BACKGROUND:
At the City Council of May 7, 1991, Staff presented a standard for painting house
numbers on curbs throughout the City. The Council requested Staff to provide
illustrations of various color combinations for consideration.
Various paint suppliers were contacted regarding the type of paint to be used as well
as what is currently used on City streets. It has been determined that a water base
latex paint is what the City uses to paint traffic lines on City streets and if they
desire to have it reflective a glass bead is added to create the sparkles. Various
paint companies have indicated that the lacquer and epoxy base paints are not a
stock item. Latex paints are available in various colors.
Various illustrations will be available at the City Council meeting. Two letter styles
have been provided. Gothic which is the standard lettering or the Davida Bold
which is the letter style used on the historic street name signs the City is repairing.

Services for Avenue 52

BACKGROUND:
The subject proposal is for professional engineering design and
construction staking services for the improvement of Avenue 52 on
its new alignment from Washington Street to Avenida Bermudas.
The right of way for this segment of Avenue 52, which traverses
two privately owned properties, just recently became available.
Rancho La Quinta Partners dedicated the portion that crosses its
property as a condition of the last time extension for tentative
tract 21880. The westerly end of right of way for this segment
has been ac?uired by the City via eminent domain proceedings.
The consultant proposes to complete the design work in 45 days.
The intent is to prepare plans to install one 16-foot wide
travel lane on each side of a dirt median, similar to the
existing Avenue 52 configuration east of Washington Street and
west of Calle Rondo. That configuration is specifically designed
to accommodate the ultimate improvements.
FISCAL IMPLICATIONS: APPROVED BY:
The fixed fee for these services is $28,350.00. Funds for this
agreement are included in the F.Y. 90/91 Budget.
RECOMMENDATION:
It is recommended that the City Council approved the
engineering and construction staking proposal dated May 16,
1991 as submitted by Advanced Engineering Group, Inc., of Palm
Desert, and amended by City Staff with Supplemental Provisions,
and authorize the City Manager to execute the agreement.

During the course of construction of Tract 24230 Lake La Quinta, A.G. Spanos constructed a
southbound traffic lane and a traffic signal conduit along Washington Street from 47th to 48th. Neither
improvement was a requirement of the subdivision. The cost of the traffic lane was to be fully
reimbursed by the city. The cost of the signal conduit was to be shared 33.3% Spanos and 66.6% city.
In the same period, the city installed temporary traffic signals at 47th Street. Though not required for
Lake La Quinta, the signals were of value to Spanos for expedient access to model homes. Spanos
agreed to pay 25% of the cost, the city 75 %.
Southbound traffic lane on Washington: $24,742, city to Spanos? $24,732
Signal conduit from 47th to 48th: 66.6% x $5,000, city to Spanos) 3,333

BACKGROUND:
The purpose of this hearing is to provide the Council the
opportunity to hear and consider all public objections and
protests if any, to the report filed with the Council
containing a description of each real property parcel
cleared or cleaned by the City of La Quinta.
Notices of tonight's public hearing were sent to the
property owners, advising them of the hearing date. No
written communications have been received regarding this
matter.

RECOMMENDATION:
Following public comment and close of public hearing, it is
respectfully recommended that the Council take the following
action:
1. Adopt the proposed Resolution, approving and
adopting the Resolution to place the cost of
cleaning said lots on the 1991/92 property tax
rolls.

BACKGROUND:
At the Council Meeting of May 21, 1991, the Council interviewed applicants
for Planning Comission; however, Elly Dowd and Anthony Lizza asked to be
rescheduled to June 4th in the afternoon as they were both out of town on May
21st. Also, Barbara Woodard, did not show up. I have since talked to her
after our letter to her was returned marked no mail receptacle". She failed
to note her P. 0. Box on her application. She will be out of the State on
June 4th, but asked for an opportunity to be interviewed on June 18th. The
Council is currently being scheduled to make the appointments on June 18th.
There are two, three-year terms to fill on the Planning Comission.
The following individuals will be interviewed for Design Review Board at the
7:00 P.M. meeting:
