Prior to building permit issuance, the following Conditions shall be met: A Certificate of Deposit, in the amount of $2,500.00, shall be posted with the City to insure the trailer and accessory improvements are removed when the permanent model complex is completed. The City shall be named as the controlling party to insure removal of the temporary improvements. 2. A temporary landscape and irrigation plan shall be submitted for review and approval by this Department. General Conditions 3. Mounted close to the outside of the front door shall be a written notice informing emergency personnel of your 24-hour emergency phone number that they can call in case problems arise that need your prompt attention (i.e., minimum V high letters). 15. All requirements addressed in Section 9.60.250 (Model Home Complexes) of the Municipal Code shall be met where applicable. 16. The trailer, if elevated off the ground, shall be skirted with metal or wood siding material (to hide wheels, axles, etc.). The skirting material shall be painted to match or complement the exterior color of the construction trailer. 17. Temporary model home complexes, real estate sales M offices and related signage may be established if a minor use hermit is approved in accordance with Section 9.210.020 and the following requirements are satisfied: 1. The complex is used solely for the original sale of new homes or the first rental of apartments in projects of 20 or more units. 2. The complex is located within the area of the project for which it is established. The temporary sales office shall not be located within 100 feet of an existing dwelling unit which is not a part of the new project. Notwithstanding other provisions of this Code, the parcel of land on which a temporary real estate office is established is not required to be a building site provided the parcel is precisely described. 4. The following structures and facilities are permitted in conjunction with the establishment of a temporary real estate office in conformance with an approved minor use permit: a. Model homes in compliance with the zoning regulations applicable to the properties that are being sold. b. Garages, attached and detached, in compliance with the zoning regulations applicable to the properties that are being sold. (DcTemporary sales office buildings or relocatable buildings. / d. Accessory buildings and structures in compliance with the zoning regulations applicable to the properties that are being sold. e. Recreational facilities that will become a permanent portion of the project in compliance with the zoning regulations applicable to the properties that are being sold. 60-22 9.60: SUPPLEMENTAL RESIDENTL9L REGULATIONS f. Permanent streets and driveways that will be part of the project after the closure of the real estate office use. g. Temporary children's playgrounds. h. Temporary and permanent fencing, walks, and structural amenities. i. Temporary vehicle parking and maneuvering areas to provide off-street parking as necessary for employees and guests. j. Temporary vehicular accessways. k. Temporary landscaping. B. Signs. Signs in connection with a temporary model home complex shall be permitted within a project subject to the following requirements: 1. Project identification signs are permitted at each street entrance and shall conform to the provisions of Section 9.160.070 (Permitted Semi -Permanent Signs): a. Sign area: maximum 32 sq. ft. per sign and 64 sq. ft. aggregate per project. b. Height: maximum ten feet. 2. The sign copy shall be limited to matters relating to the project within which the signs are located. 3. Time limits for display of signs shall be concurrent with that of the permitted model home complex. C. Flags. Flags in connection with a temporary model home complex may be permitted within a residential project subject to the following requirements: 1. Number. A maximum of eight flags shall be permitted. There shall be no more than one flag per pole. 2. Height. Flag poles shall be a maximum of 20 feet in height on the perimeter of the project and 16 feet in height in the interior. Pole heights shall be measured from finish grade at the nearest project perimeter. 3. Pole Diameter. Pole diameter shall be determined by the lateral load and size of the flag. The Director shall provide applicants with diameter standards. 60-23 9.60: SUPPLEMENTAL RESIDENTIAL REGULATIONS 4. Size. Flags shall be a maximum of 18 square feet in area on the perimeter of the project and 12 square feet in the interior. 5. Rigid Flags. Rigid flags, secured on more than one sid6, are prohibited. 6. Flag Copy. Flag copy is prohibited. 7. Color. Flags may vary in color or have multiple colors but fluorescent colors are prohibited. 