Dear Mayor Holt,
It is with regret and reluctance that I resign my position on the Cultural
Affairs Commission. For six years I have served the City as a commissioner,
first on the Community Services Commission and now with Cultural Mfairs.
I've always been proud to serve the city and I have worked hard to be worthy
of the honor.
Current circumstances make it impossible for me to continue to serve in this
capacity at this time and I must resign. I will miss the challenge that is part
of the commissioner's role and will continue to enthusiastically assist in any
way I can.

l1lui'ibiiig does quite a bit of work within the City limits and is even a vendor for the?e City.
I have used the same vehicle since my initial employment?l)Ioy. The truck is oil the road by 6 am
and does not return to park iii my driveway until 7 or 8 pm at night. I?Two weeks ago tile
City code enforcement officer informed me that lie truck is lot within the City's
commercial vehicle height limitation requirements by five inches. it is well within the
length requirements.
I have discussed this problem with Councilperson Sniff at length and have gone over all
the options available?ilable; which are limited. \Ve have asked the 1)private clubs to allow me to
1)ark iii their lots at night but the security restrictions of lie clubs themselves make this all
impracticality. I would l?like to)f?Lially a?ask f'?r a revision of the height limitation only.
1?This change would have little impact on the number of permissible trucks as length is of
the usual concern and is the factor that increases drastically with any height iiic'.ease.
The City code dues allow recreational vehicles 1)parked in the homeowners' driveways Ul)
Lu twelve feet in height. I am not sure of the logic beLweeii all allowed recreational
vehicle and a commercial vehicle bringing in homeowners' livelihoods and revenue to

Continued Consideration of the Coachella Valley Solid PUBLIC HEARING..
Waste Management Authority Joint Powers Agreement
RECOMMENDATION:
Approve and authorize the Mayor to sign the Coachella Valley Solid Waste Management
Authority Joint Powers Agreement JPA) to construct and operate a Transfer Station and
arrange for a landfill site; and appoint a representative and alternate to the JPA Board of
Directors.
FISCAL IMPLICATIONS:
Refer to Attachment 1.
BACKGROUND AND OVERVIEW:
This matter was continued from the February 18,1997, City Council Meeting. As of this date,
the actions taken by other cities in the Valley are as follows:
Rancho Mirage
The City of Rancho Mirage approved the JPA on February 6,1997. The Council appointed
Council Member Glassman as representative and Council Member Christine Murphy as the
alternate to the JPA Board. The City Council also provided direction that Council Member
Glassman ask the JPA to calendar the following item as an action item:
Discussion and action regarding amendment of Section 5.2, Withdrawal," of the
Agreement, specifically shortening the time period of one year to give written notice
of withdrawal to a more suitable time period 30 to 90 days).
Indian Wells
The City of Indian Wells approved the JPA on February 6,1997. The Council appointed
Council Member Artie Henderson as representative and Council Member Percy Byrd as
Alternate to the JPA Board. The Council approved the JPA with the condition that the City
can withdraw in a reasonable time period of 90 days or less.

RECOMMENDATION:
Defer consideration of the construction of the proposed public pool at Fritz Burns Park
until the results of the assessment election that is being conducted by the Coachella
Valley Recreation & Parks District CVRPD) is completed.
FISCAL IMPLICATIONS:
During the December 17, 1996 City Council Meeting, the City Council directed staff
to set aside $518,000 for the proposed Fritz Burns Park Public Pool project. The
maintenance and operation costs to the City is dependant upon the result of the
election and negotiations with an outside agency.
BACKGROUND AND OVERVIEW:
During the December 1 7, 1996 City Council Meeting, the City Council considered a
recommended prioritized list of park improvements forwarded through the Parks &
Recreation Commission. One of the projects on that list was the proposed public pool
at the Fritz Burns Park for an estimated amount of $518,000. During that meeting,
the City Council directed staff to set aside $518,000 for the proposed pool and
proceed with the remainder of funding $146,597) on the playground equipment at
Fritz Burns Park, the Tennis Courts Resurfacing at Fritz Burns Park, and to investigate
the feasibility and public perception of the proposed installation of a public restroom
at the Adams Street Park.

RECOMMENDATION:
Approve a Reimbursement Agreement and Memorandum of Understanding between
the City of La Quinta, the City of lndio, the County of Riverside, and the Coachella
Valley Association of Governments CVAG) for the Preliminary Engineering and Final
Design of the Jefferson Street ultimate improvements from Avenue 54 to Indio
Boulevard.
FISCAL IMPLICATIONS:
The estimated cost for the Preliminary and Final Design is $600,000. The cost
allocation is as follows:
Preliminary Design $130,000
Final Design $391,740
City of La Quinta Administrative Costs $78.260
TOTAL COST FOR PHASE I $600,000
Under this Agreement, CVAG will provide 100% of the funding. The Reimbursement
from the jurisdictions will take place prior to completion of project construction. The
jurisdiction reimbursement will be further clarified as part of the construction
reimbursement agreement and MOLJ that will be developed in the future. CVAG is
utilizing Measure A" funding for half of the total cost of the project. The other half
will be calculated based on the percentage of improvements within each agency
jurisdiction. The exact percentage of participation will be calculated by the successful
consultant as part of the design contract. According to the Reimbursement
Agreement and Memorandum of Understanding, each jurisdiction must identify and
budget its share of funding prior to commencement of construction.

RECOMMENDATION:
Approve the Request for Proposals for auditing services for the next five fiscal
years, beginning July 1, 1 996 and ending June 30, 2001. Authorize staff to initiate
the selection process to contract for professional services, and appoint two
Council Members to participate in the selection process.
FISCAL IMPLICATIONS:
None at this time.
BACKGROUND AND OVERVIEW:
The contract would include professional auditing services and preparation of the
financial statements of the City, Redevelopment Agency, and Financing Authority.
Also, it would include a compliance audit of the Redevelopment Agency in
accordance with guidelines issued by the State Controller's Office, a single audit on
federal financial assistance, and a review on the internal controls of the City. In
addition, the contract would include 40 hours of consulting services to assist in
accounting and cash flow issues.
FINDINGS AND ALTERNATIVES
1. Provide staff with direction on proceeding with the selection process.
2. Direct staff to renegotiate with the current provider, Conrad and Associates.

FISCAL IMPLICATIONS: None
BACKGROUND AND OVERVIEW:
The California Political Reform Act of 1 996 passed by the voters as Proposition 208
on November 5, 1996, permits cities to establish voluntary expenditure ceilings for
candidates for elective office and the controlled committees of such candidates. As
of January 1, 1 997, candidates to elective offices are limited to accepting no more
than $100 from a person during a calendar year. However, that limit can be changed
to $250 if the City adopts a voluntary expenditure ceiling and the candidate agrees to
that expenditure ceiling.
The expenditure ceiling is based upon the City's population as determined annually by
the California Department of Finance. The City Council may establish an expenditure
ceiling up to $1 per resident. The City currently has a population of 18,046.
If a voluntary expenditure ceiling is established, a candidate may either accept it or
reject it--it's completely vol/untary. If he/she accepts the ceiling, then their
contributions limit is increased to $250. If he/she rejects the ceiling, then their
contributions limit remains at $100.
If the Council chooses to adopt the ordinance submitted, there is a related resolution
which sets forth the City's population. If an ordinance is adopted, the resolution will
be submitted to the City Council at the time of second reading.

FISCAL IMPACT:
The approval of the revised text of the Bicycle Transportation Plan has no fiscal
impact.
BACKGROUND AND OVERVIEW:
The City Council, at its February 18, 1 997 meeting, approved under Resolution 97-1 3,
an application for the 1996 Bicycle Lane Account Grant Attachment 1). The
application asks for $35,063 with a City match of 10% for a total project cost of
$38,959 to provide on-street striping and signs Class II Bikelane) from the existing
Bear Creek path east/west along Calle Tecate to Avenida Bermudas and follow that
street to Fritz B. Burns Park. To be eligible for this State grant, the City must have an
approved Bicycle Transportation Plan.
The Bike Route Plan" was reviewed by the Planning Commission and Parks and
Recreation Commission The Plan was approved by the City Council in 1 996.
CALTRANS requested terminology changes to reflect current Streets and Highways
Code for nonmotorized vehicles. No changes have been made to bikeway locations,
design, or standards. The revised text is noted by strikeout for deletions and italicized

During the June 7, 1994 Council Meeting, City Council authorized staff to issue a
Request for Proposals for a Comprehensive Fee Study. On August 2, 1 994, the City
Council authorized the City Manager to negotiate a contract with David M. Griffith &
Associates in the amount of $50,000. Included with this report as Attachment 1 is
a copy of the August 2, 1994 Council Agenda item with the original proposal and
contract. This contract was entered into on December 5, 1994.
On February 12, 1996, DMG submitted a draft Development Impact Fee Study Report
to the city for consideration. With the redefining of the city's Build-out"
infrastructure needs and the changing of zoning within the city boundaries that have

Century Crowell Homes as a partner. All improvements are complete and other
obligations of the Subdivision Improvement Agreement have been satisfied.
FINDINGS AND ALTERNATIVES:
The Public Works Department has determined that the improvements to the listed
tract comply with the City?s standards for final acceptance. The alternatives available
to the City Council are as follows:
1. Approve acceptance of the listed tracts and authorize the release of security
as outlined in Attachment 2.

