RECOMMENDATION.
That the City Council review the recommended policies and programs and provide direction as
deemed appropriate.
FISCAL IMPLICATIONS:
Unknown at this time; however, based upon Council direction, staff will develop program and
personnel cost proposals that will be brought forward for City Council consideration in the
1997-98 fiscal year budget.
BACKGROUND AND OVERVIEW:
In 1996, the City Council approved the Economic Development Plan that set forth the strategy
for City and Redevelopment Agency economic development initiatives Attachment 1). The
Plan reviewed projected market opportunities and set forth a business plan that included the
following:
* A mission statement;
* Implementation policies;
* Target areas within which the City would concentrate its economic development efforts;
and
Specific activities to be accomplished during the 1996-97 fiscal year.
As part of the City's strategic planning process, staff has formulated the following
recommended revisions to the Economic Development Plan. Staff is requesting that the City
Council review and provide direction on these recommendations; following this discussion, the
Council's directives will be incorporated into the Economic Development Plan that will be
brought forward for further consideration and adoption on May 20, 1997.

BACKGROUND AND OVERVIEW:
In 1 996, the City Council reviewed its grant funding policies for the Special Project
Contingency Account Attachment 1). Subsequently, questions surfaced relating to
contract language in the City's service contracts i.e., whether those contracts should have
more extensive financial-reporting and political-activity clauses contained therein). The
City Council requested that the grant and contract funding procedures be included for
discussion as a Special Study Session item.
Staff has attached a listing of organizations having recently requested or received funding
from the Contingency line item within the City's Legislative Program's Special Project
Contingency account Attachment 2). In addition to the projects funded from the
Contingency line item, the City's Fiscal Year 1996-97 budget includes the following Special
Project Contingency line items.

Applicants for Boards and Commissions. PUBLIC HEARING:

FISCAL IMPLICATIONS:
None.
BACKGROUND AND OVERVIEW:
The City Council has considerable discretion in establishing selection procedures for
seats on the City's Boards and Commissions. The Government Code does not outline
specific requirements thereto, thus, municipal governments in California exercise
considerable latitude in establishing selection procedures.
The City of La Quinta's policy, at present, is to advertise board vacancies, accept
applications, set a meeting date where applicants are allowed an opportunity to
address the Council with a prepared statement, followed by City Council selection of
new board member(s) by majority vote. The City has recently asked applicants to
attend two board meetings as a kind of pre-qualification for board service.
Previously, the City had implemented a process similar to that outlined above,
excepting that candidates were subjected to an interview before the City Council
whereby applicants responded to individual Council Member questions i?e., as
opposed to simply making a prepared statement to the Council). Either of the two
options outlined above, and any number of variations on these options, are allowable
by law