8. Time Periods. Flags shall be approved by the Director for an initial six-month period. The Director shall review the installed flags prior to the end of that period. If the Director determines that all standards and conditions have been met and that all flags have been properly maintained, the Director may grant a time extension for an additional six months. If no such extension is approved, all flags must be removed upon expiration of the initial six months. D. Prohibited Advertising Devices. The following advertising devices or activities are expressly prohibited within or outside the project: banners, balloons, portable trailer signs, or human indicators. E. Requirements for Approval. Any approving action shall include those conditions and requirements deemed by the decision-making authority to be necessary or advisable to protect the public safety and the general welfare, together with adequate guarantees that the structures and facilities will be removed or made consistent with applicable zoning regulations within 90 days after the expiration of the permit. In addition to those findings required for the approval of an application, any approving action for a temporary real estate office shall also include the following finding: "The access, parking and circulation facilities will not result in excess traffic congestion or traffic safety hazards." F. Time Limitations. A minor use permit for a real estate office may be approved for a maximum time period of one year from the date of. approval. This section covers the furnishings of all materials and performing all operations to provide a complete operable landscape irrigation system as shown on he drawings including the following: 1. Trenching, stockpiling excavated materials and refilling treaters. 2. Irrigation system components including but not limited to: piping, backflow prevention devices, valves, fittings, controllers, wiring and final adjustments as determined by the Owner's Authorized Representative to insure efficient and uniform distribution. 3. Pipe connections to water meters and backflow prevention devices. 4. Testing and inspection of irrigation system. 5. Clean-up and maintenance B. The conditions of the Contract and Division 1 apply to this section as fully as if repeated herein. 1.02 GENERAL REQUIREMENTS: A. Code Requirements shall be those of State and Municipal Codes and Regulations locally governing this worst, providing that any requirements of the Drawings and Specifications, not conflicting therewith but exceeding he Code Requirements shall govern, unless written permission to the contrary is granted by the Owner's Authorized Representative. B. Conform to. the requirements of the reference information listed below except where more stringent requirements are shown or specified in the most current set of construction documents: 1. American Society for Testing Materia! (ASTM), for test methods specifically referenced in this section. 2. Underwriter's Laboratories (UL), for UL wires and cables. C. Work involving substantial plumbing for installation of copper piping, backflow prevention devices and other related worst shall be executed by a licensed and bonded plumbing contractor. Any necessary permits shall be obtained prior to beginning work. D. Specified depths of pressure supply lines, laterals and pitch of pipes as stated in this section are minimums. Settlement of trenches lower than grades specified on the final grading plans is cause for removal of finish grade treatment, refilling trenches, compacting and repairing of finish grade treatment E. Follow current printed manufacturer's specifications and drawings for items or information not specified or graphically indicated in the most current set of construction drawings. F. Scaled dimensions are approximate an4 at times it is not possible to indicate ofhets, ratings and other related equipment graphically on the construction drawings. Contractor shall be responsible for minor changes caused by actual site connditioru. Before proceeding with any work, the Contractor shall carefully check and verify all dimensions of related elements, utilities and landscaping and furnish and install required fittings. G. Do nor install the irrigation system as shown on the construction drawings when it is obvious that actual field conditions such as physical obstructions, grading discrepancies and field dimensions vary from those recorded on the construction drawings. Immediately bring any such discrepancies to the attention of the Owner's Authorized Representative prior to proceeding with work. If immediate notification is not given and such discrepancies exist, the contractor shall assume full responsibility for necessary revisions, as determined by he Owner's Authorized Representative. 