A. Various public agency permits are required prior to the event insuring that the event will be conducted in an acceptable manner. Health Department permits are required for all food and beverage vendors. serving the event, and police and. fire personnel will be on hand to assist the organizers in providing a safe. environment for vehicles and patrons. The public roadways surrounding the project are capable of handling the traffic. No problems are anticipated which would be detrimental to the community .based on the recommended conditions. B. This project. is categorically exempt under Section 15304 of the California Environmental Quality Act (CEQA) because the outdoor event is being conducted in an existing country club designed to accommodate the daily patrons and public streets will be used to direct traffic to. designated parking areas. C. Temporary signs directing patrons to the event will be displayed along various public streets in the community. The signs will be placed so that they do not interfere with traffic safety signs. or other facilities (i.e., traffic signals, etc.). Sign removal will occur immediately after the event in order to guard against the signs becoming roadside debris or litter. 2. There is adequate area to conduct the event and to accommodate the anticipated attendance. A. This outdoor event is held in an adequately designed facility which can hold the daily patrons because various facilities will be provided such as restrooms, first-aid station, food and beverages, parking, and other facilities which provide services to those attending the daily activities. The Frances Hack Park has existing buildings and other facilities which complement the planned event. The applicant is proposing on-site and off-site parking areas to accommodate guests and employees for the event.. CONDITIONS: The following Conditions shall be completed by January 4,1999: Fire Department -permits for temporary use structures (tents, stages, stands, etc.) or any open flame devices or fireworks, shall be obtained prior to installation. An encroachment permit shall be issued by the Public Works Department for any signs placed in the City's rights-of-way. Signs in the City right-of-way shall be mounted on maximum 2 -inches by 2 -inches wood posts unless otherwise approved by the Public Works Director. No signs shall be closer than 100 -feet from an intersection. Temporary signs shall be posted no closer than 5 -feet from the edge of the paved area of any public road or street and placed a minimum of 200 -feet from an identical sign. Signs placed on private property shall be installed only if authorization from the owner has been secured prior to installation. All signs shall be placed in a manner which does not obstruct traffic or street signs or other important equipment. 3. A notice shall be given to the existing PGA West Homeowners' Associations informing them of the upcoming special event and associated parking restrictions and access routes. A copy of the written notice shall be given to the Community Development Department. 4. A bond or other type of guarantee acceptable to the City Engineer shall be posted with the Public Works Department insuring that unpaved parking lots for the event are stabilized after the event is completed pursuant to Chapter 6.16 of the Municipal Code (Fugitive Dust Control Ordinance). The bond will be released once the applicant has provided a letter from their contractor stating that the stabilizer material has been installed (i.e., chemical emulsion, wild flower mix with irrigation, etc.) and City staff has made a field inspection to verify compliance. A copy of the contractor's letter ,shall also be submitted to the Community Development Department for filing. Grass parking areas are exempt from dust control mitigation measures. The following Condition shall be completed by January 16, 1999: 5. All unimproved (unpaved) roadways and parking areas used in conjunction with this event shall be adequately compacted and prepared to create a hardened travel surface, and maintained in a manner (watered) which will reduce dust during use by vehicular traffic. If the soil composition is not conducive to formation of a . hardened surface,. an appropriate chemical binder shall be applied as a remedial measure. 6. Proof of Liability Insurance naming the City, and its staff, as additionally insured during the outdoor events in the amount of $1,000,000.00 shall be posted with the Community Development Department. 7. A check (or cash) in the amount of $50.00 shall be posted with the Community Development Department guaranteeing removal of the temporary signs. The posted monies will be refunded when all on-site and off-site signs are removed as defined herein. COMDMUP98-061 Hope -24 2 • • The following Condition shall be completed by January 18, 1999: 8. Prior to start of the event, a site inspection shall be made by City staff and the Fire Marshal to insure compliance with all project conditions. General Conditions 9. The golf tournament is permitted to be held from January 19-24, 1999. See the attached information. 10. Outdoor lighting shall be adequate to ensure customer and employee safety. 11. Portable restrooms shall be provided for patrons and vendors as required by the Building and Safety Department. Restroom facilities to accommodate the physically challenged shall also be provided. 