Enclosed herein are the results of the infrastructure valuation. This summary provides an outline of GASB 34 infrastructure reporting requirements as well as the approach to meeting those requirements. GASB 34 defines infrastructure assets as distinguished from other capital assets because they normally can be maintained in a condition that will allow them to be used longer than most other capital assets and are stationery in nature. The City, in conjunction with Conrad Business Services, Inc., determined the infrastructure assets to be valued. This was accomplished by identifying the following for each asset: (1) did the City pay for the construction or receive the infrastructure asset as a donation (typically at the date of incorporation); (2) does the City maintain the asset; and (3) does the City have clear title to the asset. If the City does not own the asset, yet has primary responsibility for maintenance of the asset, either through a contractor or by performing the work in-house, the asset was considered to be City -owned. Conrad Business Services, Inc. and the City of La Quinta identified those infrastructure assets that would be valued as follows: • Right -of- Way • Pavement • Curbs/Gutters • Sidewalks • Medians • Bridges • Traffic Signals • Bike Paths • Storm Drains • Sound Walls • Retention Basins • Public Art GASB 34 allows a governmental agency the option of recording all infrastructure assets, or only those infrastructure assets that were acquired after 1980. As the City was incorporated in 1982, all assets have been included in this valuation. In addition, by valuing all infrastructure assets, a more accurate financial picture of the City will be reflected in the financial statements, as well as it will also be easier for the City to update and maintain its records. 1 CITY OF LA QUINTA GASB 34 INFRASTRUCTURE VALUATION AS OF JUNE 30, 2001 EXECUTIVE SUMMARY CONTINUED The City had two choices in how to value its infrastructure assets. It could either group the infrastructure assets into networks and subsystems or value each asset individually. Networks and subsystems are defined in GASB 34 as follows. • A network of assets is composed of all assets that provide a particular type of service for a government. A network of infrastructure assets may be only one infrastructure asset that is composed of many components. For example, a network of infrastructure assets may be the City's street system. • A subsystem of assets is composed of all assets that make up a similar portion of a network of assets. For example, all the roads of the City could be considered a network of infrastructure assets. Residential streets, connector streets and arterial streets could be considered subsystems of the road network. The City chose to value each infrastructure asset individually. Each infrastructure asset will be individually tracked in the City's fixed asset system. The report provided herein groups all of the City's infrastructure assets by type. This will allow for the City to depreciate all of its infrastructure assets individually and allow for easy updates of the information as infrastructure assets are added or deleted. Since the majority of infrastructure assets were acquired or constructed many years ago, actual cost information was not always readily available. When actual cost information was not available, current replacement cost was estimated and then the cost was trended back to the date of acquisition by using either the Bureau of Labor, Consumer Price Index for All Urban Consumers, LA -Orange Counties, not seasonally adjusted for all items, or the Construction Cost Index compiled by ENR, revised in May 2001. The consumer price index was used for right-of-way and traffic signals. The Construction Cost Index was used for pavement, curbs/gutters, sidewalks, medians, bridges, bike paths, retention basins and storm drains. Under the requirements of GASB 34, the City of La Quinta can choose either to depreciate the infrastructure assets, or to account for them under the modified approach. Depreciating the assets will recognize the cost of the asset not in the year of acquisition, but rather over the years in which the asset is of benefit. The modified approach requires the City to adopt a condition level at which its infrastructure assets will be maintained. A condition assessment must then be performed every three years to ensure that the infrastructure assets are, in fact, being maintained at the prescribed condition level. The City of La Quinta has chosen to depreciate its infrastructure assets. Estimated useful lives for each of the infrastructure asset types have been included as part of this report. City staff will calculate the amount of prior depreciation to be recorded for each of the assets when the infrastructure assets are recorded on the City's books. 2 CITY OF LA QUINTA GASB 34 INFRASTRUCTURE VALUATION AS OF JUNE 30, 2001 EXECUTIVE SUMMARY CONTINUED In order to depreciate the infrastructure assets, an estimated useful life for each type of asset was determined using engineering standards as well as discussions with City staff regarding the maintenance program for each asset type in order to tailor the life of each asset to the unique attributes of the City of La Quinta. The following table identifies the estimated useful life of each infrastructure asset by type. City staff determined estimated useful lives. Commercial right-of-way was valued at $12.00 per square foot and was based upon land sales of ten commercially zoned properties within the City of La Quinta. Residential right-of-way was valued at $6.00 per square foot and was based upon six residential land sales within the City of La Quinta. Once the per square foot charge was established, a right-of-way adjustment factor was used to determine the current replacement cost of the public right-of-way. The right-of-way adjustment factor relates the value of the underlying land within the street right-of-way to the value of the adjoining land served by the street. The adjustment reflects: • The added value to the adjoining land created by the property access provided by the street. • The added value to the adjoining land created by utility infrastructure within the street. • The added value of the adjoining land created by development