1.03 EXISTING FIELD CONDITIONS: A. Preserve and protect all existing trees, plants, monuments, structures, hardscape and related elements from damage due to work in this section. In the event that damage does occur to inanimate object and structures, the contractor will repair or replace such damage to he satisfaction of the owner or owner's representative. Damage or injury to living plant material will be replaced by the contractor at the contractors expense. B. Protect, maintain and coordinate work with other contracts, specifications, trades, and utilities. Extreme care shall be exercised in excavating and working in the area due to existing utilities. Convector shall be responsible for damages caused by their operations. In the event that damage does occur, the costs of such repairs shall be paid by the contractor unless other arrangements have been made with the owner. C. Use caution where trenches and piping cross existing roadways, sidewalks, hardscape, paths or curbs. In the event that damage does occur, the contractor will repair such damage at the contractors expense. 1.04 REQUIRED DOCUMENTS: A. Submittals B. Submit (6) six sets of all irrigation equipment to be used, manufacturer's brochures, smite manuals, guarantees, and operating instructions for approval to the Owner's Authorized Representative prior to beginning work. Submittals should be in a bound form complete with table of contents. The contractor shall not proceed with work in the field until this submittal is approved in its entirety by he Owner's Authorized Representative. C. Service Manuals 1. The Contractor shall furnish (4) four service manuals to the owner prior to scheduling a walk through for substantial completion. Manuals shall be submitted in a bound form complete with a table of contents, copy of contractors warranty, and 'workmanship form on company letterhead and shall contain complete enlarged drawings of all equipment installed showing component warranties and catalog numbers together with the manufacturer's name and address. Manuals shaft include operation instructions. Manuals shall be subject to approval by the owner or owner's representative as to completeness. D. Record Draw ings/AsbuiIts 1. Prior to beginning work in the field the contractor shall secure a complete set of irrigation pians, details, and specifications on diazo mylars at the original scale. The contractor shall be responsible for making a set of blueline prints for every week on the project. At the end of each working day, the contractor shall record all work accomplished for that day on the set of bfuefine prints in red ink. These record drawings shall be brought up to date at the end of each work week by a qualified draftsperson. The drawings should indicate the following: Any zoning changes. Dimension from two permanent points of reference (building comers, fixed hardscape corners, road intersections, permanent existing utilities) he location of the following items: a. Connection to existing water lines. b. Routing of pressure supply lines at every 100' along routing. C. Backflow Prevention Devices d. isolation Ball Valves C. Quick Coupling Valves f. Electric Control Valves g. Control wire routing ( if routed separately from pressure supply line). h. Other equipment as directed by the Owner's Authorized Representative. 2. Prior to scheduling a walk through for substantial completion, provide a record set of field as -built drawings as described above to the Owner's Authorized Representative for review. After review, the Owner's Authorized Representative will return the as -built set to the field foreman requesting further information or will notify the owner that the record set of field as-builts drawings are complete. After approval from the owner, a walk through for substantial completion may be scheduled. 3. Prior to scheduling the final walk through, the final set of irrigation as -built drawings shall be professionally drafted. 4. The contractor is responsible for delivering the final set of as -built drawings to the owner or owner's representative prior to initiating the maintenance period. E. Controller Charts 1. Provide two sets of controller charts for each controller unit installed on the project. The controller drawings shall be an actual of the area covered by that controller unit and shall be at the maximum allowable scale that will fit inside the controller door without folding the drawing. 2. After final approval from the Owner's Authorized Representative, each controller drawing shall be hermetically scaled between two (2) pieces of minimum 20 mils thick plastic. 3. The contractor will permanently fix (l) one controller drawing to the inside of each controller unit and bind one complete set of controller drawings in a loose leaf binder and submit to owner or owner's representative prior to scheduling a final walk through. 