During the November 21, 1995 City Council meeting, the City Council authorized
bids for the Adams Street Extension/4 Signals project. These improvements included
extending two- 16 foot travel lanes on Adams Street from Westward Ho to Miles
Avenue. The project also included the installation of traffic signals at Miles Avenue
and Adams Street; Fred Waring Drive and Adams Street; Eisenhower Drive and
Avenida Fernando; and Washington Street and La Quinta Village Shopping Center.
During the December 19, 1995 City Council meeting, the City Council awarded
Contract No.95-04, Adams Street Extensionl4- Signals, to Paul Gardner Corporation
of Ontario, California. The Paul Gardner Corporation was the lowest responsible
bidder with a bid in the amount of $479,693.00.

BACKGROUND AND OVERVIEW:
The Riverside County Transportation Commission RCTC) has requested that the City
approve a resolution authorizing approval of the RCTC's amendment to Ordinance No.
88-1 Attachment No.1).
This action has no effect on the funding or distribution of any Measure A funds it
is a map change only to show the newly" incorporated cities of Canyon Lake,
Calimesa, and Murrieta. Those cities are already in the funding formula; however,
they have not been on the map exhibit since it was originally created. The Public
Works Director/City Engineer has reviewed the request by RCTC and recommends
approval of the request. Further background information is included within the
attachment.
As of March 7th, cities and the County have approved resolutions in support of the
map change. RCTC staff believe that many will be considered by City Councils during
March and April 1 997. Locally, Palm Desert and Indian Wells have each approved the
resolution.

The City Council authorized the City Manager to enter into negotiations with RSG for
an extension to the existing contract services agreement at its regular meeting of
February 4, 1997. Pursuant to that authorization, staff met with RSG
representatives, reviewed the existing contract and discussed an extension to
contract terms. The Contract Services Agreement represents the results of that
discussion.
As drafted, the agreement provides the following:
* RSG to provide services related to Redevelopment, Housing, and Economic
Development see contract Exhibit A);
* Compensation rates remain unchanged see Exhibit B);
* Term is for five years;

RECOMMENDATION:
Approve Contract Change Order No. 1, extension of the Professional Services
Agreement with Interstate Sweeping, Inc., to supply citywide street sweeping
services for an additional thirteen 13) sweep cycles, and authorize City Manager to
execute Change Order No. 1.
FISCAL IMPLICATIONS:
There are adequate funds available in the Public Works-Street Maintenance, Contract
Services Account No.101-453-621-616 as outlined below.
Available Funding, Account No. 101-453-621-616= $64,839.85
13 Sweep Cycles $2,490.25 per cycle $32,373.25
BACKGROUND AND OVERVIEW:
Following Council's approval at their December 17, 1997 meeting, a Professional
Services Agreement was entered into with Interstate Sweeping, Inc., Redlands,
California, for providing citywide street sweeping services for a period of ninety 90)
calendar days. The implementation of this Agreement was necessitated by the
Resignation of Contract submitted by Apollo Sweeping Co., Inc. on November 18,
1996. Based on the level of service rendered by Apollo Sweeping at that time, the
City accepted the Resignation.
Staff is in the process of generating a report addressing in-house street sweeping vs.
contract street sweeping. This report with staff's recommendation will be submitted
for Council's review and direction at the April 1, 1997 meeting.

C. City Council discussion of Boards and Commissions
Staff reviewed the report and informed the Commission that during a Study Session recently the
City Council considered the possibility of combining the Parks and Recreation Commission and the
Human Services Commissions together. Staff has been directed to bring the item back to the City
Council on March 18,1997 for further consideration. Chairperson Ingram said that three Council
Members wanted the commissions to stay as they are, and Council Members Perkins and
Henderson would like to see downsizing of the commissions. Chairperson Ingram added that
Council Member Adolf was the swing vote, and that if anyone had any questions or statements
regarding the merger he would be the one to talk too.