12. The site shall be left clean of any litter at the close of the event. Temporary trash receptacles shall be provided, so that trash can be deposited accordingly. 13. Riverside County Sheriffs Deputies shall be employed during the event to provide security and traffic control supervision as determined by their agency through prior contractual arrangements. 14. Food and beverage vendors shall obtain a City Business License prior to the event commencing. 15. The applicant shall work with * Waste Management of the Desert to recycle the aluminum cans disposed in the temporary trash receptacles during the outdoor event. 16. If ground excavation is required, please contact Underground Service Alert (USA) . at 1-800-422-4133 at least two working days prior to digging. 17. Before any cranes, forklifts, or other aerial equipment is. raised, please check for existing overhead wires. 18. All designated private security personnel must be licensed by the State of California and possess a current Private Security Guard license. 19. Parking attendants shall wear light-colored clothing and reflective vests. 20. Overnight camping is prohibited. 21. Vendors who sell or serve alcoholic beverages shall obtain a license from the State of Califomia Alcoholic Beverage Control Department. All drinks shall be served in paper or plastic cups. COMDMUP98-061 Hope -24 3 22. Parking areas that are not hard surfaced or turf, shall be sufficiently watered daily up to the event's opening, and during, to reduce blowing dust. Any tracked -out or other accumulation of soil material(s) onto paved areas, whether public or private, shall be wet -swept, water flushed, or otherwise removed (no dry -sweep methods permitted) by the end of each day, and shall be kept damp during event operation hours until removed. 23. All public streets surrounding the event shall not be blocked or barricaded unless . prior approval has been obtained from the City Council. and Public Works Department. Fire lanes shall be established and/or maintained during the special event. 24. No parking shall occur on private property unless written authorization is obtained. 25. The maximum number of off-site directional signs is 30. Signs placed in the pubic right-of-way may not exceed six square feet. The signs shall be removed on or before January 27, 1999. 26. Obtain written permission to display bunting signs (logo banners) prior to installation. The maximum number of bunting signs is 15. The bunting signs shall be removed on or before January 30, 1999. 27.-. Event organizer agrees to indemnify, defend and hold harmless the City of La Quinta in the event of any legal claim or litigation arising out of the City's -approval of this project. The City of La Quinta shall have the right to select its defense counsel at its sole discretion. 28. All tents and canopy setups must meet the requirements of the 1994 California Fire Code. B. LOCATION OF TENTS 0 - 5.000 SQUARE FEET Tents must be separated from any property line, building, other tent, canopy, or temporary membrane structure by a minimum distance of 20 feet. 2. A fire access roadway 12 feet wide must be provided. 3. The minimum clearance of 30 feet must be maintained from the parking of automobiles or other internal combustion engines. 4. For the purposes of required distances, support ropes and guywires are to be considered part of the tent. C. LOCATION OF TENTS 5001 -15,000 SQUARE FEET 1. All decorations used must be flame retardant to the satisfaction of this department. This includes all paper, cardboard, cloth, plastic, or other materials more than 1/4" thick, used for the purposes of decoration or display. This does not apply to sample merchandise on display or being offered for sale if amounts exhibited are within reasonable limits and is satisfactory to this department. Materials used for table coverings shall be noncombustible or the entire table covering must be flame retardant. 2 Hay bales, straw and other flammable materials shall not be within 30 feet of any tent or canopy. Hay bales, etc. if placed inside or on top of the tent, must be flame retardant. 3. Balloons or other similar devices that are filled with toxic or flammable gases are not permitted. 4. All flame-retardant treatment is subject to testing and approval from this department. F. SMOKING AND OPEN FLAME Smoking shall not be permitted in any tent or canopy or in any adjacent areas where hay, straw, sawdust or any other combustible materials are stored or used unless approved by the fire inspector. NO SMOKING signs shall be posted when required. 2. No fireworks, open flame, or any.device emitting flame or fire or creating a glow capable of igniting combustibles materials shall be used in or adjacent to any tent. G. PORTABLE FIRE EXTINGUISHERS The minimum fire extinguisher coverage shall be provided in every tent and canopy as per the following: a. 200 to 500 square feet of floor area: One 2A-1 OBC. b. 501 To 1000 square feet of floor area: Two 2A-1 OBC. C. Each additional 2000 square feet of floor area or fraction thereof: One 2A-1 OBC. d. At least one 40BC type fire extinguisher shall be provided for each kitchen, mess hall, power generator or transformer and at locations where flammable or combustible liquids are stored or dispensed. . All firefighting equipment shall be provided and maintained at a height of 3 to 5 feet from the floor in a visible and accessible location and may be required to be posted with designating signs. 