Media Event in Support of Indian Tribal Rights to Establish Tribal Gaming Operations in California. RECOMMENDATION: As deemed appropriate by the City Council. FISCAL IMPLICATIONS: Incidental for passage of a resolution. Attendance at the Washington D.C. Media Event is estimated to cost approximately $1,000 per attendee and could be funded from Legislative Travel and Meetings account number 101-101-637-000. BACKGROUND AND OVERVIEW: The Federal Government has issued an order requiring California Indian Tribes to shut down their electronic gaming devices by May 1,1997 if they haven't reached agreement with State officials for the devices' continued operation. Mark Nichols, Chief Executive Officer for the Cabazon Band of Mission Indians, forwarded correspondence dated March 26,1997 requesting Mayor Holt's attendance at a media event" and reception with Congressional Representatives in support of California tribal gaming April 8-10,1997 in Washington D.C. Attachment 1). Subsequently, the Tribe forwarded a resolution request in support of such gaming Attachment 2). Cabazon representatives indicate that more than thirty tribes operate casinos??? statewide including seven in Riverside County. Support is sought in consideration of the economic benefits, including revenue and jobs, derived as a result of gaming operations. CVAG has authorized a letter simply requesting a delay in the effective date of the executive order Attachment 3).
