MINUTES
MAY 4, 1999
Regular meeting of the La Quinta Redevelopment Agency was called to order by
Chairman Perkins.
PRESENT: Board Members Adolph, Henderson, Pena, Sniff, Chairman Perkins
ABSENT: None
PUBLIC COMMENT None
Ms. Honeywell, Agency Counsel, advised of the need to add a Closed Session item
pursuant to Government Code Section 54956.8 regarding the property at Avenue 47
and Adams Street.
MOTION It was moved by Board Members Sniff/Henderson to add a Closed Session
item pursuant to Government Code Section 54956.8 regarding the property at Avenue
47 and Adams Street. Motion carried unanimously.
CLOSED SESSION
1. Conference with Agency's real property negotiator, Frank Spevacek, and
Thomas Genovese and the subject property negotiator, Ray Hanes, pursuant to
Government Code Section 54956.8 concerning potential terms and conditions
of acquisition and/or disposition of real property located at the southwest corner
of Avenue 47 and Adams Street.

CONSENT CALENDAR
1. APPROVAL OF DEMAND REGISTER DATED MAY 4, 1999.
2. ACCEPTANCE OF ASSESSMENT/SEWER HOOK-UP FEE SUBSIDY PROGRAM
PROJECT 98-20 AND AUTHORIZATION FOR CITY CLERK TO FILE A NOTICE
OF COMPLETION.
MOTION It was moved by Board Members SnifflPei\a to approve the Consent
Calendar as recommended. Motion carried unanimously.

CHAIR AND BOARD MEMBERS? ITEMS
1. DISCUSSION REGARDING REHABILITATION LOANS TO VERY-LOW, LOW,
AND MODERATE-INCOME FAMILIES.
Board Member Henderson wished to have staff look into the possibility of
having rehabilitation loans for very-low, low, and moderate-income families,
noting that the properties would be covenanted and, therefore, apply toward the
credits that the City needs.
Board Member Sniff felt it's worth having staff look into it and bring back some
information regarding feasibility, amount of dollars available, criteria for
qualification, term of years and security, limit to be spent on each home, and
level of control. He felt this program would compliment the home improvement
program that he suggested at a Council meeting a few weeks ago, and hoped
to see a report back on both programs within the next two weeks.
Board concurred on directing staff to look into a rehabilitation program for very-
low, low, and moderate-income families.
The Agency recessed to Closed Session to and until 7:00 p.m.