1.05 MAINTENANCE: A. The maintenance period for irrigation shall begin after a certificate of completion is provided by the Owner's Authorized Representative to the owner. B. The Contractor shall warrant materials agaum defects and guarantee workmanship for the period specified under the maintenance agreement. The Contracux shall be responsible for coordinating warranty items with manufacturer/distributor and owner. C. Settlement of trenches which may occur during the maintenance period will be repaired by the contractor at no expense to the owner. D. Repairs required due to vandalism before the end of the maintenance period will be performed at the contractors expense. E Prior to a release of responsibility at the end of the maintenance period, the contractor shall schedule a walk through with the owner or owner's representative and disclose and provide the following: 1. Current watering schedule requirements. 2. Two (2) sets of the required tools for removing, disassembling and adjusting each type of rotor or sprinkler head, emitter drip valve assembly, and electric control valve used an the project 3. Two (2) keys for each controller unit. 4. Four (4) quick coupler keys and matching swivels for each type of quick coupler used on the project. PART 2 - PRODUCTS 2.01 PIPING: A. Genual Piping: I. Pipe sizes shown are nominal inside diameter unless otherwise noted, 2. Pipe shall be identified with the following indelible markings: Manufacturer's name. Nominal pipe size. Schedule or class. Pressure rating. NSF (National Sanitation Foundation) seal of approval. Date of extrusion. B. Solvent Weld Pressure Supply Line: 1. Solvent Weld Pressure Supply Line: (downstream of Back flow prevention device) PVC Class 315 -BE (i" - 2 Irl") Manufactured from virgin polyvinyl chloride (PVC) compound in accordance with ASTM D2241 and ASTM D1734; cell classification 12454-B. F. Sleeves and Conduit: I. All sleeves for pressure supply line and non- pressure supply line shall be twice the nominal size of the pipe within. 2. Sleeve and Conduit material: PVC SCH 40 for 1"-2 12" pressure supply line. PVC SCH 40 for 3" and larger pressure supply line. PVC SCH 40 for non- pressure lines. (1) one 2" PVC SCH 40 for .vire conduit for up to 20 wires. (1) one 4" PVC SCH 40 wire conduit for 21 to 40 wires. (1) one 3/4" PVC SCH 40 wire conduit for (low sensing cable. (1) one 3/4" PVC SCH 40 wire conduit for master valve .vire. 2.02 ISOLATION BALL VALVES: A. Isolation Ball Valves: As specified on drawings. I. Ball valves for 3/4" - 2 12" Pipe: Brass construction: solid wedge, 1SC threads, non - rising stem with wheel operating handle. 2,03 QUICK COUPLING VALVES: A. Quick Coupling Valves: Brass two piece body with locking rubber cap, designed for working pressure of 150 psi; operable with quick coupler. 2.04 ELECTRIC CONTROL VALVES: A. Electric Remote Control Valves: As specified on drawings. B. Isolation Ball Valve: 1. Ball Valve: PVC blocked tax union, as specified on drawings. 2.05 VALVE BOXES: A. Isolation Ball Valves, Grounding Rods, and Wire Splices: Carson #910-12. B. Electric Control Valves, and Master Valves: Carson # 1419-13 B. 2.06 AUTOMATIC CONTROLLER UNIT: A. Automatic Controller unit as specified on drawings. 2.09 ELECTRIC CONTROL VALVE WIRE. A. Low Voltage: I. AWG OF UL approved No. 14 direct burial copper wire for all control wires and No. 14 direct burial copper wire for all common wires. 2. Wire Colon: Control Wires- Red. Common Wirer White. 3. Wire Splice Connectors: Rainbird Pentite Connectors or approved equal. PART 3 - EXECUTION 3.01 PREPARATION: A. Examine field conditions prior to beginning work described in this section. Grading operations shall be completed and approved prior to beginning work - B. Verify all sleeve locations prior to beginning work in this section. Flag all existing sleeves and conduits installed by other trades. Report any conflicts and discrepancies to the Owner's Authorized Representative immediately. C. Irrigation system shall be constructed to the sizes and grades at the locations shown on the drawings. Mark with powdered time or marking paint routing of pressure supply line and stake the location of each electric control valve, quick coupling valve, and other related equipment. Owner's Authorized Representative shall review staking and direct any necessary changes with the contractor. This review does not in any way alleviate the contractor from the responsibilities associated with proper uniformity and distribution of head placement after staking. D. Install skeves, to accommodate pipes and wires, wader paving. hardscape areas, sidewalks, and Paths prior to asphalt and concrtte operations. Compect backfill around sleeves to 95% Modified Procter Deruity within 2% of optimum moisture content in accordance with ASTM D 1557. 3.01 EXCAVATION AND BACKFILLING OF TRENCHES: A. Trench excavation small as much as possible follow the layout shown on the drawings. Trenches shall be straight in alignment and support pips continuously on bottom of trench. Remove rocks and debris greater than I" in diameter. Over excavate as required for bedding material. B. Depth of Trench (in landscape areas): Pressure Supply Line: 18" from top of pipe to finish grade. Control W ring: directly at side and bottom of pressure supply line. C. Depth of Trench (under asphalt paving or concrete): Pressure Supply Line: 24" from top of pipe to aggregate base. Non-?ressure Line: 24" from top of pipe to aggregate base. Control Wiring: directly at side and bottom of pressure supply line. 1. Piping located under asphalt paving or concrete shall be installed with the appropriate sized sleeve and back fill with sand bedding (6� beiow pipe and 6' above pipe), 2. Compact backfill material in 6" lifts at 901%. maximum density determined its accordance with ASTM D 1557 using manual or mechanical tamping device. 3. Set in place, cap, and pressure test piping in the presence of the owner or owner's representative prior to back fill. D. Width of Trench: Pipe Less than 3': 7' minimum. E. 'Width between Trenches: Irrigation Trench to Irrigation Trench: 6" minimum. Irrigation Trench and other Trade Trenches: 12" minimum. F. Boring: Boring will only be permitted where pipe must pass under an obstruction that cannot be avoided or removed. Back fill shall match surrounding soil density and grain. Boring under existing paving, sidewalks, or hardscape may be permitted at contractors -own risk. Contractor is responsible for any repairs or damage to such items at their own expense. I G. Back fill: Back fill of trenches may not be done until all requited testing for the irrigation system has been completed. I. Material: Excavated material is generally considered to be adequate for back fill operations. Before beginning the back fill operation, insure that back fill material is free from debris and rocks greater than I" in diameter, and is not mixed with topsoil. These materials after separated from back fill, shall be legally disposed of n contractors expense. 2. Bedding: Bed pressure supply line with construction grade sand 6" above and 6" below pipe. Remaining back fill may be as described above. 3. Bed all electrical control wire, trenched separate from pressure supply line, with construction grade sand 6" above and 6" below wires. 4. When back filling, slightly mound filled trenches for settlement after back tilling is compacted- Compact back fill to a 90% maximum density in accordance with ASTM D1557 with a mechanical tamper. Do not leave trenches open for -a period greater than 48 hours. Open trenches shall be protected in accordance with current OSHA regulations. 5. Smooth trenches to finish grade prior to requesting a walk through for substantial completion with the Owner's Authorized Representative. 3.03 POINT OF CONNECTION(S): A. Point of connection shall be approximately as shown on drawings. Connect new underground piping and valves and provide all flanges, adapters, or other necessary fittings. 3.04 INSTALLATION OF SOLVENT WELD POLYVINYL CHLORIDE PtPE (PVC): A. Polyvinyl chloride pipe shall be cut with an approved PVC pipe curter designed only for that purpose. B. All plastic -to -plastic solvent weld joints shall use only the solvent recommended by the pipe manufacturer. Do not install solvent weld pipe when temperature is below 40° F. C. Pipe ends and fittings shall be wiped with MEK, or approved equal, before welding solvent is applied. Welded joints shall be given a minimum of 15 minutes to set before moving or handling. D. Pipe shall be snaked from side-to-side on trench bottom to allow for expansion and contractions. E. All changes of direction over 15 degrees shall be made with appropriate fittings. F. When pipe laying is not in progress at the end of each working day, close pipe ends with tight plug or cap. G. Coordinate pressure supply line with sand bedding operations. H. No water shall be permitted in the pipe until inspections have been completed and a period of at least 24 hours has elapsed for solvent weld setting and curing. 1. Center load pipe with small amount of back fill to prevent arching and slipping under pressure. Leave joints exposed for inspection during testing. 3.06 BACK-FLOW PREVENTION DEVICE: A. Install Back-flow prevention device and associates) equipment at the location as specified on drawings. B. Coordinate installation with local governing codes and ordinances. 3.07 ISOLATION BALL VALVES: A. Install isolation ball valves in separate valve boxes as specified on the drawings. 3.08 QUICK COUPLING VALVES: A. Install quick coupling valves in separate valve box as specified on the detail drawings. B. Angled nipple relative to pressure supply line shall be no greater than 450 and no less than 10°. 3.09 ELECTRIC CONTROL VALVES: A. Install each electric control valve in a separate valve box so that cross handle is 3" min. below valve box cover as specified on the detail drawings. B. Group electric control valves together as specified on the drawings allowing a maximum of 12 " between each valve box. Install valve boxes in the same direction and parallel with one another and perpendicular to paving, hardscape, sidewalks and paths. 