3. Qualified persons necessary to safeguard the premises shall be provided as required and approved by this department. H. EXITS 1. Exits shall be spaced at approximately equal intervals around the perimeter of the tent and shall be so located that no point is more than 100 feet from any exit. 2. The number of exits and minimum width of openings shall be provided in accordance with CFC Art. 32, Table 3211-A. 3. Exit openings from any tent shall remain open or may be covered by a flame retardant curtain. The curtains shall be free sliding on a metal support at a minimum of 8 feet from floor level at the exit. The curtains shall be so arranged that when open, no part of the curtains shall obstruct the exit. Said curtains shall be of contrasting color with the color of the tent. 4. Aisles having minimum width of not less than 44 inches shall be provided from all seating areas, and their width shall be progressively increased'in width to provide at all points not less than 1 foot of aisle width for each 50 persons served by such aisle at that point. The arrangement of aisles shall be approved by the fire inspector. 5. The spacing of rows of seats shall provide a space of not less than 12 inches from the back of one seat to the front of the other. Aisles shall be so located that there will be no more than six intervening seats between any seat and the nearest aisle. MAINTENANCE OF EXIT WAYS The required minimum clear width of exits, aisles and passageways shall be maintained at all times to a public way. 2. No guywire, guyrope or other support members shall cross any means of egress at a height of less than 8 feet. 3. The surface of exit ways shall be maintained in a manner approved by the fire inspector. J. EXIT ILLUMINATION Exits shall be illuminated at any time the structure is occupied with light having an intensity of not less than one footcandle at floor level. 2. Exit signs shall be installed at required exit doorways and where otherwise needed to clearly indicate the direction of travel when the exit serves 50 or more people. 3. Exit signs in tents with an occupancy load over 100 people shall be of an approved self luminous type or shall be internally or externally illuminated by fixtures supplied in the manner specified below. MUP 98-061 June 11, 1998 1999 Bob Hope Classic Page 4 a. Two separate circuits, one of which shall be separate from all other circuits, for occupant loads of 300 or less. b. Two separate sources of power, one of which shall be an approved emergency system, shall be provided when the occupant load exceeds 300. Emergency systems shall be supplied from storage batteries or on site generator set and the system shall be installed in accordance with the requirements of the National Electrical Code. K. HEATING AND COOKING EQUIPMENT All heating and cooking equipment shall be in compliance with the 1988 Uniform Mechanical Code or shall be approved by the fire inspector. 2. Gas, solid, or liquid -fuel -burning equipment shall be vented to the outside air by the means of approved vent or flue in such a manner that no portion of the tent or canopy is within 12 inches of the flue or vent. Vents for solid fuel burning equipment shall be provided with spark arrestors having openings no larger than 1/4 inch wire mesh. Heating and cooking equipment shall not be located within 10 feet of exits, aisles, passageways or combustible materials. 4. Cooking equipment outside the tent shall be at least 30 feet away from any structure. L. FLAMMABLE OR COMBUSTIBLE LIQUIDS AND LIQUID PETROLEUM GAS No flammable or combustible liquids shall not be stored inside or within 50 feet of any tent. 2. Liquid Petroleum Gas (LPG) shall not be used or stored in connection with any tent or canopy unless the following requirements are strictly adhered to. a. All storage containers, equipment, fittings and appliances are listed and approved for use of LPG. b. All tanks, hoses, fittings and appliances shall be protected from physical damage of any type. C. All tanks in use must be secured to prevent them from tipping over and must be located a minimum distance of 5 feet from any tent, vent, flue or any openings. d. All spare tanks must be stored 50 feet from the tent and shall be protected from damage. The storage area must be free of flammable or combustible materials. e. The total amount of (LPG) on site shall be limited to 60 U.S. gallons. All areas were LPG is stored must be free of combustibles. g. No Smoking signs must be posted in storage areas. HOUSEKEEPING All weeds, and flammable vegetation shall be removed from the area occupied by any tent and any areas within 30 feet of any such structure. 2. The floor surface inside and the grounds adjacent to or within 30 feet outside of tents or canopies shall be kept free and clear of combustible waste. Such waste shall be stored in approved containers until removed from the premises. N. ELECTRICAL All extension cords shall be over current protected and or ground fault interrupter protected. No additional taps are to be in any device. (NO octopus, 2 way or 3 way taps, cube adaptors or multi -plug extension cords). Quad boxes are approved if wired with 12/3 gauge wire or greater. All extension cords shall be of 12/3 gauge wire or greater with approved connectors. NOTE: TENT SETUPS ARE SUBJECT TO CHANGE UPON INITIAL INSPECTION DUE TO SPECIAL CIRCUMSTANCES NOTED AT THAT TIME. All City requirements must be met and permits obtained prior to the conditional approval from this department. The installing tent company shall be responsible to contact the Fire Department to schedule an inspection. Requests for inspections are to be made at least 24 hours in'advance and may be arranged by calling (760) 863-8886. In accordance with the accompanying instructions, we offer the following supporting information: 1. PGA West is one of the sites of the 1999 Bob Hope Chrysler Classic, A PGA Tour co- sponsor golf tournament which raised monies for the Eisenhower Medical Center and forty other local charities. In addition to the charitable aspects of the tournament, the Classic impacts the Coachella Valley economy by more than $28 million annually. 