The City of Blythe is soliciting your support of our efforts
to locate the mandated Riverside County State Correctional
Institution in or near Blythe. We have the number 1 and 2
*ites as the State of California's Environmental Impact Report
i.*dicates. We have run into water right problems on the
County Airport property1 number 2 site, but the nu*er 1 *ite,
known as the Sixth Ave. site, is within the Palo Verde Irrigation
**strict and does not have water right problems*s.
rhere seems to be some political motivation to * the F.I.R.
c*J*'PDletion on hold and possibly elirr..inate the Sixth Av*. si-c
from consideration. In our opinion, there i**n1t any site
* and/or E.I.R. problem that woul* lead the State to this
action. Therefore, we are soliciting your support that tht? State
stay with the recommendation of their consultants and build the
prison in the Blythe area.
In addition to the adoption of the attached resolution we would
respectfully request your office to write to Senator P**S'*]
Governor Deukmejian and your local assemblyman.
Thank you for your efforts in assisting Blythe in maintaining
an econor(*ic viable community.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF LA QUINTA, CALIFORNIA, RECOMMENDING TO THE
STATE OF CALIFORNIA AND THE CALIFORNIA YOUTH
AND CORRECTIONAL AGENCY THE LOCATION AND
DEVELOPMENT OF A CORRECTIONAL FACILITY IN THE
BLYTHE AREA.
WHEREAS, the State and the Agency showed interest in July, 1984,
in Blythe as a site for the Riverside County Correctional Facility;
and
WHEREAS, on December 10, 1984, the Agency announced the priority
site list naming the Blythe Sixth Avenue Site as number one 1)
priority and the Blythe Airport Site as number two 2) priority; and
WHEREAS, the water rights issue may preclude the use of the
Blythe Airport site; and
WHEREAS, six hundred and fifty acres of the Sixth Avenue Site
is within the Palo Verde Irrigation District and has undisputable
water rights and is the number one priority site.
NOW, THEREFORE, the City Council of the City of La Quinta,
California, hereby resolves and supports the location and develop-
ment of a Correctional Facility in the Blythe area.

*s you are probably aware, a move is under way to study
changin* the site o* the Date Festival away *rom Iridjo, and
possibly the Coachella Valley altogether. This event is a
long-standing tradition at its present location, enjoyed by
local residents and visitors alike. It is a major
attraction to this area.
I would like to respect+ully recommend that we pass a
resolutions, urging the Board 0+ Supervisors 0+ Riverside
County to maintain the +air at its present location. It has
proven itsel+ +iscally success*ul it is desired by local
residents and viSitors al ike.. including many people +rom La
Quinta. Why deprive this end 0+ the Valley 0+ one 0+ its
major events?

SUBJECT: Infrastructure *ees *or Individual Homes.
As staff develops plans for & permanent infrastructure fee
schedule, I would I Ike to propose once more that owner-build
houses be exempt from this fee, as I proposed when the first
discussions regarding this fee took place. I*m bringing this
subject up at this time so that staff can get directions as
the fee structure is developed.
My reasons for this proposal are as follows:
1. A developer, big or small, builds in La *uinta because
that is his business. He operates in our city to make a
profit, and he impacts our community with the houses he
builds and sells. A person building his/her own home comes
to join our community and 1 lye here; they should not have to
pay big fees to construct their home in La Quinta.
2. The typical" home-builder in La Quinta constructs a
fairly low cost home, in the $55,000 to $80,000 range. His
total fees, were he to pay infrastructure fees, would amount
to over $5,000, which is a substantial percentage of
building costs, and may deter persons from coming to La
Quinta to build their homes. If we are seeking a balanced
community, we should encourage persons to come and build
homes, not make it fiscally undesirable for them to build in
our city
3. Many of the items which will be provided through these
fees are needed as a result of impaction of big
developments. Individual homes real I y don't create much
infrastructure demands, since they are a very small
percentage of what is being build in our city. We wouldn't
need additional fire stations, a bigger city hall and more

