California. 92260 Mr. Mayors Despite your public apology concerning the much publicized Ethnic slur you recently made about a large segment of the La Quinta and Coachella Valley community, I would like to express my personal dismay and indiation at your inexcusable ignorance. It is shocking to me that there are so many Baiers in this valley and across the nation who also share your ignorance. It is a sad state of affairs that in the land of freedom and uality, both are still selective. I would like to believe that there are people who are free of prejudice and discrimination. The reality is that all of u are subject to our own. But that does not give us the liberty. right, or priv ilege to engage in deliberately offending any group, and much less when it involves someone in public office. Society is too replete with Baiers". Ignorance, uch as you expressed publicly about wetbacks", inspired me to write the enclosed composition. Here are my ideas, submitted for your consideration. I suggest we act soon to establish this commission in order to implement the commitment made that evening. 1.0. Role of the Commission 1.1. Advise the Council on fair employment practices and affirmative action. 2. Assure compliance with the U.S. Civil Rights Act and related State statutes. 1.3. Mediate intergroup problems which may arise in the operation of city government. 1.4. Actively promote positive intergroup relations within the city. 1.5. Assist minority groups in the community to become active in civic affairs. 1.6. Generally, promote a climate of harmony and cooperation among all residents within the city. 2.0. Composition of the Commission 2.1. Seven members appointed to staggered terms. 2.1.1. 3 one year terms; 2 two year terms; 2 three year terms 2.1.2. Subsequently, all terms hall be three years. 2.2 Membership shall reflect all ethnic groups in the community. 2.3. The commission shall elect its own officers. Riverside County Ordinance No. 348 which was adopted DV reference by this city council by OrdInance No. 5, operative August 29, 1982) hereby is amended by amending SECTION 21.36 thereof defining home occupations, and by adding thereto a new section, to be numbered SECTION 1S.42, to read, respectIvely, as follows: SECTION 21.36. HOME OCCUPATIONS. A home occupation is a business use which is customarily conducted in a residence, provided that such use is clearly incidental and secondary to the prinCiDal use of the dwelling as a residence and that the business use does not change the character of the dwelling or adversely affect any other dwelling or the environment in the vicinity. An application Qr maintaining a home occupation shall be filed ith the Plannin9 Department On forms provided by the department. Anyone desiring to make a formal application for a home occupation shall include the following information: a The location and address of the proposed occupation; b. The nature of the home occupation; anG c. Any additional information requested by the Director of Community Development. 2) Filing Fees. When the application for a home occupation is filed, a fee of Thirtv-five and No/lOOths $35.00) Dollars shall be paid to the City for the purpose of defrayinQ the costs incidental to the proceedings. 3) Revew and Investcarons: Decistons. Any person or body, public or private, may appeal the decision of the Director to the Commission. All borne occupation permits granted rursuant to this section shall be reviewed annually by the Director in order to ascertain whether or not all the conditions and criteria set forth in subsection a) of this section are bein9 met and complied with at all times. If, at the time of such annual review or at any other time, it is found that any of such condi- tions and criteria are not beina met and complied wIth, the permit may be revoked by the Director after the permittee has been given five 5) days written notice of the Citv's intention to do so, and has been afforded the opportunity for a due process hearing by the DirLotor or the Director's designee. Any such revocation is sub ect t Deal as provided in subsections b) 5 d D) 6 SECTION 9 FFFECTIVE DATE This ordinance shall be in full fors and effect thlrtv 30) days after passage. SECTION 3. POSTING. Usher, City Manager Dale: April 29, 1983 Subject: Liability Insurance Coverage 5/01/83 through 4/30/84 We have received a substantially reduced quote from the Robert F. Driver Company relative to liability and property insurance for Fiscal Year 1983-1984. The premium for liability insurance is $800 below the premium for the past year and the premium for property insurance is $504 lower. These premiums are, in essence, minimum premiums, and they will probably be the lowest premiums which we will experience. Renewal of this insurance coverage is respectfully recommended. Doug Brown, Community Safety Coordinator Date April 27, 1983 Subject AMERICAN RED CROSS DISASTER ACTION TEAM RROGRAM The American Red Cross offers a wide range of beneficial services to our community. In the area of disaster planning they have a fairly new program called the uDisaster Action Team. The Disaster Action Team is much like a Neighborhood Watch Program coupled together with some disaster response training. Members of the Disaster Action Teams respond to persons burned out of their homes to large scale disasters such as earthquakes and floods. The team and its members provide initial care to the victims of disasters until the Red Cros can respond with additional assistance. Anothe important aspect of the Disaster Action Team i to establish basic data for disaster funding and recovery efforts through the Red Cros. As an example, a Disaster Action Team member can write vouchers for food and shelter on the spot" for a family burned out of its home. During the City Council study session on May 2, Ms. Torre Sullivan from the Riverside County Headquarters of the American Red Cross will make a brief presentation regarding the Disaster Action Team program. Please ask her about the Disaster Action Team if you have any questions. It is my request that the City Council adopt the Disaster Action Team concept as a part of the disaster plans for La Quinta and that the City Council help in supporting and promoting this program in La Quinta. Progress is being made on a variety of project and several new projects have also been started. Increased participation by the citizens of La Quinta are providing additional help for many of our ongoing programs. CRIME: During the past month the Citizen Task Force on Crime has been rejuvenated and will join forces with city staff to expand and improve the anti-crime programs. The sheriff1s department statistics for the month of March were most impressive. Compared to March of 1982 figures, this March there was a 71% decrease in burglaries and an overall crime reduction of ANL CONTROL: Thirteen dogs were captured and impounded this past month through the use of animal traps and two dog sweeps. More sweeps are scheduled for next month. The Citizen Task Force on Animal Control will be working on another rabies and licensing clinic for late in May. TRAFFIC SAflTY: The recent approval of a Traffic Safety Committee will help substantially in studying and correcting traffic safety problems in La quinta. Recruitment is underway for the citizen positions on this valuable committee. ABAT1MET PROGRAMS: The abandoned vehicle program has resulted in the removal of eight vehicles thus far. Seven of these eight vehicles were moved voluntarily and only one had to be towed away by our contract tow service. Due to the excessive growth of grass on vacant lots which poses a severe fire hazard, we are adopting a weed abatement program. A committee has been formed to research and study the idea of a La Quinta based paramedic service Euch as the adjoining cove communities have. There appear to be many benefits of siich a program and a report will be prepared for Council review on this matter. LITTER CONTaOL: Illegal dumping appears to be somewhat controlled at the present time with fewer complaints being received. Use of the sheriff's airplane and four-wheel drive patrol units are helping in this endeavor. Signage has been posted in areas previously prone to illegal dumping and this too may be helping. Several streets were recently re-cleaned along their shoulders by our contract roadside maintenance person. Unfortunately, the roadsides are still frequently littered by carelessly disposed of beverage containers and other assorted debris. In summary, citizen complaints still continue to be a constant source of work for the Community Safety Department. Specifications for a city radio and communications system are being developed. Planning for the 83k FT budget is also taking place. No word yet from Toyota on the free" vehicles we requested. Section 1.4 of the Rules of Procedure for Council meetings is hereby amended to read: 1.4 STUDY S:SSIONS Members of the Council may meet in a regular Stuy Session at 3:00 p.m. in its regular place of meeting on the Monday preceding the first and third Tuesday of each month.