2. The Pro -Am portion of the tournament will be held at the Arnold Palmer Private Course at PGA West Country Club. The schedule is Wednesday, January 20`h through Sunday, January 24`h, 1999. The celebrity day at PGA West is Saturday, January 23"', with final Professional play on Sunday, January 24`h. The hours of operation are from 7:30 a.m. to 4:30 p.m. The crowd on these days will number approximately 10,000 people and 7,000 vehicles each day. Tuesday, January 191h the Gillette Challenge will be played at 1:00 p.m. The nine -hole challenge has become quite popular on the PGA circuit. 3. Parking areas to be utilized are shown on the attached plans. We have marked areas to be used for parking, as well as tentative bus shuttle routes. We have asked the owners of the property shown to give us permission, in writing, to use their property. We will furnish you with proof of this permission. As has been the practice, we will place the owners as additional insured under our liability policy. LQPERMIT 4. The parking lots that are used will be soil stabilized before and after the event. This will be done to meet the PM -10 requirements. We have worked with Environmental Products — John Vermillion the last 3 years quite successfully. We work closely with the Riverside County Sheriffs Department and California Highway Patrol in assuring compliance with appropriate state and county traffic control regulations. American Protective Services will be our private security company to assist the Sheriffs Department. 6. Food concessions are in the process of being contracted. A map of the locations of food booths has been attached. We will comply with all the requirements of the Riverside County Health Department and the County Fire Department. 7. The tournament requests permission to display banners in the city that show tournament dates. The banners are 3' x 6'. The logo banner is printed on both sides with logo and dateline. It will be hung on the left side and a 3 -color fan is hung on the right side. We would display them on various palm trees and light poles. The map location and picture of banners has been included. 8. Waste Management of the Desert will provide portable toilets, trash pick-up, and recycling bins. Two hundred and fifty trash cans and liners will be delivered to the ground superintendent for placement around the concession areas, rest areas, and tees and greens. 9. We are working with Roger Stevenson, Emergency Service coordinator for Riverside County who has written our Emergency Services/Disaster Program. The PGA Tour Risk Management Committee will also be involved in any natural disaster plan. At the Host Course "PGA West" we will station the Riverside County Emergency Service Bus "Com 34" which helps the tournament with general communication problems, besides being on location for a major disaster. Don Eisenacher — President of Eastern Riverside County Volunteer Firefighters Assoc. will be assisting with on course — coordination of emergency people i.e., American Red Cross, RACES, Paramedics. The main public parking area will be at Jefferson & Avenue 54. The spectators will be shuttled from that lot south on PGA Blvd, and dropped off at the model home complex (next to the tennis complex) and reverse route for return. All other parking areas are within the PGA West compound. A diagram showing the traffic pattern and lots has been enclosed. The Fairplex tram system will be used again. KSL is putting alfalfa in the field area north of the corner grassed "Polo Field" at the corner of Jefferson & Avenue 54. LOCATION OF TENTS 0 - 5,000 SQUARE FEET Tents must be separated from any property line, building, other tent, canopy, or temporary membrane structure by a minimum distance of 20 feet. A fire access roadway 12 feet wide must be provided. The minimum clearance of 30 feet must be maintained from the parking of automobiles or other internal combustion engines. For the purposes of required distances, support ropes and guywires are to be considered part of the tent. STRUCTURAL STABILITY Tents and canopies shall be adequately roped, braced and anchored to withstand the elements of weather against collapsing. FLAME-RETARDANT TREATMENT The sidewalls, drops and tops of all tents and canopies shall be of flame-retardant material. All decorations used must be flame retardant to the satisfaction of this department. This includes all paper, cardboard, cloth, plastic, or other materials more than 1/4" thick, used for the purposes of decoration or display. This does not apply to sample merchandise on display or being offered for sale if amounts exhibited are within reasonable limits and is satisfactory to this department. Materials used for table coverings shall