MINUTES
FEBRUARY 18, 1992
Regular meeting of the La Quinta Redevelopment Agency was called to
order by Chairman Pena.
PRESENT: Mr. Bohnenberger, Mrs. Franklin, Mr. Rushworth, Mr.
Sniff, Chairman Pena

APPROVAL OF MINUTES
Minutes of Febru?ry 4, 1992 were approved as submitted upon motion
by Mr. Sniff, seconded by Mayor Pena and carried unanimously.
BUSINESS SESSION
1. CONSIDERATION OF AUTHORIZATION TO PURCHASE CERTAIN PROPERTIES
WITHIN THE LA QUINTA REDEVELOPMENT PROJECT NO. 1 IN REFERENCE
TO THE C. V. HOUSING COALITION.
Staff presented the Board with a map depicting the location of
the ten lots in question.
The Board discussed the matter of having two or three of the
lots together with Mr. Genovese noting that the reason for it,
is ease of supervision.
The Board concurred that they would prefer to see them spread
out and agreed to authorize the purchase of the five that were
scattered and asked staff to bring back five additional lots
for consideration.
RESOLUTION NO. RA 92-1
A RESOLUTION OF THE LA QUINTA REDEVELOPMENT AGENCY AUTHORIZING
THE PURCHASE OF CERTAIN PROPERTIES WITHIN THE LA QUINTA
REDEVELOPMENT PROJECT NO. 1.
It was moved by Mr. Bohnenberger, seconded by Mr. Sniff that
Resolution No. RA 92-1 be adopted authorizing purchase of
properties depicted in the resolution as Nos. d, e, f, g and
h. Motion carried unanimously.
2. CONSIDERATION OF PROPOSAL BY TMC FOR VILLAGE BEAUTIFICATION
MASTER PLAN.
Mr. Kiedrowski presented the Council with a proposal submitted
by TMC to begin the work of The Village Beautification Master
Plan.

(Mr. Sniff expressed concern over the amount of monies involved
$147,000) and wondered where it's coming from. He was
concerned that we're proposing tQ do this without solving the
basic infrastructure problem of The village.
Chairman Pena stated that he wanted to see some entry signs
that could be constructed something on a short-term basis,
maybe within six-months.
Mike schusinger stated that the whole plan was based on
getting something constructed within a six-month time-frame.
The proposal says that a master plan would be completed within
three months and the actual work completed in another three
months. The advantage to doing the master plan now, is to
make sure that each of the projects integrate with the other.
An alternative approach would be to focus on a limited amount
of a program and build a master plan later based upon that.
Mrs. Franklin did not see the necessity for it at this stage
of the game, for more than one reason.
Mr. Kiedrowski advised that this program will result in some
unique ideas for village signage. There is a suggestion that
the entry to the village is really on Highway 111 and maybe we
need to design signs on both ends of Highway 111 to bring
people on down toward the village. In the previous proposals
we said they lacked that major component, so this and the
conversations that he's had totally embody not the individual
buildings but tries to embody the signage program. The other
element is beautification of the village, from landscaping to
laying down experimental streets.
Mr. suggested that there needs to be discussion
about this during budget deliberations.
Mr. Sniff felt that we need to look to some particular area or
item and design it and build it rather than continuing to
master plan. He felt that it needs to be more scaled down to
be more item specific perhaps a blend of the bland and
tangible. As an example, he would like to see a demonstration
project perhaps across the street from sherry's that would be
an indicator of what The village could be and would also be
functional, which could recover money back to the
Redevelopment Agency. He also wished to see The village area
defined with gateways so that it would be set apart. He
agreed that it should be brought back during budget.
Mr. Kiedrowski felt that would be very difficult to do a
demonstration" project without having some better guidelines
before we attack the one site that becomes the cosmic
center". This proposal is one approach that gets the City to
a beautification master plan. Perhaps you will find that the
first thing you want to do is not build new buildings maybe
you'll want to invest your money after you have a design

( concept) in remodeling the fronts of existing buildings and
try to bring them into a theme.
Mr. Bohnenberger stated that he would be interested in
something like that we have some very nice buildings
downtown, but there are some that needs renovation, such as
Circle K, which is not helping the downtown environment.
Mr. Rushworth stated that he would be comfortable with the
first phase of the proposal and take it in stages.
Discussion concluded with the Board deciding to discuss this
matter further during budget deliberations.
There being no further business, it was moved by Mr. Bohnenberger,
seconded by Mr. Rushworth that the meeting be adjourned. Motion
carried unanimously
