Dear Dave and Isabella,
As you may know, the 1991 La Quinta Arts Festival is fast
approaching. This year we have extended the show to 4 days,
March 14 through 17th in the Community Park of La Quinta. We
are giving thought again to organizing this event to ensure that
our Festival patrons will have a safe, clear walkway from the
parking areas to the Festival site. With this in mind, we plan
to block traffic on the streets along the perimeter of the park
as we did during the previous Festivals. We would place the
barricades at both ends of the park at Montezuma and Eisenhower,
Montezuma and Navarro, and at both intersections of Montezuma
and Mendoza on March 14, 15, 16 & 17 from 9:30 a.m. to 6:00 p.m.
each day.
We are writing to you as a business and property owner who would
be affected by this street closure. If it would be helpful to
you for the operation of your business during the Festival, we
could arrange to post your parking lot to prohibit parking by
Festival patrons. Please call me at the Foundation offices 564-
1244) if you have any questions or concerns.

The July 4th Greater Desert Fireworks Committee has again formed to
organize and put on another spectacular Fourth of July Fireworks Program.
Taking the lead given to us by President Bush, we want to make this
year especially exciting and memorable in honor of our men and women in
the Armed Forces who participated in Desert Storm and who serve our country,
whether full time or as reserves. The Marine Corps Band f?om 29 Palms has
been invited along with their families.
Ag has been the tradition set with this event, it is a valley-wide
celebration with citizens from all over Coachella Valley participating
in its produciton. In order for us to put on the best possible show for
this very special July 4th, we respectfully request the City of La Quinta
to contribute $5,000 to The July 4th Greater Desert Fireworks to help us
meet our goal. Whatever amount, however, that your community could con-
tribute will be deeply appreciated. Coachella Valley businesses and indiv-
iduals will also be requested to contribute to the success of the program.

The CITY OF LA QUINTA City") and the BOYS AND GIRLS CLUB
OF COACHELLA VALLEY Developer"), enter into this Exclusive
Negotiation Agreement this Agreement") on the terms and
provisions set forth below.
R E C I T A L S:
1. The City is desirous of assisting in the development
of quality childcare and child enrichment facilities which are
available and convenient to citizens of the City;
2. The City is interested in leasing a certain portion of
Parcel which portion is the Site", as hereafter
described in Exhibit A" hereto which is incorporated herein by
reference.
3. The Developer has indicated to the City that the
Developer is a nonprofit organization dedicated to providing
facilities and programs for children ages at an
affordable cost, and that DeveloZer is experienced in the
development and operation of youth centers of the type and size
desired by the City.
4. The parties hereto acknowledge that the economic
feasibility of development has not yet been determined to the
satisfaction of either party.
THE CITY AND THE DEVELOPERZEREBY AGREE AS FOLLOWS:
I. Section 100) Negotiation.
A. Section 101) Good Faith Negotiations.
The City and the Developer agree for the period
set forth below that, subject to the submittal by the Developer
of those materials required to be presented to the City
pursuant to this Agreement, the parties are to negotiate in
good faith toward the preparation of a lease agreement to be
entered into between the City and the Developer concerning the
Site". The City agrees for the period set forth below and
provided that this Agreement remains in effect) not to enter
into a lease with any other person or entity regarding the Site
without the consent of Developer. The Developer acknowledges
that its rights pursuant to this Agreement are in all cases
subject to the CityZs rules for property disposition and any
rights to such disposition as construed by the City.

On behalf of the La Quinta Arts Foundation I
would like to express the appreciation of the Foundation,
its Board, and its Members for the opportunity which the
city has made available to the Foundation by providing a
building site on the new City Center campus allowing the
Foundation to construct its permanent home at this new
location.
The Foundation is most anxious to move forward
with the design and at the appropriate time, the
construction of its new facility. In order to do this the
Foundation would appreciate an opportunity to meet with
the appropriate members of the Council to finalize a
formal written lease agreement for this site. The
Foundation has designated its representatives to assist in
the completion of this matter and these representatives
will make themselves available at the convenience of the

RECOMMENDATION:
That the Board accept Project 91-2 and authorize the Secretary to

Funding for equipment and supplies will come from the General Fund Reserve
and require the following appropriations; $834.50 to 01-4190-143-000, and
$9,592.50 to 01-4190-143-100.

The City Council recently decided to become a sponsor of the Living
Desert Reserve. One of the benefits of sponsorship is
complementary passes to the Reserve. They have presented the City
with two membership cards entitling the holder to admission along
with 18 VIP passes. We also received 100 passes for employees
only, granting half-price admission.
FISCAL IMPLICATIONS: None
RECOMMENDATION:
That the Council adopt the attached resolution accepting the passes
to the Living Desert Reserve.

SUBJECT: CITY'S TENTH ANNIVERSARY
As you are aware, the City's tenth anniversary is May 1, 1992.
Additionally, the La Quinta Arts Foundation will be celebrating
their tenth anniversary in the spring of that year.
It seems appropriate at this time for the City Council to begin
discussion of how the City will be observing these occasions. With
both organizations working together, we have an opportunity to
create sornething very special.
One of the first items Council might discuss is the formation of a
Tenth Anniversary Committee. The planning committee could
represent a cross-section of the community with possible
representation from the Arts Foundation, Chamber of Commerce,
Historical society, schools, civic leaders and service groups, as
well as City Council and staff support. Then the planning
committee could look at further ways to involve the residents.
This memorandum is to serve as the beginning of discussions if
there is an interest in moving forward with developing some
anniversary celebration ideas.
