Dear Mayor Cox & Council members)
I'm writing my first letter EVER to a Mayor or a Council Member and I'm writing
because I believe it's extremely important to communicate my concern on the subject
of accidents on Eisenhower.
I wish to commend you on your efforts to increase the safety in our new city but
I do not understand how or why the life-threatening situation at Durango and
Eisenhower can be ignored. Coming home Monday evening I saw the aftermath of a
violent accident which is at least the third in 2 months & surely close to more
than half a dozen others in as many months.
Why is nothing being done here? I hope & pray that someone does not have to die to
get stop signs posted from Tampico and Above especially near ITALOS and at
Durango! I I I II
If a petition is required then I will gladly present one but I feel that common
sence sic) and concern for fellow citizens no matter where they live in the
cove) would compel you to post possibly LIFE-SAVING stop signs on Eisenhower!
Obviously it is the busiest street & a main thoroughfare excuse my misspell ha ha!)
and people may desire to have at least one street to drive non-stop on BUT AT WHAT
COST?! I!
Please, I urge you to take immediate steps to remedy this situation! I find it
both frightening & maddening to know that not creating only 2 four-way) stops on
Eisenhower may cause someone soon to lose life or limb *because someone didn1t
care or know enough to DO SOMETHING! *)
I ask you to continue showing & proving your concern for the citizens of La Quinta
by taking this action!

A RESOLUTION OF THE PLANNING COM?*ISSION OF THE CITY OF
LA QUINTA, CALIFORNIA, APPROVING, WITH CONDITIONS,
SPECIFIC PLANS NOS. 8S-005A AND 85-005B FOR CERTAIN
ROAD REALIGNMENT IN THE CITY.
WHEREAS, the Planning Commission has held at least one public
hearing on Specific Plans Nos. 85-005A and 85-005B, as required by
Section 65453 of the California Planning and Zoning Law; and,
WHEREAS, the Specific Plans, as amended, are consistent with
the La Quinta General Plan; and,
WHEREAS, development of the project, as amended, and in
accordance with the conditions of approval, will be compatible with
the surrounding area; and,
WHEREAS, the project will not have a significant impact on the
environment if adequate mitigation measures are adopted as conditions
of approval; and,
WHEREAS, after careful review and analysis of area-wide traffic
and circulation needs, the City finds and determines that the ultimate
improvements of Avenue 52 will provide for safe and smooth traffic
flow.
NOW, THEREFORE, BE IT RESOLVED that the Planning Commission of
the City of La Quinta does hereby adopt Specific Plans Nos. 85-005A
and 85-005B, as amended, a copy of which is attached hereto and
incorporated herein by this reference, for certain realignment in
the City, subject to conditions 1 17 as listed in attached *Exhibit
11, Conditions of Approval Specific Plans Nos. 85-005A and 85-OO5B*,
which Exhibit is incorporated herein as though set forth at length.

The dollar value or these mature median plants is beyond calculation. You simply cant
buy mature Palo Verdes &fl& Pyracanthas to beautify street plantings. Look at the great
trouble and expense Palm Desert is going to, in their effort to plant their street
medians, and yet it will be years before their plantings fill in.
We in La *uinta must not squander our natural resources to accomodate the whims
of developers, whose **x*1y real interest in our community is financial profit. We need
to become aware of our unique natural and historic heritage, and act no* to preserve ith
There are so many valuable projects that could be done to utilize some of the 6? acres
of parkland that state law mandates our city provide. We ahould set aside Natural
Desert Reserve Parks, undeveloped save for the re-planting of native vegetation. We
should protect our remaining stands of mesquite habitat1 h6me of the beautiful
black flycatohing bi*. the Phainopepla. We &hould act now to preserve the extreme top
of La *uinta Cove as a natural area, develop the trailheads of its hiking trails, and
replant native vegetation there. Truly1 we are a generation blessed with wonderful
opportunities to create and preserve beauty for future generations to also enjoy,
and all citizens of the Coachella Valley should become aware that if this opportunity
passes, it will not return. The time for the preservation of natural, aesthetic and
historic values in our valley is now.

Request: Approval of an Amendment to the Approved Duna La Quinta Specific Plan
by Adding Pealig:ned Avenue 52 in Phase 4 of the Develo***ent.
Cn April 8, 1985, the Applicant **tted a request to change his previous proposal
to amend the Duna La Quinta Specific Plan. Under the original request, the Applicant
proposed to amend the land use plan by deleting all of Phase 9 and 10 acres within
Phase 10.
Cn April 9, 1985, the Planning *rcission conducted a public hearing on the Applicant's
revised proposal to amend the adopted Duna La Quinta Specific Plan by including
realigned Avenue 52 through Phase 9 of the develc*im*t. The Planning *r:ission voted
u:nanirr**usly to adopt the negative declaration prepared for the environmental assessment
and to approve the proposed Specific Plan amendment, subject to the following conditions:
1. The Applicant shall coply with Exhibit IA", the cc*ined Environmental
Impact Report and Specific Plan d*current, and E*dnbit B", Amendment No.
1, the land use sUItn* map for Specific Plan No.83-001 and the foll*ing
conditions, which conditions shall take precedence in the event of any
conflict with the provisions of the Specific Plan.
2. The Applicant shall occply with the Conditions of Approval for Specific
Plan No.83-001 as adopted by Resolution No.84-34 on *ay 15, 1984, unless
otherwise irodified by the following conditions.
3. Specific Plan No.83-001 shall be medified to shcw Avenue 52 as an arterial