3.10 CHECK VALVES: A. Install check valves as specified on drawings. 3.12 VALVE, BOXES: A Install valve boxes with each type of irrigation equipment so that top of valve box is above finish grade as specified on the detail drawings. Valve box extensions are not acceptable. B. Place gravel sump below and around each valve box prior to installing valve box as specified on the drawings. Place remaining portion of gavel inside valve box allowing full access in and around all fitting.:. Valve box shall be fully supported by gravel sump. No brick or wood supports are allowed. C. Brand valve box lid of associated equipment as follows: Electric control valve box lid with "Controller Letter and Station Number". Quick coupling valve box lid with the letters "QC". Isolation ball valve box lid with the letters "BV". Wire Splice box lid with the letters "WS". Letter and number size of brand shall be no less than I" and no greater than 1 1/2" in height and shall be 1/8" maximum in depth. Provide sample branding to the owner or owners representative prior to commencement of work 3.14 AUTOMATIC CONTROLLER UNIT: A. Install automatic c.ontroiler unit where shown on drawings per manufacruces specifications. B. Connect electric control valve wiring to controller unit in the same numerical sequence as indicated on the drawings, C. Above ground conduit shall be rigid galvanized pipe with the appropriate fittings. Below ground conduit shall be PVC SCH 40 pipe with appropriate finings. D. Each automatic controller unit shall be completely operable prior to scheduling a walk through for substantial completion. 3.15 ELECTRICAL WIRE: A. Low Voltage Wiring: 1. Bury control wiring in same trench as pressure supply line as specified. 2. Bundle all 24 volt wires at 20' intervals with electrical tape. 3. Wire splices occurring at intervals outside electric control valve box shall be installed in a separate valve box. 4. Provide (1) one electrical control wire for every electric remote control valve. Piggy backing Rite zones on the same electrical control wire is not allowed. 3.16 QUALITY CONTROL: A. Pte -construction Meeting: The contractor is responsible for contacting he Owner's Authorized Representative prior to beginning construction and/or ordering materials to establish a meeting to review and discuss project objectives, concerns and to review the construction documents to insure a complete understanding of required installation procedures, B. General Observation: The Owner's Authorized Representative will visit the construction site at interim times during the constFuOo n pts co teem ct3 swiclion progrtn regarding installation of irrigation equipment to be in compliance with the drawings, details, specifications and site conditions, The Owner's Authorized Representative will prepare a site report after each visit noting progress of installation, verbal communication with the contractor and identifying any field adjustments necessary which require modifications to the designed irrigation system. A copy of his site report will be delivered to both the owner and the contractor. The contractor is responsible to immediately address each item on the site report before proceeding with further construction. C. Pressure Testing the Pressure Supply Line: After backfilling, flushing, and prior to the installation of each electric control valve, isolation ball valve, and quick coupling valve the irrigation system shall be pressure tested I. Pressure testing shall be performed in the presence of the Owner's Authorized Representative and owner or owner's representative utilizing the following procedure: Pressurize the irrigation system to 150 psi for a period of no less than 2 hours. The pressure gauge used for the pressure test shall not exceed readings greater than 300 psi. Pressure pump and other equipment necessary for the test shall be furnished by the contractor. Test is acceptable if no leakage occurs within the system for the duration of the toting period. If leaks occur, repair said leaks and begin pressure test again. Repeat this operation until no leaks occur in the irrigation system. Before requesting a walk through for substantial completion, the entire irrigation system shall remain under pressure for a period of no less than 48 hours. 2. The contractor is responsible for notifying he Owner's Authorized Representative one day in advance of the pressure test. D. Flushing: Center load all piping prior to flushing. After all new irrigation piping and risers are in place and connected and all necessary diversion work has been completed and prior to the installation of the quick coupling valves, thoroughly flush piping system under full head of Pressure. 3.17 MAiNTENANCE PERIOD: A.
