Community Action/Cool Center 05 PARTNERSHIP Riverside County MEMORANDUM OF PARTICIPATION BETWEEN LA QUINT A SENIOR CENTER AND COMMUNITY ACTION PARTNERSHIP RIVERSIDE COUNTY Helping People. Changing LIves This Memorandum of Participation is made and entered into between the La Quinta Senior Center and the Community Action Partnership Riverside County. I. TERM: A. This Memorandum of Participation shall be in effect from July 1, 2005 to October 31, 2005. II. PURPOSE: A. To provide support for Community Action Partnerships 2005 Summer Energy Crisis Response Plan in Riverside County. The plan is a comprehensive response to severe heat conditions across the county. The plan incorporates coordination of Cool Centers countywide to serve as drop-in sites where individuals can go for relief from the heat. III. RESPONSIBILITIES: A. La Quinta Senior Center Responsibilities: 1. Monitor the Cool Center during a declared Heat Waming. 2. Provide sign-in sheets for each day the Cool Center is activated and submit said sheets to Community Action by the 5th of each month. 3. Distribute snacks and water at the Cool Center. 4. Provide opportunities for participants to have access to community resources via distribution of information. 5. Complete and return to Community Action the attached In-Kind Gift/Service Receipt at the completion of the project. B. Community Action Responsibilities: 1. Provide training on Heat Warning activation criteria. 2. Provide notification of Heat Warnings and Cool Center activation. 3. Provide snacks and water supplies for the Cool Center. 4. Provide opportunities for participants to have access to community resources via distribution of information, scheduling of presentations, etc. 5. Complete and return to CAP Riverside the attached In-Kind Gift/Service Receipt by November 5,2006. B. Community Action Responsibilities: 1. Provide training on Heat Warning activation criteria. 2. Complete and return to CAP Riverside, the attached In-Kind Gift/Service Receipt at the completion of the project. 5. Distribute snacks and water to Cool Center participants. 6. The plan incorporates the coordination of CoolNVarm Centers countywide to serve as drop-in sites where individuals can seek temporary relief from the extreme temperatures. II. TERM: This Memorandum of Participation shall be in effect from June 15, to October 15, and from December 1, to March 31. This Memorandum of participation shall continue in full force until termination is mutually agreed upon by both parties. III. RESPONSIBILITIES: A. La Quinta Senior Center Responsibilities: 1. Provide space and monitor CoolNVarm Center during a declared Warning. 2. Provide sign-in sheets for each day the Cool/Warm Center is open and submit said sheets to CAP Riverside by the 5th of each month. 3. Provide opportunities for participants to have access to community resources via distribution of information. 4. Complete and return to CAP Riverside, the attached In-Kind Gift/Service Receipt at the completion of the project. 5. Distribute snacks and water to CoolNVarm Center participants. B.
