AN INTERIM ORDINANCE OF THE CITY COUNCIL OF THE CITY OF LA
QUINTA, CALIFORNIA, ADOPTING AND CONTINUING AS AN URGENCY
MEASURE, SECTION 9.160.060.1, REGARDING THE PLACEMENT OF
TEMPORARY SIGNS DURING THE CONSTRUCTION OF THE
DEPARTMENT OF PUBLIC WORKS PROJECTS IN CITY RIGHT-OF-WAY
AFFECTING INGRESS AND EGRESS TO EXISTING BUSINESSES.
WHEREAS, the City Council of the City of La Quinta hereby finds that the
Department of Public Works construction activities in City streets adjacent to existing
commercial uses has interrupted ingress and egress circulation; and
WHEREAS, the City has established sign regulations in Chapter 9.160 of
the La Quinta Municipal Code identifying standards for temporary signs located in the
City of La Quinta; and
WHEREAS, the City Council adopted Ordinance No. 286 as an urgency
because the existing Temporary Sign Regulations did not address disruptions to
existing businesses because of street construction activities; and
WHEREAS, the City Council finds that there is a current and immediate
threat due to the construction activities relating to the ingress and egress of existing
commercial uses that will harm the public health, safety, and welfare of the citizens
of La Quinta; and
WHEREAS, it is necessary for the Urgency Ordinance to be extended to
enable the City to adequately protect the health, safety, and welfare of the
community.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF LA QUINTA,
CALIFORNIA, does hereby ordain as follows:
SECTION 1. That Section 9.160.060.1, as adopted by Ordinance No. 286 is
continued from November 28, 1996, to February 29, 1997, unless sooner repealed or
otherwise modified. In addition, Section 9.160.060.1 may be extended pursuant to the
procedure set forth in California Government Code Section 65858(a).
SECTION 2. Section 9.160.060.1 shall read as follows:
"I. The placement of temporary signs for existing commercial
businesses during the construction of any Department of
Public Works contract over 45-days in length, where the
ingress and egress points to a commercial establishment,
have been interrupted, and further when the
construction/modification of the public street involves a
distance of more than 3,000 feet in length, the above
regulations pertaining to temporary signs and the associated
processing fees, shall not be enforced for the duration of
the Department of Public Works street contract. However,
the placement of temporary signs must not interfere with
site visibility for vehicular movement."
SECTION 3. This Interim Ordinance is necessary for the immediate preservation
of the public heath, safety, and welfare, and therefore, is hereby declared to be an
Urgency Ordinance which shall take effect immediately upon its adoption. It is
contemplated that a comprehensive analysis of Temporary Sign Regulations will be
conducted by the Community Development Department for consideration by the
Planning Commission and City Council prior to the anticipated expiration of these
interim urgency regulations.
SECTION 4. The City Clerk shall certify to the passage and adoption of this
Interim Ordinance and shall cause the same to be posted in three public places in the
City of La Quinta, California, and the same shall be in full force and effect immediately
after its adoption.

La Quinta, California, on this 191h day of November, 1996, by the following vote:
