Statement of Understanding
This agreement is made and entered into between City of La Quinta
locatedat 78495 Calle Tampico, La Quinta , California'
and the American Red Cross,Riverside County Chapter,herei nafter referred to as Red Cross,
Recitals
The following agreement provides the f mnewvork for a colla6mative effort between the Red
Cross and C i t y of La o u i.n t o to pi ovide emergency shelter for
disaster displaced members of our community.
The parties hereto desire to reach an understanding that will re=sult in making the facilities and
equipment of the city o f T.a U i n t a j g P n;.o r 'r,t xavailable to the Red Cross for the
aforesaid use. Tow,therefore,it is mutually agreed between parties as follows:
1. Qji4ntaagrees that,after rieeting its emergency
responsibilities to its clients and staff it will permit,to the ex'Wnt of its ability and upon request
by Red Cross,use of predesignated facilities identified in the Shelter Survey form,as temporary
mass care shelters for the victims of disasters.
Red Cross and the City of La Q u i n t a _agree to cooperate in the
selecting of the facilities that will be listed in the Shelter Sury-y form.
The City of is Qu in t a agrees to provid.,and to periodically update,
facility and point of contact information to the Red Cross.
2. The Red Cross agroes,when normal communications methods are possible,to follow the
notification procedures outlined in the Shelter Survey form,when it needs to establish a shelter at
one of the listed facilities.
3. The City. o f La Q u i n t a agrees that prior to releasing a facility for use as
a Red Cross shelter,it will to the extent reasonably possible, evaluate the facility and seeurc any
valuable property not required for shelter operations.
Red Cross agrees that it will exercise reasonable care in the conduct of its activities in such
facilities and when provided with documented.inventory and cost information,further agrees to
replace or reimburse the City o f _ L a Q u i n t a _ for any foods or supplies used
during the shelter operation.

Upon termination of its use as a shelter Red Gross agrees to leave the premises in their original
condition.
4. Red Cross agrees to provide training to the appropriate members of the facility staff in Mass
Care and Shelter Operations.
5. The City of La Q u i n t a agrees that when their personnel are used in
conjunction with the American Red Cross personnel,the Red Cross policies,regulations and
procedures wrill be used to operate the shelter.site.
Use of the City of La Q u i n t a personnel as Red Cross volunteers will be
based on a mutual agreement between the individual,Red Cross and
the City- of La Quinta
Should Red Cross request that members of the facility staff be officially assigned to the shelter,
any agreement for financial reimbursement must be reached b,-tween the Red Cross Job Director
and the City o f L a Q ij j n r_a within 48 hours of the request.
6. A designee of Red Cross Mass Care management and the_City of La Q u i n t a will
meet periodically to evaluate the necessity for the continuation of shelter operations and to
resolve any other operational concerns.
7. Should the City of La Q u i n t a request that a shelter be
relocated,before the end of the shelter operations,Red Cross %green to relocate the shelter within
48 hours of the Red Cross and local government locating a su:.table alternate site. It is
understood that it is a local government responsibility to facib tate the transportation of victims
when shelter relocation is required.
8. Notwithstanding any other agreements,the American Red Cross agrees to defend,hold
harmless,and indemnify the city of La Q u i n t a against any legal
liability in respect to bodily injury,death,and property damage arising from the negligence of the
said chapter during its use of any property belonging to the sa:.d C i t y, o f L a Qu i n t a

9. Either party may discontinue this agreement in writing at anytime unless the facility is
currently being used as a shelter.
In witness thereof,the City of La Q u i n t a has caused this agreement
to be executed by the President of its governing board,and tho American Red Cross has caused
this agreement to be executed by the American Red Cross,Riverside Chapter,said agreement to
become effective and operational upon the fixing of the last signature hereto.
