Palm Desert High School has put out a strong appeal for
scholarship funds this year. I arn enclosing a copy of a letter
we received outlining their needs. I would sincerely appreciate
it if you would read this letter and take the time to write a
check for $250 to the Palm Desert High School General Scholarship
Fund.
We have participated in this effort in the past and find that the
young people who received these scholarship monies are so
deserving and grateful of even this minimal monetary assistance.
Again, I would sincerely appreciate it if you would write a check
in the amount of $250 today. I have enclosed a return envelope
for this purpose. The awards will be made in mid-May so please
make your checks out as soon as possible to the Palm Desert High
School General Scholarship Fund. This gift will be greatly
appreciated I can assure you.
I have gone through the folders of potential recipients and they
have so little, but they are willing to give so much with just a
little additional assistance.

HOME AT 51-125 EISENHOWER DRIVE.
APPLICANT: GEORGE R. MOONEY
BACKGROUND:
The Planning Commission held a public hearing on April 28, 1992 to review the request
of Mr. Mooney to adjust his north side property line to the south by six feet. The
adjustment would reduce his lot to 44' x 100' which is smaller than allowed in the SR
Zone District. A variance was filed for this request. The property is located on the
west side of Eisenhower Drive, 208' south of Calle Tampico. The Planning Commission
approved the request on April 28, 1992, because of the existing circumstances of the
property and its relationship to the property to the north. No one spoke in opposition
to the request.

This right-of-way is needed for the Adams Street
Improvement project 92-4 between Avenue 47 & Highway 111.
The General Plan calls for a 55' half width right-of-way.
We currently have 30', therefor an additional 25' is
needed to meet the General Plan.
We have requested the Coachella Valley Water District to
Quitclaim a 25' wide strip plus corner cut-back along
their Adams Street well site. They have agreed to do so
with the following conditions stated in their letter
dated April 15, 1992:
1) Install a 6' high masonry block wall along
the new property line.
2) Install a concrete driveway apron & approach
3) Install a steel gate per CVWD specifications
The estimated cost of the CVWD requested improvements is
$11,000.
Even though the Adams Street project proposes a reduced
roadway width, the subject right-of-way parcel is
required due to an elevation difference between the
existing well site and the proposed street grade.

ZONE 91-071, PURSUANT TO SECTION 65859
OF THE STATE GOVERNMENT CODE.

The City Council of the City of La Quinta, California does ordain as
follows:
SECTION 1. Section 4.10 of Riverside County Ordinance 348
which was adopted by reference by the City Council Ordinance No.5, operative
August 29, 1982), Lower Coachella Valley District Official Zoning Plan Map No.41,
as amended, are further amended by prezoning certain unincorporated territory
adjoining the City and depicted for such prezoning on the map which is attached and
made a part of this Ordinance, and which attached maps is labeled Exhibit A
Change of Zone 91-071?. Said prezoning is adopted pursuant to Section 65859 of the
State Government Code and will apply to such p?operty in the event of, and at the
time of, subsequent annexation to the City.
SECTION 2. ENVIRONMENTAL. The Change of Zones has
complied with The Rules to Implement the California Environmental Quality Act of
1970" County of Riverside, Resolution No.82-213, adopted by reference in City of
La Quinta Ordinance No.5), in that the Planning Director conducted an initial study
and has determined that the proposed Change of Zones will not have a significant
adverse impact on the environment and that a Negative Declaration is hereby adopted
for these applications.
SECTION 3. EFFECTIVE DATE. This Ordinance shall be in full
force and effect thirty 30) days after its adoption.
SECTION 4. POSTING. The City Clerk shall, within 15 days after
passage of this Ordinance, cause it to be posted in at least three public places
designated by resolution of the City Council; shall certify to the adoption and
posting of this Ordinance; and, shall cause this Ordinance and its certification,

BACKGROUND:
Washington Street and Highway ill do not intersect each other at 900
angles; they intersect on a 1200/600 split. As a result of this
significant skew and the 9 lanes of traffic on 3 of the 4
intersection legs, the distance across the intersection is quite
large. The maximum allowable distance from the stop bar to the
signal head is 180 ft. It may not be possible to install standard
traffic signal equipment and stay within that requirement. If it
is determined that standard equipment can not be installed, a
signal bridge" is the most likely alternative.
The Caltrans standard" for a signal bridge may not be what the
Council would envision as aesthetically pleasing for this high
visibility intersection. Therefore, it is perhaps appropriate to
discuss some alternatives to the standard at this point in the
project design process in the event it becomes necessary to install
a signal bridge.

Thursday, April 02, 1992
I. CALL TO ORDER
Special Meeting of the Community Services Commission, for the purpose of
holding a Public Forum for the Parks and Recreation Master Plan, was called
to order at the hour of 7:30 P.M., at the La Quinta Middle School Multi-
Purpose Room, Chairwoman Kennedy presiding, followed by the Pledge of
Allegiance.
PRESENT: Commissioners Benedict, Kennedy, Nard, Seaton and Thompson
ABSENT: Commissioners Best, Francis
II. APPROVAL OF MINUTES
Approval of Special Meeting Minutes of March 10, 1992, was deferred to the
next CSC meeting on April 13, 1992.
III. PUBLIC COMMENT
Chairwoman Kennedy opened the floor for general public comment with no
responses.
IV. COMMISSION BUSINESS
A. General
1. Joint PTAICSC Public Forum for Parks Master Plan"
Chairwoman Kennedy opened the floor for public comment regarding the Parks
Master Plan. Kennedy asked for their opinions in the planning and
development of the city's Park and Recreation system, including where they
would like parks to be located; how large a park for the neighborhood; what
each park should have in the way of playground equipment, i.e., basketball
courts, volleyball courts, picnic areas, swimming pools; and how they would
like to see the parks financed.
Kennedy further explained the four areas A-D) the City is divided into for
the purposes of park planning. Chairwoman Kennedy then opened the floor
for public comments regarding their ideas and desires for parks and
recreation facilities in La Quinta.

BACKGROUND:
The Applicant has submitted a Public Use Permit application requesting approval of an
expansion to an existing church plus associated parking area on a 0.74 acre site. In
addition, a Variance application was submitted.
The La Quinta Planning Commission considered this matter on November 2G, 1991,
continued from October 22 and November 12, 1991) and denied Public Use Permit 91-
008. It should be noted that the Applicant withdrew the request for Variance 91-018 at
the November 12, 1991, meeting. On December 3, 1991, the City Council scheduled this
request for a Public Hearing on January 21, 1992, rather than accept the report of
action. On January 21, 1992, the City Council continued this project until February 4,
1992, at the request of the Applicant. Prior to any discussion, at the request of the
Applicant on February 4th, March 3rd, and April 7, 1992, the City Councfl continued
this matter to this meeting.

APPLICANT: STARLIGHT DUNES PARTNERSHIP
BACKGROUND:
The project was originally approved on March 21, 1989 and Phase 1(53 lots) was
completed approximately two years ago. A time extension was granted by the City
Council on April 16, 1991. On April 14, 1992 the Planning Commission recommended
approval of the Appllcant1s request for another one year extension. However, at the
meeting discussion ensued concerning the storage of debris on the property which was
left from development of Phase I. As a result, the Planning Commission added a
condition requiring clean up prior to City Council consideration. On April 21, 1992, the
City Council continued the project to May 5, 1992. The site was being cleaned on April
29, 1992.
