Smith Barney/Broker Services 96 CERTIFICATE OF TRADING AUTHORIZATION
FOR POLITICAL SUBDIVISIONS
TO: SMITH BARNEY INC. ("SB")
You are hereby authorized to open and maintain one accounts (the "Account") on your books in
the name of City of La Quinta, CA (the "Institution") for the purpose of buying and selling in those securities
and/or other investments, or entering into those transactions specified in our Investment Policy dated as of June
18, 1996 (Permissible Investments"). All securities will be on a delivery versus payment basis.
The following individuals are each hereby authorized and empowered, on behalf of the Institution,
to open one or more accounts; enter orders for the purchase and sale of Permissible delivery and register
securities; enter into and execute agreements and take any and all action they deem necessary or advisable to
effect transactions relating to the Account, all in accordance with the terms and conditions required by SB:

Institution directly.
This Authorization shall continue until written notice of amendment or revocation is received by
you and, in the case of such amendment or revocation is received by you and, in the case of such amendment
or revocation, shall continue effective as to transactions entered into prior to actual receipt of such written
notice.
This Authorization shall insure to the benefit of your successors and/or assigns, by merger,
consolidation or otherwise.
I certify and warrant that the provisions of this Authorization, as well as our Investment Policy,
are in conformity with all state statutes, local ordinances, home rule charter and/or other enabling authorities
governing the Institution.
