FISCAL IMPLICATIONS: Unknown at this time. For Fiscal Year 1 996-97, the City Council has budgeted $10,000 to subsidize the museum building rent. The La Quinta Historical Society is interested in pursuing the purchase of the museum building and the three parcels of land associated with it. The current asking price for the three parcels and the building is $250,000. The La Quinta Historical Society has approximately $25,000 in their building fund leaving a balance of $225,000 which must be financed in some alternate way. The La Quinta Historical Society has also indicated a desire to expand the museum facility. Expansion costs could approach $250,000-300,000. Any fiscal impact on the City would depend on the level of support/participation that the City undertakes. BACKGROUND AND OVERVIEW: This item has been continued from the January21, 1997 City Council meeting. At the July 22,1 996 City Council meeting, the Council approved a contract services agreement with the La Quinta Historical Society the Society"). The contract calls for the City to pay the Society $10,000 during Fiscal Year 1996-97 to subsidize the rent for the museum building. BACKGROUND AND OVERVIEW: The City Council has reviewed the enabling legislation, duties, composition an protocol of City Boards, Commissions and Committees during meetings held previously in 1 996. As a result of these meetings, the City has: 1. Approved a Handbook for Commissions, Boards, and Committees"; 2. Amended the Municipal Code to bring greater operating consistency to Board operations i.e., establishing terms at three years; providing for election of officers in July; defining quorum" as a majority of existing appointed members; providing for summary" minutes; and establishing a consistent agenda format); 3. Consolidated Board duties i.e., eliminating Youth Advisory Commission and Kidsline Advisory Board and assigning associated duties to the Parks and Recreation Commission); and 4. Revised Human Services Commission duties i.e., eliminating the housing services" responsibility). In addition to the above, the City Council extended alt Members' terms one year and directed that vacancies be filled only on a case?by-case basis upon council approval pending further consideration of the Commissions' status. FISCAL IMPLICATIONS: None at this time. Provision of an intra-city bus service could cost between $6,000 and $37,000 depending on the provider and the duration of the service. User fees could be charged to offset all or part of the expense. BACKGROUND AND OVERVIEW: On July 2, 1996 the City Council discussed the possibility of providing a summer intra-city bus service for users of the La Quinta High School pool, the Lake Cahuilla pool and the Boys and Girls Club. Included as Attachment 1 is a copy of the staff report that was provided at that time, as well as the minutes of the discussion Attachment 2). Also included as Attachment 3 is a letter to Council Member Henderson from Richard Cromwell Ill which details costs that would be involved with various bus routes that Sun Line could provide to the City. Also provided as Attachment 4 are the minutes of May 21,1996 at which time the subject of an intra- city bus service was discussed as a Mayor and Council Member item. FINDINGS AND ALTERNATIVES: If it is determined by the City Council to provide intra-city bus service for the summer, it would be necessary to direct staff as to the preferred vendor, duration of program, hours and days of operation, and route requirements. The alternatives available to the City Council are: 1. Provide staff with the desired parameters of an intra-city bus service and direct staff to initiate a summer program; 2. Do not authorize the provision of intra-city bus service; 3. Provide staff with further direction.