Let's not penalize the little guy'* +or what is needed as a
result 0+ the *big guys" coming to La Quinta.
I don't think it would be very hard to en+orce this kind 0+
exemption. I suggest that individual home-builders are
required to sign an a++idavit indicating 1) they plan to
personally occupy the house they are building, or having
build, +or at least one year, and will pay the +ees i+ they
rent or sell the house be+ore the year 5 period; 2) they
haven't built a house in La Quinta during the past year; and
3) they will not build another house in La Quint* during
the coming year.
Only a +ew houses will be build during a year's period.
Sales are recorded; and checking every +ew months i+ the
house is indeed occupied by the owner, and not rented out,
is no complicated process.
1+ we want to give individual home-builders a break, we can
do it; and I suggest it's no big deal to administer...but
sure would help a lot 0+ +olks.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA QUINTA,
CALIFORNIA, CALLING AND GIVING NOTICE OF THE HOLDING OF A
SPECIAL MUNICIPAL ELECTION TO BE HELD IN SAID CITY ON
TUESDAY, JUNE 4, 1985, FOR THE SUBMISSION TO THE QUALIFIED
ELECTORS OF SAID CITY A PROPOSED RESOLUTION AMENDING THE
CIRCULATION ELEMENT OF THE GENERAL PLAN ADDING AN EXTENSION
OF ADAMS STREET BETWEEN AVENUE 48 AND AVENUE 52.
WHEREAS, a notice of intent to circulate an initiative petition
relative to the subject matter contained in Sections 1 and 2 hereof,
signed by Stephen Simonsen, Lawrence Cunningham, Coval Johnson and
Stanley Sniff was filed with the City on December 27, 1984, and
thereafter was withdrawn by said petitioners; and
WHEREAS, a second notice of intent to circulate an initiative
petition relative to the exact same subject matter, signed by Eleanor
L. Shive, was filed with the City on February 19, 19*5; and
WHEREAS, in order to resolve this issue forthwith, the City
Council of the City of La Quinta desires to submit to the qualified
electors of said City at a Special Municipal Election a proposed
resolution amending the Circulation Element of the General Plan by
adding thereto an exten*ion of Adams Street between Avenue 48 and
Avenue 52 within the City; and
WHEREAS, the City Council of said city is thereupon authorized
and directed by statute to submit the Resolution to the qualified
voters
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LA QUINTA, CALIFORNIA,
DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That pursuant to the requirements of the laws of the
State of California relating to General Law Cities within said State,
there shall be, and there is hereby called and ordered held in the
City of La Quinta, County of Riverside, State of California, on Tuesday,
June 4, 1985, a Special Municipal Election of the qualified electors of
said City for the purpose of submitting the following proposed resolution,

RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA QUINTA,
CALIFORNIA, REQUESTING THE BOARD OF SUPERVISORS OF THE
COUNTY OF RIVERSIDE TO RENDER SPECIFIED SERVICES TO THE
CITY RELATING TO THE CONDUCT OF A GENERAL MUNICIPAL
ELECTION TO BE HELD IN THE CITY ON TUESDAY, JUNE 4, 1985.
WHEREAS, a Special Municipal Election is to be held in the City
of La Quinta, California, on June 4, 1985; and
WHEREAS, in the course of conduct of the election it is necessary
for the City to request services of the County; and
WHEREAS, all necessary expense in performing this service shall be
paid by the City of La Quinta.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LA QUINTA, CALIFORNIA,
DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That pursuant to the provisions of Section 22003 of the
Elections Code of the State of California, this City Council requests
the Board of Supervisors of the County to permit the Registrar of Voters
to prepare and furnish to the City for use in conducting the election
the computer record of the names and address of all eligible registered
voters in the City in order that the City may print labels to be attached
to self-mailer sample ballot pamphlets: and will also furnish to the City
printed indices of the voters to be used by the precinct board at the
polling place; and will make available to the City additional election
equipment and assistance according to state law.
SECTION 2. That the City shall reimburse the County for services
performed when the work is completed and upon presentation to the City
of a properly approved bill.
SECTION 3. That the City Clerk is directed to forward without
delay to the Board of Supervisors and to the Registrar of Voters, each
a certified copy of this resolution.
SECTION 4. That the City Clerk shall certify to the passage and
adoption of this Resolution and enter it into the book of original
Resolutions.

