1992 03 03 RDA Minutes$ LA QUINTA REDEVELOPMENT AGENCY MINUTES MARCH 3, 1992 Regular meeting of the La Quinta Redevelopment Agency was called to order at the hour of 3:00 M. by Chairman Pena presiding. PRESENT: Mr. Bohnenberger, Mrs. Franklin, Dr. Rushworth, Mr. Sniff and Chairman Pena ABSENT: None APPROVAL OF MINUTES of February 18, 1992. Mr. Rushworth noted for the record that he abstained on Business Session Item No. 1 involving the Housing Coalition. The minutes were approved by Mr. Sniff/Mrs. Franklin as corrected. Motion carried unanimously. PUBLIC HEARING 1. AMENDING THE AFFORDABLE HOUSING AGREEMENT] BY AND BETWEEN THE LA QUINTA REDEVELOPMENT AGENCY AND COACHELLA VALLEY HOUSING COALITION. Dr. Rushworth abstained at this time Ms. Honeywell clarified the repayment process as discussed at the afternoon session of the City Council meeting. RA92-2 A RESOLUTION OF THE LA QUINTA REDEVELOPMENT AGENCY APPROVING A FIRST AMENDMENT To THE AFFORDABLE HOUSING AGREeMENT BY AND BETWEEN THE LA QUINTA REDEVELOPMENT AGENCY AND COACHELLA VALLEY HOUSING COALITION. OTION It was moved by Mr. Sniff/Mrs. Franklin to adopt Resolution o. RA92-2, Amendment to the Agreement with Coachella Valley Housing Coalition as amended. DISCUSSION OF LOW-MODERATE INCOME HOUSING PROGRAM. Mr. Kiedrowski addressed Council advising that the Stockman proposal is still being processed. Several of the cities in the Valley including Palm Desert and Palm Springs will meet their housing quota's by 1994/95 by buying existing apartment buildings. They have found this to be an easier way to leverage their dollars. They normally take over existing loans. They front less equity and it allows them to move faster toward their SCAG-mandated numbers. A packet has been submitted for the property on the corner of Eisenhower & Tampico which is now on the market for sale. The asking price would indicate that they are asking about $48,000 per unit. There are 34 units in the complex. Some renovation will be necessary. Mrs. Franklin advised that she would like comments from the City of Palm Desert on how well they have done. For example, St. Tropez; this would be a good indicator and they could advise us as to what problems they have had. Mr. Kiedrowski advised that he would obtain information from Palm Desert. They have several complexes that they are working with. Mrs. Franklin felt that if the City could buy this complex and make it look better than it does now and at the same time accomplish the SCAG goal with low-income housing, then it's a good idea. Mr. Kiedrowski advised that an architect could give the City a renovation estimate. Chairman Pena requested more information. MrS. Honeywell suggested buying the complex and then selling to an individual who would own it as apartments and rent to low/mod families. Mr. Kiedrowski advised that the apartments are 2 and 3 bedrooms and possibly could be sold as condominiums. Mr. Sniff advised that he is not favorable of this idea because he remembers when the complex was being built and he doesn't believe it was built very well.