be noncombustible or the entire table covering must be flame retardant. Balloons or other similar devices that are filled with toxic or flammable gases are not permitted. Automobiles used for display must have the batteries disconnected and less than one gallon of fuel in the tank. All flameproofing is subject to testing and approval from this department. SMOKING AND OPEN FLAME Smoking shall not be permitted in any tent or canopy or in any adjacent areas where hay, straw, sawdust or any other combustible materials are stored or used unless approved by the fire inspector. NO SMOKING signs shall be posted when required. No fireworks, open flame, or any device emitting flame or fire or creating a glow capable of igniting combustibles materials shall be used in or adjacent to any tent. PORTABLE FIRE EXTINGUISHERS The minimum fire extinguisher coverage shall be provided in every tent and canopy as per the following: A. 200 to 500 square feet of floor area: One 2A-1 OBC. B. 501 To 1000 square feet of floor area: Two 2A-1 OBC. C. Each additional 2000 square feet of floor area or fraction thereof. One 2A-1 OBC. D. At least one 406C type fire extinguisher shall be provided for each kitchen, mess hall, power generator or transformer and at locations where flammable or combustible liquids are stored or dispensed. All firefighting equipment shall be provided and maintained at a height of 3 to 5 feet from the floor in a visible and accessible location and may be required to be posted with designating signs. Qualified persons necessary to safeguard the premises shall be provided as required and approved by this department. EXITS Exits shall be spaced at approximately equal intervals around the perimeter of the tent and shall be so located that no point is more than 100 feet from any exit. A minimum of 3 exits shall be provided for tents having a capacity ofup to 499 persons. The minimum width of each exit shall be 6 feet. Exit openings from any tent shall remain open or may be covered by a flame retardant curtain. The curtains shall be free sliding on a metal support at a minimum of 8 feet from floor level at the exit. The curtains shall be so arranged that when open, no part of the curtains shall obstruct the exit. Said curtains shall be of contrasting color with the color of the tent. MAINTENANCE OF EXIT WAYS The required minimum clear width of exits, aisles and passageways shall be maintained at all times to a public way. 2 Tent Plan Review January 15, 1999 Bob Hope Classic % Page 3 No guywire, guyrope or other support members shall cross any means of egress at a height of less than 8 feet. The surface of exit ways shall be maintained in a manner approved by the fire inspector. HEATING AND COOKING EQUIPMENT All heating and cooking equipment shall be in compliance with the 1988 Uniform Mechanical Code or shall be approved by the fire inspector. Gas, solid, or liquid -fuel -burning equipment shall be vented to the outside air by the means of approved vent or flue in such a manner that no portion of the tent or canopy is within 12 inches of the flue or vent. Vents for solid fuel burning equipment shall be provided with spark arrestors having openings no larger than 1/4 inch wire mesh. Heating and cooking equipment shall not be located within 10 feet of exits, aisles, passageways or combustible materials. Cooking equipment outside the tent shall be at least 30 feet away from any structure. FLAMMABLE OR COMBUSTIBLE LIQUIDS AND LIQUID PETROLEUM GAS No flammable or combustible liquids shall not be stored inside or within 50 feet of any tent. Liquid Petroleum Gas (LPG) shall not be used or stored in connection with any tent or canopy unless the following requirements are strictly adhered to. 1. All storage containers, equipment, fittings and appliances are listed and approved for use of LPG. 2. All tanks, hoses, fittings and appliances shall be protected from physical damage of any type. 3. All tanks in use must be secured to prevent them from tipping over and must be located a minimum distance of 5 feet from any tent, vent, flue or any openings. 4. All spare tanks must be stored 50 feet from the tent and shall be protected from damage. The storage area must be free of flammable or combustible materials. 5. The total amount of (LPG) on site shall be limited to 60 U.S. gallons. 6. All areas were LPG is stored must be free of combustibles. 7. No Smoking signs must be posted in storage areas. ELECTRICAL All extension cords shall be over current protected and or ground fault interrupter protected. No additional taps are to be in any device. (NO octopus, 2 way or 3 way taps, cube adaptors or multi -plug extension cords). Quad boxes are approved if wired with 12/3 gauge wire or greater. BACKGROUND AND OVERVIEW: The City Council considered a request from the Bob Hope Chrysler Classic for funding support at its regular meeting of August 4, 1998 (Attachment 1). The Council continued the item from that meeting until September 15,-1998 and asked staff to consider possible funding criteria for purposes of determining future funding support (See minutes, Attachment 2). Mr. Jim Griffel, Director of Broadcasting for the PGA Tour reported that the National Television Ratings for the Bob Hope Chrysler Classic were 2.8 Saturday and 5.5 Sunday, representing 2.7 and 5.4 million viewers respectively. These ratings were up from 3.0 and 4.8 the year before. The Classic provided additional