J$+@ RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF LA QUINTA,
CALIFORNIA, PROVIDING FOR THE FILING OF REBUTTAL ARGUMENTS
FOR CITY MEASURES SUBMITTED AT MUNICIPAL ELECTIONS.
WHEREAS, Sections 4015.5 and 5014.5 of the Elections Code of
the State of California authorizes the City Council, by majority
vote, to adopt provisions to provide for the filing of rebuttal
arguments for city measures submitted at municipal elections;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LA QUINTA,
CALIFORNIA, DOES RESOLVE, DECLARE, DETERMINE AND ORDER AS FOLLOWS:
SECTION 1. That pursuant to Section4OlS.5 and 5014.5 of the
Elections Code of the State of California, if any person submits
an argument against a city measure, and an argument has been filed
in favor of the city measure, the City Clerk shall immediately send
copies of that argument to the persons filing the argument in favor
of the city measure. The persons filing the argument in favor of the
city measure may prepare and submit a rebuttal argument not exceeding
250 words. The City Clerk shall send copies of the argument in favor
of the measure to the persons filing the argument against the city
measure, who may prepare and submit a rebuttal argument to the argument
in favor of the city measure not exceeding 250 words. The rebuttal
arguments shall be filed with the City Clerk not more than 10 days after
the final date for filing direct arguments. Rebuttal arguments shall be
printed in the same manner as the direct arguments. Each rebuttal
argument shall immediately follow the direct argument which it seeks
to rebut.
SECTION 2. That all previous resolutions providing for the filing
of rebuttal arguments for city measures are repealed.
SECTION 3. That the provisions of Section 1 shall apply only to
the election to be held on June 4, 1985, and shall then be repealed.
SECTION 4. That the City Clerk shall certify to the passage and
adoption of this Resolution and enter it into the book of original
Resolutions.

Subject: Agreement with the Desert Sands Unified School District regarding
potential redesign of the elementary school on Avenue 50.
The State Allocation Board has approved funds for the acquisition of
property and design for a K-S elementary school in La Quinta. In
the future, a 6*8 middle school will also be added to the site.
As the Council is aware, it will be to the benefit of the people of
the La Quinta for the City to develop joint use recreational facilities
adjacent to the schools, for use by both the children and general
public at different times of the day and week. The joint use facili-
ties will include baseball and athletic fields, a park and probably
a swimming pool and locker room facility. These joint facilities
will be possible only if the proposed Adams Street extension is not
approved.
The School District and the City desire to develop these facilities
jointly because this is the most efficient use of public funds and
because in this manner the facilities will best serve the greatest
number of people in La Quinta.
In order to proceed in a timely manner with the construction of the
school, it is necessary to begin design now. However, it is expected
that a definite resolution of the Adams Street issue will not occur
until a possible election in June, 1985. If the election requires
that Adams Street be added to the General Plan, and the joint use
facilities are not possible, a redesign of the school site will be
necessary, at a cost estimated to be $18,000 to $20,000.
The accompanying agreement will enable the School District to
proceed with design and development on schedule, and will assure the
District that if redesign is necessary to add Adams Street and remove
the joint use facilities, the necessary cost will be covered by the
City.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF LA QUINTA DECLARING ITS INTENTION
TO VACATE CERTAIN PORTIONS OF CALLE TAMPICO
AND AVENIDA OBREGON
WHEREAS, the Public Streets, Highways and Service Easements
Vacation Law Part 3, Division of the California Streets and Highways
Code) provides an alternative system of proceeding for vacating streets
in cities; and
WHEREAS, it has been proposed that certain interest in the land
hereinafter described in this Resolution, which have heretofore been
dedicated for street purposes, are no longer required for said purposes.
NOW, THEREFORE, the City Council of the City of La Quinta does
RESOLVE as follows:
1. The City Council hereby declares its intention to vacate and
abandon Calle Tampico between Avenida Carranza and Avenida Obregon and
Avenida Obregon between Calle Tampico and Calle Montezuma, all located
within the City. Said real property is particularly described in
Exhibit 11A", attached hereto and incorporated herein by this reference.
A map designating the portion of said streets to be vacated is attached
hereto as Exhibit B" and incorporated herein by this reference.
2. The public hearing with regard to this vacation and abandonment
shall be held before the City Council on the 19th day of March, 1985, at
7:30 p.m., in the Council Chambers at City Hall located at 78-105 Calle
Estado, La Quinta, California.
3. The City Council hereby elects to proceed with this proposed
vacation and abandonment pursuant to the Public Streets, Highways and
Service Easements Vacation Law Part 31 Division 9 of the California
Streets and Highways Code).
4. Said streets and avenues, or portions thereof proposed to be
vacated, are designated on a map or plan on file in the office of the
City Clerk to which reference is hereby made for further particulars
as to the proposed vacation.
5. The City Clerk is hereby authorized and directed to publish
a copy of this Resolution for at least two successive weeks prior to
the hearing in the Indio Daily News, a newspaper of general circulation
circulated in the City and to further cause notices of the proposed
street vacation at least two weeks before the date above set for hearing.
Such notices shall be posted not more than 300 feet apart, but at least
three notices shall be posted. Said notices shall state the passage of
this Resolution and the time and place of hearing.