A special meeting of the Board of Trustees for the Coachella Valley Mosquito and Vector
Control District was held at 83-733 Avenue 55, Thermal, California.
CALL TO ORDER: The meeting was called to order at 5:04 p.m. by President Pricer.
PLEDGE OF ALLEGIANCE: The pledge was led by Trustee Perkins.
ROLL CALL: Those present at roll call: Trustees Bizzell, Fuscheffi, Perkins, Pricer,
Rodriguez, and Walker. Absent at roll call: Trustees Castro, Duran, Nigosian, Pierson,
and Pisha. Also present General Manager Stan Husted, Assistant Manager Ruben Arias,
Jr., Finance Administrator Robb Steinheider, and Administrative Secretary Denise
Norton. the audience consisted of: Staff Members Mario Montez, Olde Avalos, Ed
Garrett, Mike Martinez, Geneva Ginn, Virginia Sanchez, Jeffrey Garcia, and Branka
Lothrop; Vickie Sauer CSFA), and Attorney Lisa Garvin. Note: Trustees Nigosian and
Pierson arrived at 5:10p.m., and Trustee Pisha arrived at 6:15 p.m.)
PUBLIC COMMENT: No public comments were received.
President Pricer asked for a 10 minute recess to allow other Trustees to arrive. Break
took place from approx. 5:05 to 5:15 pm.
PERSONNEL POLICIES: A) Revision of Personnel Policies and Procedures: Trustee
Pierson began discussion regarding the definitions on part-time vs. temporary and
seasonal employees. Also discussed were work hour requirements for benefits. Trustee
BizzeH asked for a written definition of exempt and non-exempt employees.
Dinner break was taken at this time. Break approx. 6:00 6:35p.m.
Discussion resumed following the dinner break. Staff was directed to contact Attorney
Neufeld for definition of items discussed. Brad's written comments on staff's draft
manual are to be mailed to each Trustee. Staff was also directed to remove from draft all
portions of policy manual relating to salaries and benefits. Attorney Neufeld will be
invited to the April Board meeting.
B) Revision of Personnel Positions: After discussion motion to accept staff
recommendation and refer to the Budget Committee was made by Trustee Pisha. Motion
was seconded by Trustee Bizzell, motion carried. Following further discussion, President
Pricer re-appointed the ad-hoc Personnel Committee Trustees Perkins, Fusehetti and
Bizzell).

BACKGROUND AND OVERVIEW:
The Recreational Vehicle RV) regulation issue was first raised by residents during the
public comment portion of the October 1,1996, City Council meeting. After listening to the
comments that were expressed, the City Council agendized the issue for their Study
Session on October 15, 1996, at which time they referred the RV regulations to the
Planning Commission for review and recommendation.
The Planning Commission conducted a Public Hearing on November 26,1996, at which
time public comment was taken. The public comment portion was then closed and the item
continued to December 10,1996, for Commission discussion and recommendation.
Planning Commission Recommendation
At their meeting of December 10, 1996, the Planning Commission on a 3-2 vote
Commissioners Abels and Gardner were absent) recommended approval of the regulations
permitting the storage of an RV within the garage, if the RV cannot fit within the garage, it
can be parked within the side/front setback area if the sideyard is eight feet or less. If the
sideyard is more than eight feet, it shall be parked within the side or rear yard setbacks

Proiect History
The subject property, located north and east of the intersection of Sagebrush Avenue and
Date Palm Drive, is improved with all utilities and street improvements pursuant to
Tentative Tract 25154 Attachment 1). The Tract was originally approved in 1989 with
development occurring several years ago. The 98 lot tract was intended to be a custom
lot project, but no homes have been constructed to date.
PROJECT REQUEST
The applicants have purchased the tract from the original developers and intend to
incorporate the tract into Rancho La Quinta and construct units for sale. Therefore, they
need to install a card gated entry at the intersection of Sagebrush Avenue and Date Palm
Drive into the project and provide access into the country club. The gate requires the
streets be changed from public to private. This Tentative Tract map provides the vehicle

BACKGROUND AND OVERVIEW:
Site Background
The site is located on the north side of Fred Waring Drive, approximately 1,615-feet east
of Washington Street Attachment 1). The 28.8-acre parcel is vacant and covered with
native vegetation. No major landforms exist other than sand dunes which have been
driven on by off-road vehicles. This site, a portion of Parcel 2, was created under Parcel
Map 27131 and has been zoned for residential purposes RL Zone) since 1991 when it
was annexed into the City.
On December 19, 1996, the Conditions of Approval for Parcel Map 27131 were amended
by the Community Development Director to permit phased development of each parcel of
the map.