information in correspondence dated August 11, 1998 (see Attachment 3). The Hope, however, is one of the stronger golf tournaments in terms of Sunday ratings. Communities that house these events undoubtedly get national exposure and recognition. Each point in the ratings represents 980,000 homes. It is not a simple task, however; to translate this exposure into measurable "economic development" value. The City has purchased promotional spots during each of the last two Skins events at Rancho La O.uinta. Spot parameters have restricted the City's promotional efforts to a relatively benign piece without explicit "advertising" value (i.e., without marketing for specific businesses or properties, or listing a phone number for referrals, etc.). Thus, staff was not able to measure the number of calls or referrals that might have resulted from this exposure. The Classic's request is geared towards support services (i.e., soil stabilization and security costs), .and not specifically towards a marketing tool. The City could contribute to these costs per the Classic's request.. Alternatively, the City could request some kind of additional marketing exposure in exchange for a monetary 00;! contribution. For example, the Classic produces media guides and schedules which are sold or distributed to tournament attendees. Reference to the City as a sponsor, a listing of shopping or dining opportunities in La Quinta, or some other mention in these publications may provide some immediate return to local merchants. Staff has inquired as to the potential for such exposure in consideration of a possible contribution and awaits a response from Classic' representatives as of this writing. The City has issued a Request for Proposals to marketing/advertising firms in an effort to solicit professional marketing assistance for this coming year. Staff expects to explore means by which to better monitor return on promotional efforts as a component of this marketing program with the successful marketing firm. Options available to the City Council include: 1. Authorize an allocation of $62,000, or some alternative amount, to the Bob Hope Chrysler Classic as a "grant" award for FY 1998799, utilizing Contingency, Police or Emergency Reserve funds; or, 2. The Classic submitted correspondence in April, 1998 asking that the City "... consider assisting the Classic by subsidizing ... security and soil stabilization costs in La Quinta." (Attachment 2). The Classic represented that the City of Indian Wells supports the event in these two areas, reimbursing $33,000 in 1998. City of Indian Wells' staff indicated their City had budgeted $50,000 for these costs, and will reimburse based upon actual expenses for soil stabilization and private security. The City Council considered the Classic's request during budget hearings. Funds were not specifically included within the FY 1998-99 budget to accommodate the Classic's request. The Council did ask that staff obtain a cost estimate from the Sheriff's Office for security services (Attachment 3) Captain Singerton has projected that the Classic's costs for Sheriff's security may run from $30,000 to $60,000 (Attachment 4). These costs are for the entire event, and are not segregated into costs per tournament course or City. The Classic also employs private security to supplement the Sheriff's services. They advised that the Soap Box Derby would need to come back 'to Council with a request. RE: Bob Hope Chrysler Classic DATE: July 8, 1998 ISSUE: Request for additional information on factors used in projecting Sheriffs costs for the 1999 Bob Hope Chrysler Classic. ACTION: Researched past practice: As mentioned in my earlier memo, the Sheriffs invoiced bill for the 1998 Classic was $53,245. This figure does not include the approximate $2500 cost of Deputies requested at the Classic's evening "Ball" (held in Palm Desert). It does include security for the "Shoot Out" held on the day before the Classic begins. As you know, the Sheriffs invoice for security service is only a portion of the total cost for this event. And, of course, the promoters realize major revenue from the television networks that solicit coverage rights. Also, as a matter of public record, Palm Desert paid out $450,000 over a three year period of hosting. SUMMARY: The .Classic runs for four days at four separate clubs. Players will be at PGA West, the hosting club, all four days (five including the shoot out). The celebrities and stars usually move en masse, spending one day at each club. They usually have anywhere from 25 to 35 celebrities of which 9 to 10 require personal security. Personal security means that a Deputy is assigned to stay with the player during the entire day. PGA West determines who and how many personal body guards are needed. PGA West, as host club, will have the "A° Course on Saturday with all celebrities present. Host club also has the playoffs on Sunday with just the pros. Both days will require heavy security by our Department. Besides personal security, Deputies are positioned for exterior security'(parking, etc.), and roving assignments: Search and Rescue volunteers and VIPS are utilized for traffic control and "go -for' assignments. On any given day we average 9 to 14 Deputies plus the event coordinator (Sergeant). This year's event coordinator is 012 Sgt. Daryl (Skip) Royer. We usually do not receive final confirmation on bodies needed until late December. RESULTS: Unfortunately, I have just taken a little longer in my explanation to give you the same results. We can only give a best guess estimate with a wide range of flexibility — Sheriffs billing will be anywhere between $30,000 and $60,000. CONSIDERATION OF A FUNDING REQUEST FROM THE BOB HOPE CHRYSLER CLASSIC. Mr. Weiss, Assistant City Manager, advised that during the FY 1998/99 budget hearings Council considered the proposed funding request and asked staff for information relative to security costs. Included in the staff report is a memorandum from Captain Singerton, of the Riverside County Sheriff's Office, which indicates that security costs will range from. 530,000-560,000. In addition, past costs for soil stabilization and security are identified in a letter from the Classic organization. He advised that the City of Indian Wells reimburses the Classic for actual costs related to soil stabilization and private security. In response to Mayor Pena, Mr. Weiss confirmed that the City of Indian Wells has set aside funds for the event in this year's budget. Council Member Adolph asked if the soil stabilization costs were the responsibility of the Classic or encumbered by the individual courses and pointed out that the corner of Jefferson Street and Avenue 54 is covered with 015 r� City Council Minutes 7 August 4, 1998 grass and would not need soil stabilization. He also asked if the County would be funding the costs related to the Bermuda Dunes course and questioned the request for $60,000 since the costs range from 530,000460,000 and Indian Wells is setting aside $ 50,000. Mr. Weiss did not know what the County is proposing and advised' that the funding provided by Indian Wells is for private security on their own courses and does not include sheriff costs. He further advised that the cost estimates provided by Captain -Singerton are not broken down by jurisdiction. Dawn Suggs, 39000 Bob Hope Drive, Rancho Mirage, Administrative Director for the Bob Hope Chrysler Classic, stated that they are very pleased to have La Quinta as the host city for this year's event. She advised that they are required to provide soil stabilization, security, and traffic control on city streets. In La Quinta, they will be providing soil stabilization for part of the parking area outside of PGA West because half of it is dirtand possibly an additional parking area within PGA West. She advised that the soil stabilization costs are the responsibility of the Classic and that KSL is the only corporation that provides them with any financial assistance. The City of Indian Wells requires additional security, which is why they provide the amount of funding they do. Any unused funds are put back into the community through the various charities that the Classic supports. Council Member Adolph supported helping with the security costs, but not the soil stabilization costs, which he felt should be the responsibility of the home courses. Council Member Henderson stated that she would be comfortable supporting 510,000415,000 for local police because that would be funding that would stay in. La Quinta. . Council Member Sniff stated that his first inclination was to deny the request, but felt, perhaps, a more reasonable solution might be to allocate $10,000 for security. He could not support anything beyond that amount. He felt the visibility provided by the Classic on a national scale is of some value. Mayor Peria was supportive of the City providing some funding for security, noting that there would be heavy traffic over that weekend and that adequate traffic control is important to minimize. the frustration of the residents. Additionally, a few comments were made during the Council meeting that I did want to address: The Classic runs five days — Wednesday through Sunday — and the Arnold Palmer Private Course sees play all five days. 2. The Palmer Course is the only course in the City of La Quinta being played this year. La Quinta Country Club is sitting out for the '99 Classic. 3. We will park vehicles on the parcel at 52"a and Jefferson which is currently covered with alfalfa (KSL's "polo field"). Councilman Adolph was indeed correct ... the grassed area would not need stabilizing. However, there is an additional dirt parcel to the north of the "polo field" which we will use as an ingress/egress to the grassed parking site. That is the area that will have to be stabilized. During the meeting, I neglected to mention the exposure the City will gain from the national and international exposure would be nearly impossible for a city to replicate or to afford. We believe that the media coverage and exposure La Quinta has received since the mid -60's contributed, at least in a modest way, to the tremendous growth the city has experienced. FOR THE BOB HOPE CHRYSLER CLASSIC EVENT SUBJECT TO THE CONDITIONS OF APPROVAL FOR MINOR USE PERMIT 98-061 APPLICANT: BOB HOPE CHRYSLER CLASSIC WHEREAS, pursuant to the Municipal Zoning Code, the Bob Hope Chrysler Classic has applied for and received approval, under Minor Use Permit 98-061, for their golf tournament event to be held on January 20-24, 1999, provided City Council approval is obtained to modify portions of Jefferson Street travel lanes between Avenue 52 and Avenue 54, for this special outdoor event; and WHEREAS, the City Council on the 15" day of September, 1998, reviewed and heard public testimony on this request to temporarily reroute traffic on Jefferson Street between Avenue 52 and Avenue 54 between the hours of 7:30 a.m. to 10:30 a.m. and 2:30 p.m. and 5:00 p.m. on January 23 and 24, 1999; and WHEREAS, the City Council finds the following facts and reasons to justify approval of said temporary request: 1 . The request is allowed based on Chapter 12.32.080 (D) of the Municipal Code which permits the Council, by Resolution, to designate "no parking" areas by signing or applying red paint to the street curbing. The posting of "no parking" signs and installation of traffic barricades in all areas necessary to ensure traffic safety shall be completed as required by the Public Works Department. 