Dear Mayor Pena:
I pay $3? O? er year in taxes as do all the residents of Cactus
Flower". This tax is for the maintenance of the perimeter landscape
of the development.
I am extremely disappointed with the present condition of this
landscape. The C in Cactus is very tarnished. Under the sign
Cactus Flower off of Fred Waring there is nothing but mud. I
would like to see flowers instead. The weeds seem to be taking
over where plants should be. Many light bulbs need to be replaced.
I feel this is taxation without representation. We are not receiving
the service we are paying for.
The people of this community seem to demonstrate pride of ownership
and I feel the city should participate in keeping our city
attractive.
Your attention in this matter would be greatly appreciated.

Dear Councilmembers:
We are asking that you uphold the decision of the Planning Commission
on the above referenced issue and deny the permit, as was requested
by residents in 80% of the homes within the immediate area. Our
reasons are stated as follows:
1. The location of a church/school or school/church is not
suitable or compatible to our Special Residential area.
a. Any additional traffic generated by this
enlargement would be undesirable; not only
because of the increase in the number of cars,
but also; with the future closing of Paloma and
Tujunga at Washington, this will become a dead end
area. The church representatives have indicated
that the traffic flow would occur almost every
day or evening for various church related activities.
b. The two lots, combined, are not large enough to
properly accommodate a new building, the present
house, a school operation with playground, adequate
parking space, and other normal church activities".
Additionally, there would be no room for any
future arowth which the church representatives say
they are hoping for.
c. The consultant, at the December General Plan meeting,
indicated that they recommend arterial streets for
churches and schools. This dead end" area is
the opposite of what they recommend. We would do
well to take their advice, otherwise, we are
wasting time and money in retaining their services.
2. We believe that the public notices were not stated correctly,
clearly, and accurately.
a. This is not an expansion. It is a new building on
a separate lot, therefore, a new use.
b. The size of the lot for the new use is not 1.4 acres.
c. The notices have not mentioned a school. Since a
school is neither a usual part of, nor the customary
intent, use, and function of a church, we suggest
that a separate use permit should be reci1iir?A

adhere to the prevailing laws and regulations, with regards to fencing,
lighting, and proper use permits for the school and church.
It is our understanding that the school has been in operation at
the location for about 8 years. Until this expansion" issue
came up, they had no permits, no inspections, and no other similar
regulating restrictions. If this was brought to The City's
attention previously and we believe that it was in 1985), was
the use violation ignored? Our point is It is much easier to
deny a new use than to correct a misuse later. This example
proves the point perfectly. We would ask that you keep that in
mind when considering this issue.
There is no school" sign on the present building. We would not
have bought a house directly across the street if we had known
a school existed there. Since we moved in, which was late May 1991,
we have found the school to be noisy at recesses, the playground
has sub-standard equipment, broken wooden boards, and essentially
no fencing. The outside maintenance, in general, is not in harmony
with the neighborhood. If they can't take care of one lot, what
can we expect if they develop a second one?
We would appreciate your giving consideration to these points,
and we ask, again, that you deny Public Use Permit 91-008.

Dear Mayor Pena;
My husband built our home in 1957 and we have made it
our year-round residence since 1963, The reason for the
latter decision, was and still is, that we wanted a country-rural-
try-rural setting with all the atmosphere that comes ith
it. We still have it today, bordered by the lovely homes
of the George Stearns, the Green Valley Estates and the
El Dorado and Empire Polo Clubs.
By allowing the Darr-Pudney development into this area
frankly encroaches on this country-residential community-
ty and infuses a high-density entity into our midst and
creates adverse,environmental effects such as added noise,
traffic, sewage disposal, etc.,etc, Homes within an open
area", with acreage space for attractive landscaping,pro-
posed equestrian paths, among other plans commensurate
with this area would not be possible and would change
FOREVER this lovely country area into a city suburb.
I was surprised and deeply disappointed over the way the
January 7th meeting was handled, as I understood from the
previous City Council meetings that I had attended, that
your guidelines provided a hearing from my neighbors and
my part as to how we feel about this proposed project.
I sincerely hope and ask that you would reconsider and let
us have our say" at the January 15th meeting.