Subject: COMMERCIAL TRUCK PARKING AND VEHICLE REPAIR ORDINANCE
The current commercial truck parking ordinance, Section 12.32.110, needs to
be amended. It is presently unenforceable due to its many loopholes. The
proposed amended ordinance defines the meaning of the term **commercial
vehicle" thus making it more enforceable.
The vehicle repair ordinance, Section 11.72.310, is needed to alleviate
vehicles remaining in a state of disrepair, in public view, for extended
periods of time. There would be a 3 day time limit for repairs and only
by residents living on the premises.
Staff recommends adoption of the attached ordinance.

COMMERCIAL VEHICLES IN RESIDENTIAL AREAS AND

PROHIBITING REPAIRING OF VEHICLES IN RESIDENTIAL
AREAS.
The City Council of the City of La Quinta, California, does ordain as follows:
SECTION 1. Sections 12.32.110 and 12.32.120 of the La Quinta Municipal Code
are hereby amended to read as follows:
12.32.110 Certain Commercial Vehicles Prohibited from Parking on Private
Property and Public Rights-of-way. Unless excepted pursuant to Section 12.32.120,
no commercial or construction vehicle, or towed commercial or construction equip-
ment, shall be parked on private property or on public rights-of-way unless said
vehicle or equipment is screened from public view and adjacent properties. The
terms commercial or construction vehicle and/or equipment shall include, but is
not neceBsarily limited to: utility body trucks, farming and construction
tractors, construction vehicles and towed equipment, semi-truck tractors,
semi-truck trailers, dump trucks, step van delivery trucks or any parts or
apparatus of any of the above.
12.32.120 Commercial Vehicles Exempted from Section 12.32.110. The
following commercial and construction vehicles are exempted from the prohibition
contained in Section 12.32.110:
a) pickup trucks, utility vans and similar utility vehicles, each of which
do not exceed eight feet in height or twenty feet in combined total length;
b) all vehicles while being used in actual construction work on a permit
approved construction site;
c) all vehicles in the process of making a pickup or delivery; and
d) governmental and utility emergency service vehicles.
SECTION 2. Sections 11.72.310 and 11.72.320 are hereby added to Chapter 11.72
of the La Quinta Municipal Code, to read as follows:
11.72.310 Repairing Motor Vehicles on Private Property. Repairing,
storing, servicing, assembling, disassembling, wrecking, modifying or otherwise
working on any motor vehicle, parts, equipment, machinery, tools or other
automotive materials of any kind is prohibited within any residential area of
the city; and any violation of this section constitutes a public nuisance.
11.72.320 Exemptions. The provisions of Section 11.72.310 shall not
apply to:
a) Vehicles or parts thereof which are completely enclosed and are not
visible from the street or other public or private property.
b) Emergency repairs or service to a motor vehicle owned by the person
residing on said property when conducted in areas where such activity is
otherwise prohibited by this section, provided such repairs or service shall
not extend beyond a period of 72 hours.
All repairs authorized by this section shall be restricted to vehicles
owned by the persons and members of the family residing at the premises.

