.
The first change is the lob description and title change for the
position of Comunity Services Specialist. The request is for
the job title to be renamed to Senior Center Coordinator.
Additionally, there are some minor changes to the job
description.
The second change is to the manning schedule and is a request of
an additional Department Secretary for the City Manager's
office. This request is due to the excessive workload in the
department.
The final change is also an addition to the manning schedule.
This request is for the addition of the position of Engineering
Aide. The position will be established at Range 42.
RECOMMENDATION:
1) Authorize all personnel changes/additions as addressed in
the memorandum.
2) Authorize the transfer of $4,600 from the Contingency
Account to Account 01-4120-101-000 and $4,600 from the
Contingency Account to Account 01-4311-101-000.

Pursuant to our discussions during budget review, I recommend
that the title of Community Services Specialist be changed to
Senior Center Coordinator.
The reason for this change is to remove the confusion to the
public. They see the Senior Center as being more encompassing
because of the title.
The name Community Services has proved to be a real misnomer.
In order to complete the change, the job description would need
to be amended. I have attached a proposed amendmened
description for consideration. Also attached, is the current
job description.

THE POSITION:
Under direction, plans, organizes and coordinates a wide variety
of community service, recreational and cultural programs and
activities for senior citizens.
The Senior Center Coordinator plans and coordinates activities
of the La Quinta Senior Center; personally counsels/assists
senior citizens with outreach and referral services.
EXAMPLES OF WORK PERFORMED
1. Plans, organizes and coordinates programs designed to serve
the needs of the elderly and frail clientele.
2. Counsels elderly citizens in areas of personal finance,
housing, social security, nutrition, legal assistance and
assist with appropriate referrals to local agencies, as
necessary.
3. Plans meetings, workshops and seminars to benefit elderly
persons.
4. Participates in the planning and implementation of special
events for senior citizens.
5. Establishes and maintains effective relations with the
public, representatives of local service agencies, volunteers
and fellow employees.
6. Maintains current reference and information files on services
provided by local agencies in identifying local problems and
planning appropriate solutions.
7. Maintains records, statistics, files and prepares a variety
of regularly required reports.
8. Trains and supervises assigned personnel, both paid and
volunteer.