The Applicant has proposed a mixed use development consisting of
offices, restaurants, and other entertainment uses. The January 6,
1992, submittal pr?poses a 134,000 square foot commercial complex and
a 4 level parking structure at the southeast corner of Highway 111 and
Washington Street. On January 14, 1992, the Planning Commission
reviewed the case and denied the Variance because they could not make
appropriate findings to support the request. The Commission approved
the Plot Plan Application and the conditions were modified at the
meeting. The Commission required a one-story height limit on
Washington Street versus two-story proposed by the applicant.

first ten years. The Tenth anniversary Committee felt that it would be
appropriate for the Council to recognize the contributions made by palmer
CablevisiQn by adopting a resolution of appreciation. As an additional note,
if the City had paid for the production of this video, it would have cost
$33,000.

The Planning and Development maintains a file of planning firms that prepare
environmental impact reports. From these files a scope of work was requested from the
firms. Staff has reviewed the scope of work and contacted references. The references
have indicated that the firms are very reputable and have met deadlines and budget In
addition, in discussion with our City Attorney and other consultants we used, these
firms are highly recommended. The cost of preparing this EIR will be paid for by the
Developer. The cost will range from $60-65,OOO. The American Development
Consultants have an office in Palm Springs and David Evans and Associates have offices
in West Covina and Riverside. It will be a joint effort in the preparation of the EIR by
the two consultants, with Staff review as drafts are prepared.

The Council previously has adopted a resolution in October supporting
Congressional appropriation of $2 million for acquisition of lands within the
Santa Rosa Mountains. The Coachella Valley Mountains Conservancy is asking
that each jurisdiction adopt a revised resolution requesting $8 million for
FY *93 for acquisition of lands within the Santa Rosa Mountains National
Scenic Area and $576,000 for lands within Big Morongo Canyon ACEC. The House
Subcomittee will be holding public hearings in March or April and the
Conservancy is preparing packages of material for presentation at that time.

The Event:
A weekly street fair & certified farmers market to
commence the end of March 1992. The street fair would
be comprised of:

donations

The street fair would take place every Friday evening
from 6-9 p.m. on Calle Estado, vhich would be closed to
vehicular traffic for the duration of the event.
Background:
In the fall of 1991 the Commercial Development Task
Force reconvened to begin addressing issues pertinent
to the commercial development of La Duinta. The idea
of a weekly street fair/certified farmers market met
with the approval of the C.D.T.F. The Initial
groundwork for coordination efforts began. From the
C.D.T.F., two 2) subcommittees, known as the Village
at La uinta Property Owners/Merchants Advisory Council
and the Highway 111 Property Owners/Merchants Advisory

BACKGROUND:
The Applicant has submitted a Public Use Permit application requesting approval of an
expansion to an existing church plus associated parking area on a 0.74 acre site. In
addition to a Variance application was submitted requesting the following: 1) increased
building height limit, and 2) postponement on construction of masonry wall on south
side of the project.
The La Quinta Planning Commission considered this matter on November 26, 1991,
continued from October 22 and November 12, 1991) and denied Public Use Permit 91-
008. It should be noted that the Applicant withdrew the request for Variance 91-018 at
this meeting. On December 3, 1991, the City Council scheduled this request for a
Public Hearing on January 21, 1992, rather than accept the report of action.

BACKGROUND:
The Applicant has requested a redesignation of the property from Very Low Density
Residential R-1 20,000 SFR) to Low Density Residential R-1 10,000 SFR) for +39
acres of land located on the east side of Madison Street, 1/4 mile south of 54th
Avenue. Tentative Tract 27224 requests the division of property into 98 single
family lots. The Planning Commission recommended denial of both the GPA and CZ at
their meeting of October 22, 1991, and approval of the Tentative Tract provided R-1
20,000 lots are provided. On October 29, 1991, the Applicant requested an appeal of
the Planning Commission action. On November19, 1991, December 3, 1991, and
January 7, 1992, the City Council continued the project in order to further evaluate
the Applicant's request.

The purpose of this hearing is to provide the Council the
opportunity to hear and consider all public objections and
protests if any, to the report filed with the Council
containing a description of each real property parcel
cleared or cleaned by the City of La Quinta.
Notices of tonight's public hearing were sent to the
property owners, advising them of the hearing date. No
written communications have been received regarding this
matter.

Following public comment and close of public hearing, it is
respectfully recommended that the Council take the following
action:
1. Adopt the proposed Resolution, approving and

As a business owner in the city of La Quinta and also as a voting resident) I urge you to
consider very carefully any action that you, as a council, may take regarding a possible change
in the office of the City Manager. Mr. Kiedrowski has, in my opinion, performed his duties of this
office with character and professional diligence. Mr. Kiedrovvski is a definite asset to our city.
Perhaps we do need some new faces in the La Quinta city government, but not, at the present,
in the office of the City Manager.