Cn February 5, 1985 staff received verbal confirmation on prices for the street
name signs from Hawkins Traffic Safety Supply of Berkeley, California.
The materials required to sign each intersection and the cost is as follows:
2 plates, or signs, imprinted on both sides
with street name and block number, fully
ref lectorized, including all mounting hard-
ware which is vandal proof) and delivery
charges $68.75/two-sign assembly
There would be one two-sign assembly at each intersection with the exception of
Eisenhower Drive whereon we would have a two-sign assembly on both the east and
west sides of the street due to its width.
If the Council desires to purchase all the signs needed for the cove area approx-
imately 375 two-sign assemblies), the total cost would be slightly under $26,000.00.
Staff respectfully requests that Council appropriate an additional $21,000.00 to
obtain the signs. We have $5,000.00 presently budgeted for street signs. With
the additional funds, we could complete the entire program now for less than the
cost to break down the program over a period of years.
Staff also recommends that Council waive the normal procedure for bid specifications
as the Hawkins Company is the only company that carries the style of street sign
that the Council has expressed a desire to purchase.
The Hawkins Company has a 30 day delivery date, with partial shipment earlier if
absolutely necessary.
Staff would install the street signs, taking approximately four or five weeks to
complete the installation.

Subject: Claim of George R. Williams
The subject claim relates to damage done to an above ground
swimming pool frame on the claimant's property caused by a
tree limb falling while being removed from an adjacent street
tree. The work was being done by a contractor for the City.
*he amount claimed is small, $288.75, and is not worth the
ill will which would be caused by fighting the claim.
Apparently the damage was caused by work being done on the
City's behalf.
For these reasons, it is respectfully recommended that this
claim be approved, and that staff be directed to attempt to
obtain a recovery from the contractor, Samuel Montoya Gardening
Service.

Subject: *reeeent between City and County of Riverside Pegarding Joint
Training Partnership Act JT*A)
The City has been approached by the County of Riverside regarding the Joint
Training Partnership Act JTPA) program. The JTPA program is a County work
e:xperience program intended to provide training services to eligible persons.
Eligible persons are reviewed within the confines of the Job Training Partner-
ship Act and the Family Economic Security Act, with the eligibility and
selection of eligible persons determined by the County of Riverside. The
City would function as a Subrecipient and provide a work outlet for the
eligible person.
The J*A program is usually 26 weeks in length, and the eligible person is
paid directly by the City and rei:*ursed monthly by the County of Riverside
for all payroll, workers corrpensation, Social Security benefits, etc., via a
form provided by the County.
Ms. Linda Vick, representative of the County of Riverside, J*A Program,
spoke to staff this week, and explained the program. Ms. Vick stated that
an eligible person is available at the present time if the City is interested
in participating in the program.
After discussions with the City Manager and C*ttnunity Safety Department, it
was decided that another person would be very useful in the Coomunity Safety
Depare:ment, to assist the Street lmproveeent Worker and Public Works Maintenance
Worker. The job title would be Public Works Maintenance Worker Trainee, and a
job description is attached for your infor:mation.

It is respectfully recarr***ed that the City Council authorize the City
Manager to enter into an Agreement with the County of Riverside Joint
Training Partnership Act Program for 1985, and authorize the City Manager
to sign the Agreement on behalf of the City.