entitlements. After consideration of the above factors, the maximum value contribution of the right-of-way in relation to the value of the adjoining land is judged to be approximately 50%. The value contribution decreases incrementally as right-of-way width, and intensity of right-of-way use, decreases. The minimum value contribution is judged to be approximately 10% of the base land value. The following schedule summarizes the adjustment process. Utilizing the above adjustment chart and assuming a current base land value of $10.00 per square foot, the current replacement cost of right-of-way, excluding improvements, of a street with a base right-of-way width of 100 feet would be $10.00 per square foot times 16.00%, or $1.60 per square foot. This increment would be added to the base valuation to arrive at a current replacement cost of $11.60 per square foot. Assumptions: The width of the right-of-way was not readily available. In order to determine the right-of-way widths by street, we utilized measurements included in the assessor parcel maps prepared by the County of Riverside. In order to estimate the historical cost we used the Bureau of Labor, Consumer Price Index, Los Angeles -Orange Counties, not seasonally adjusted for all items. Pavement The primary source of information used to compile the inventory of streets was a document entitled "Development of a Citywide Pavement Management Program", dated June 19, 1998, prepared by Berryman & Henigar. Data elements obtained from this report included the street name, length of street, width of pavement and date of construction or last reconstruction. The data in this document was verified against recent street maps prepared by the City of La Quinta to ensure that all publicly -owned streets were included in the inventory. We utilized the City's existing construction standards as a basis for this assumption. The following assumptions were made: • Residential streets were assumed to be three inches of asphalt over six inches of base. • Primary streets were assumed to be four inches of asphalt over six inches of base. • Arterial, Collector and Major streets were assumed to be six inches of asphalt over six inches of base. In order to calculate the estimated historical cost we used the Construction Cost Index complied by ENR, revised in May 2001. Curbs/Gutters An existing inventory of curbs/gutters did not exist at the outset of this project. The primary source of information used to compile the inventory of curbs/gutters was a recent survey completed by the Public Works Department. We independently tested and verified the accuracy of the survey data. The current replacement cost for these infrastructure assets was obtained from recent curb/gutter construction projects. Assumptions: No data existed on the size of the curbs/gutters constructed. We utilized the City's existing construction standards as a basis for this assumption. The following assumptions were made: • Curbs were assumed to be six inches tall. • Gutters were assumed to be one and one half feet wide. In order to calculate the estimated historical cost we used the Construction Cost Index complied by ENR, revised in May 2001. Sidewalks An existing inventory of sidewalks did not exist at the outset of this project. The primary source of information used to compile the inventory of sidewalks was a recent survey completed by the Public Works Department. We independently tested and verified the accuracy of the survey data. The current replacement cost for these infrastructure assets was obtained from recent sidewalk construction projects. 7 CITY OF LA QUINTA GASB 34 INFRASTRUCTURE VALUATION AS OF JUNE 30, 2001 STREETS (CONTINUED Assumptions: No data existed on the length or width of the sidewalks constructed. We utilized the City's existing construction standards as a basis for this assumption. The following assumptions were made: • The length of the sidewalks were determined using the lineal feet of the street, and doubling it if sidewalks were present on both sides of the street. The lineal feet of the street would be multiplied by some fraction if a portion of the street did not contain sidewalks. • The width of a residential sidewalk was assumed to be four and one half feet. • The width of a commercial sidewalk was assumed to be eight feet. In order to calculate the estimated historical cost we used the Construction Cost Index complied by ENR, revised in May 2001. Medians An existing inventory of medians did not exist at the outset of this project. The primary source of information used to compile the inventory of medians was a recent survey completed by the Public Works Department. We independently tested and verified the accuracy of the survey data. The current replacement cost for these infrastructure assets was obtained from recent median construction projects. Assumptions: No data existed on the length or width of the medians. We utilized the following Engineering estimates as a basis for our assumptions. • The street length was multiplied by 80% to determine the length of the median, in order to allow for noses and intersections. • The width of a median was measured and multiplied by 80% if it was landscaped. In order to calculate the estimated historical cost we used the Construction Cost Index complied by ENR, revised in May 2001. Parking_ Medians An existing inventory of medians did not exist at the outset of this project. The primary source of information used to compile the inventory of the parking median was a recent survey completed by the Public Works Department. We independently tested and verified the accuracy of the survey data. The current replacement cost for these infrastructure assets was obtained from recent median construction projects. Conrad Business Services, Inc. determined the length of pipe, diameter of pipe, type of pipe and location from the construction plans. The current replacement cost for these infrastructure assets was obtained from recent storm drain construction projects within the City of La Quinta, as well as a database of storm drain projects from other jurisdictions compiled by Conrad Business Services, Inc. Assumptions: Data did exist on the size and length of the storm drain system. We utilized the City's existing maps to determine size, length and construction material.