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF LA QUINTA, CALIFORNIA, REGULATING FLOOD
HAZARD AREAS AND IMPLEMENTING THE NATIONAL
FLOOD INSURANCE PROGRAM.
The City Council of the City of La Quinta, California, does ordain
as follows:
SECTION 1. REPEAL OF EXISTING FLOOD HAZARD REGULATIONS. There is
hereby repealed Subsection 7 of Section 16.02.010 of the La Quinta
Municipal Code which adopted by reference certain regulations of the
County of Riverside regulating flood hazard areas and implementing the
National Flood Insurance Program County Ordinance No. 458).
SECTION 2. ADOPTION OF FLOOD HAZARD REGULATIONS. There is hereby
adopted attached Exhibit A, adding Chapter 11 entitled Flood Hazard
Regulations" to Title 8 Building and Construction), which is incorporated
as fully as if set out at length herein, for the purpose of prescribing
regulations governing conditions related to flood hazards and of imple-
menting the National Flood Insurance Program.
SECTION 3. EFFECTIVE DATE. This ordinance shall be in full force
and effect thirty 30) days after its adoption.
SECTION 4. POSTING. The City Clerk shall within 15 days after the
passage of this ordinance, cause it to be posted in at least the three 3)
public places designated by resolution of the City Council; shall certify
to the adoption and posting of this ordinance; and shall cause this
ordinance and its certification, together with proof of posting, to be
entered in the book of ordinances of this City.
The foregoing ordinance was APPROVED and ADOPTED at a meeting of
the City Council held on this day of 1985, by the

RESOLUTION NO. 85-
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LA QUINTA, CALIFORNIA, ESTABLISHING VOTING PRECINCTS
AND POLLING PLACES, APPOINTING PRECINCT BOARD MEMBERS
AND FIXING COMPENSATION FOR THE SPECIAL MUNICIPAL
ELECTION OF THE CITY TO BE HELD ON TUESDAY, JUNE 4,
1985, CALLED BY RESOLUTION NO. 85-17 OF THE CITY
COUNCIL.
WHEREAS, a special municipal election to be held on Tuesday1
June 41 1985; has been called by Resolution No. 85-17, adopted on
March 5, 1985; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LA QUINTA, CALIFORNIA,
DOES RESOLVE, DECLARE, DETERMINE AND ORDAIN AS FOLLOWS:
SECTION 1. That for the purpose of holding the special municipal
election, there is established four voting precincts consisting of
consolidations) of the regular election precincts in the City of
La Quinta established for the holding of State and County elections,
as the regular election precincts existing on the date of adoption of
this Resolution. That the polling places for the respective precincts
shall be the places designated; and that the persons named, being
competent and qualified electors and residents of the City are appointed
precinct board members for their respective voting precincts and they
shall conduct the election in the manner provided by law.

Subject: RADAR UNIT MEMORANDUM OF UNDERSTANDING: SHERIFF'S DEPT.
On April 8, 1985 the City received its radar unit from Kustom Electronics. The
unit is a Kustom HR-12 and has the capability of being hand-held or dash mounted.
Staff has drafted a Memorandum of Understanding between the City and the Riverside
County Sheriff's Department. It provides for City control of the unit and
responsibility for its maintenance. Although the unit will be housed at the
Sheriff's Department, it will be available for staff use in conducting traffic
studies of our own.
Speed enforcement utilizing the radar unit would commence immediately upon
adoption of the Memorandum of Understanding. Citations would be issued following
a two week warning period.
Staff recommends adoption of the attached Memorandum of Understanding.

Mayor Cox and Councilman *lff have indicated a concern for installing additional
traffic c*trols on *shington Street, north of the Catholic Church to iltprove
safety for traffic into and out of the residential subdivision.
A review of this traffic safety concern is already started as part of the *shington
Street Specific Plan project. Hocover, due to expressed concerns, an additional
review of available interim measures is apparently desired. If so, an additional
study can be done in 3*45 days on this matter.
It should be noted that the restriping of *shington being done as part of the
lll/*shington widening will prtvide a continuous left-turn lane fr*n the church
to the north through this area. It is expected that the *rk will be done in the
next couple of wee::s.

Reasons and Legal Authority
The Community Development Director advised the City Council of the
proposal of the neighboring City of Indian Wells f6r annexation,
pre-zoning, and variance for the proposed development of a high-rise
resort hotel, commercial, residential and recreational planned
development located between Fred Waring Drive, State Highway 111,
Washington Street and Warner Trail. It was stated that the City of
Indian Wells expected to consider this development without preparation
of an Environmental Impact Report. Based on existing facts and
circumstances, the City Council discussed this matter in an attempt
to decide whether to initiate litigation to require a full environ-
mental review of this proposed project. No action was taken to
initiate litigation. However, the Community Development Director
was advised to communicate La QuintaTs concerns to the City of Indian
Wells.
The legal authority for this closed session is Government Code 54956.9(c).
This memorandum shall be exempt from public disclosure pursuant to

Reasons and Legal Authority.
Tom Levy, Assistant Director of Coachella Valley Water District, advised
the Redevelopment Agency relative to the status of negotiations for
acquisition of the La Quinta Estates parcel for the Flood Control Re-
development Project. A proposed agreement between C.V.W.D., the City
of La Quinta and the parcel owner, La Quinta Estates, was discussed.
The Agency took no action relative to the proposed agreement.
The legal authority for the above closed session is Government Code
54956.9(c), in that, based on existing facts and circumstances, the
Redevelopment Agency was in the process of deciding whether to initiate
litigation or enter into the above discussed agreement. This memorandum
shall be exempt from public disclosure pursuant to Government Code 6254.1.
