A Certificate of Deposit, in the amount of $2,500.00, shall be posted with the City to insure the trailer and accessory improvements are removed when the model complex is completed. The City shall be named as the controlling party to insure removal of the temporary improvements. 2. Once the trailer is installed, it can remain on-site until October 30, 1997, unless the model complex is completed prior to this time period. Prior to expiration of the permit, a six-month time extension request may be made in writing to the Community Development Department. The Community Development Director may, after reviewing the facts, extend the use of the trailer for another six-month period. 3. A qualified archaeologist shall be on-site during installation of the trailer. 4. Use of the trailer shall be limited to the hours of construction as listed in the La Quinta Municipal Code (Chapter 6.08, Nuisances). A copy of this time schedule can be obtained at the Building and Safety Department. 5. A building permit is required for the temporary trailer and temporary electric power. Please apply to the Building and Safety Department for a permit (777-7012). The trailer shall be self-contained and include bathroom and lavatory facilities for guests, workers or employees unless otherwise determined by the Building and Safety Director. A building address shall be installed on the trailer to help identify the temporary business location (e.g., minimum 3 -inch high letters in a contrasting color). 7. Install one 2AIOBC fire extinguisher inside the trailer by the exit door, and provide a "Door to remain open during business hours" sign above the exit door. The trailer, if elevated off the ground, shall be skirted with metal or wood siding material (to hide wheels, axles, etc.). The skirting material shall be painted to match the exterior color of the construction trailer. The exterior surfaces of the trailer shall be painted (or stuccoed) and be in overall good condition since it faces an image corridor street. 9. No temporary signs are permitted unless separately approved by this Department. 10. Temporary landscaping shall be installed around the perimeter of the trailer, parking lot and along Fred Waring Drive. The landscape plan shall be submitted to the Community Development Department by May 7, 1997. A landscaping berm shall be used along Fred Waring Drive to provide screening of the parking lot (e.g., 2 -foot high with landscaping hedge). All landscaping and irrigation improvements shall be installed by May 16, 1997 (See the attached Exhibit). 11. No lighting is allowed unless approved by this Department prior to on-site installation. Should security lighting be required for the project, all light fixtures shall be hooded, to prevent light glare from being cast onto adjacent properties or affecting the vision of passing motorists. Tamper resistant light fixture covers are required to reduce vandalism. 12. Mounted close to the front door shall be a written notice informing emergency personnel of your 24-hour emergency phone number that they can call in case problems arise that need your prompt attention (i.e., minimum V high letters). 13. All requirements addressed in Section 9.60.250 of the Municipal Code shall be met where applicable. 14. The physically challenged parking space shall comply with the Americans with Disabilities Act provisions which require hard surfacing with striping and signs. Ramping from the parking lot to the building is required if the trailer is elevated. 15. The City may elect to add Conditions to this application request to mitigate any problems that arise not previously addressed herein. 16. Enforcement of these conditions shall be at the discretion of the assigned grading inspector, who shall monitor and field verify that the spirit and intent of the FDCP and its attached conditions are being complied with. Adjustments to application frequencies, quantities and other aspects of this FDCP may be made by the inspector, at his/her discretion, in order to assure compliance.