2. The temporary rerouting of traffic on Jefferson Street will have minor impacts on the area because other public streets adjoining the site are available to provide access to the surrounding residential areas. PGA West Homeowner Associations will be notified of the upcoming event as required by Minor Use Permit 98-061. 3. The City Council can direct the Public Works Department to grant an encroachment permit to allow activities on public streets for specific periods if legitimate reasons can be found to allow the closure and safety standards (Chapter 12.16 of the Municipal Code, Traffic -Control Devices) are provided, such as traffic barricades and "no parking" signs to ensure that the public is not at risk while attending the event. r 0 - 0 Resolution No. 98-101 9/15/98 Page 2 4.. Approval of the request will not create conditions that may threaten the public health and safety needs of the community at the various events , because specific conditions will be imposed and shall be met. NOW, THEREFORE BE IT RESOLVED by the City Council of the City of La Quinta, California, as follows: Section 1. That the above citations are true and correct and constitute the findings 'and requirements of the City Council in this case. Section 2. The City Council approves the Jefferson Street rerouting plan between Avenue 52 and Avenue 54 (Exhibit "A") from 7:30 a.m. and 10:30 a.m. and 2:30 p.m. and 5:00 p.m. on January 23 and 24, 1999, subject to conditions imposed by the Public Works and Community Development Departments. Section 3. The City Traffic Engineer, or his designee, can issue an encroachment permit (Chapter 14.16 of the Municipal Code) to the Bob Hope Chrysler Classic regulating the temporary closure of -the street provided certain traffic control standards and the Conditions of Approval for Minor Use Permit 98-061 are met. Section 4. "No parking" signs will be posted (Chapters 12.16 and 12.32 of the Municipal Code) as required by the Public Works Director. The Riverside County Sheriff's Department will tow any unauthorized vehicle within this area at the time of the event. Section 5.. In case of bad weather, the City Manager is authorized to reschedule the'street closure provided all conditions of approval under MUP 98-061 are met. Section 6. The Bob Hope Chrysler Classic personnel shall obtain an Encroachment Permit from the -Public Works Department prior to redirecting traffic on Jefferson Street, and install all traffic safety signs and barricades prior to the closure of said street. Section 7. Riverside County Sheriff's Department personnel will be on hand to assist the applicant with on-site security and provide traffic control measures needed to carry out the street closure permit. Section 8. The City Council authorizes City staff or other assigned safety personnel to close the event if at any time all safety standards are not being met, and thus could jeopardize those persons attending the function; and Resolution No. 98-101 9/15/98 Page 3 Section 9. This year the Palmer Private Course at PGA West will be the host course. The schedule is January 20`s — 24s, 1999, with the heavy days in La Quinta, Saturday, January 23`d, the celebrity day, and Sunday, January 24`s, the professional day. The main public parking area will be at Jefferson & Avenue 54. The spectators will be shuttled from that lot south on PGA Blvd, and dropped off at the model home complex (next to the tennis complex) and reverse route for return. All other parking areas are within the PGA West compound. A diagram showing the traffic pattern and lots has been enclosed. The Fairplex tram system will be used again. We feel they did a very good job for the tournament. Fairplex P.O. This would involve running traffic one-way on Jefferson during certain hours of the day to help with the traffic flow. Enclosed is the suggested plan we would like to use. This plan is to get the general public off of Jefferson into the parking area as soon as possible. KSL is putting alfalfa in the field area north of the corner grassed "Polo Field" at the corner of Jefferson & Avenue 54. We have requested an access road on the north end to drive the general public around and back to the lots bordering on Avenue 54. The rest of the traffic would • be broken into 3 lanes on PGA Boulevard in -bound and one lane out -bound. With the assistance of the Mr. Fred Bouma Page 2 Sheriffs Dept. we hope to expedite traffic as quickly as possible. We have talked with Skip Royer our coordinator with the Riverside Country Sheriffs Dept., and he feels this is a workable plan. It will be an exciting year for the tournament being back at PGA West, and we are looking forward to working with the City of La Quinta on the 401h Anniversary of the Bob Hope Chrysler Classic golf tournament.
