The applicant shall permanently stabilize all disturbed areas to the satisfaction of the City Engineer prior to release of dust control security. 2. The applicant shall obtain an encroachment permit from the Public Works Department for clearing and grubbing operation prior to commencing operation of construction equipment. 3. The applicant shall obtain a traffic control plan from the Public Works Department for use during the Event. The event will not be detrimental to the health, safety and general welfare of the community in the area of the proposed event. A. Various public agency permits are required prior to the special event occurring to insure that the event will be conducted in an acceptable manner. Health Department permits are required for all commercial food and beverage vendors serving the event, and police and fire personnel will be on hand to assist the organizers in providing a safe environment for vehicles and patrons coming to the event. The public roadways surrounding the project are capable of handling the local patrons. No problems are anticipated which would be detrimental to the community based on the recommended Conditions. B. Th is project is categorically exempt from environmental review under Section 15304 (Class 4 (e)) of the California Environmental Quality Act (CEQA) because the outdoor event is a temporary use of the existing golfing facilities thereby having negligible or no permanent effects on the environment. C. Temporary signs for the event shall comply with Sections 9.60.170 (Item 66) and 9.160.060 (Paragraphs C thru H with the exceptions of Paragraph E) of the Zoning Ordinance. A Sign Permit fee of $100.00 shall be paid prior to posting a cash bond (or check) in the amount of $200.00 insuring that any off-site signs are removed within 72 hours after the event has ended. The application fee shall be posted with the Community Development Department. 4. A Minor Use Permit application fee of $75.00 shall be paid. 5. The applicant shall obtain an encroachment permit before closure or obstruction of any roadway or placement of any signs, barricades or other advertising or traffic control devices in the right-of-way. 6. Proof of Liability Insurance in the amount of $1,000,000.00 naming the City and its employees as additionally insured for the golf tournament shall be required. The signs shall not exceed nine (9) square feet in area and six feet in height. Temporary signs shall be placed no less than 200 -fee apart and shall not be visible simultaneously within the boundaries of the City. No other signs or banners are permitted unless in accordance, .with the Zoning Code and approved by the Community Development Department. 12. Parking for the golf tournament shall occur on-site. No off-site parking is permitted unless approved by the City Engineer.. 13. Written notice to the Citrus Homeowners Associations informing. them of the golf tournament shall be delivered by December 1, 1998. A copy of the notice shall be submitted to the Community Development Department. 14. Riverside County Sheriff's Deputies shall be employed during the event to provide security and traffic control supervision as determined by their agency through prior contractual arrangement. 16. Temporary signs shall be posted no closer than five feet from the edge of the paved area of any public road or street. Temporary signs shall not be posted in a manner which obstructs the visibility of traffic or street signs or signals or emergency equipment. 18. Materials used for table coverings shall be noncombustible or the entire table covering must be flame retardant. Hay bales, straw and other flammable materials shall not be within 30 feet of any tent or canopy. Hay bales, etc. if placed inside or on top of the tent, must be flame retardant. 28. Automobiles used for display must have the batteries disconnected and less than one gallon of fuel in the tank. 31. All flame retardant certifications shall be retained on the premises. All flameproofing is subject to testing and approval from this department. 32. Smoking shall not be permitted in any tent or canopy or in any adjacent areas where hay, straw, sawdust or any other combustible materials are stored or used unless approved by the fire inspector. NO SMOKING signs shall be posted when required. 33. No fireworks, open flame, or any device emitting flame or fire or creating a glow capable of igniting combustible materials shall be used in or adjacent to any tent. 34. The minimum fire extinguisher coverage shall be provided in every tent and canopy as per.the following; A. 200 to 500 square feet of floor area: One 2A-1 OBC. B. 501 to 1,000 square feet of floor area: Two 2A -106C. C. Each additional 2,000 square feet of floor area or fraction thereof: One 2A-10BC. D. At least one 406C type fire extinguisher shall be provided for each kitchen, mess hall, power generator or transformer and at locations where flammable or combustible liquids are stored or dispensed. 35. All firefighting equipment shall be provided and maintained at a height of 3 to 5 feet from the floor in a visible and accessible location and may be required to be posted with designating signs. 36. Qualified persons necessary to safeguard the premises shall be provided as required and approved by this department. 37. Exits shall be spaced at approximately equal intervals around the perimeter of the tent and shall be so located that no point is more than 100 feet from any exit. 38. Exit openings from any tent shall remain open or may be covered. by a flame retardant curtain. The curtains shall be free sliding on a metal support at a minimum of 8 feet from floor level at the exit. The curtains shall be so arranged that when open, no part of the curtains shall obstruct the exit. Said curtains shall be contrasting color with the color of the tent. 40. Aisles having minimum width of not less than 44 inches shall be provided from all seating areas, and their width shall be progressively increased in width to provide at all points not less than 1 floor of aisle width for each 50 persons served by such aisle .at that point. The arrangement of aisles shall be approved by the fire inspector. 41. The spacing of rows of seats shall provide a space of not less than 12 inches from the back of one seat to the front of the other. Aisles shall be so located that there will be no more than six intervening seats between any seat and the nearest aisle. 42. The required minimum clear width .of exists, aisles and passageways shall be maintained at all times to a public way. 43. No guywire, guyrope, or other support members shall cross any means of egress at a height of less than 8 feet. 44. The surface of exit ways shall be maintained in a manner approved by the fire inspector. 45. Exits shall be illuminated at any time the structure is occupied with light having an intensity of not less than one footcandle at floor level. 46. Exit signs shall be installed at required exit doorways and where otherwise needed to clearly indicate the direction of travel when the exit serves 50 or more people. 47. Exit signs in tents with an occupancy load of over 100 people shall be of an approved self luminous type of shall be internally or externally illuminated by fixtures supplied in the manner specified below. A. Two separate circuits, one of which shall be separate from all other circuits, for occupant loads of 300 or less. B. Two separate sources of power, one of which shall be an approved emergency system, shall be provided when the occupant load exceeds 300. All heating and cooking equipment shall be in compliance with the 1988. Uniform Mechanical Code or shall be approved by the fire inspector.. 49. Gas, solid, or liquid -fuel -burning equipment shall be vented to the outside air by the means of approved vent of flue in such a manner that no portion of the tent or canopy is within 12 inches of the flue or vent. Vents for solid fuel burning equipment shall be provided with spark arresters having openings no larger than 1/4 inch wire mesh. 50. Heating and cooking equipment shall not be located within 10 feet of exits, aisles, passageways or combustible materials. 51. Cooking equipment outside the tent shall be at least 3Q feet away from any structure. 52. No flammable or combustible liquids shall not be stored inside or within 50 feet of any tent. 53. Liquid Petroleum Gas (LPG) shall not be used or stored in connection with any tent or canopy unless the following requirements are strictly adhered to. A. All storage containers, equipment, fittings and appliances are listed and approved for use of LPG. B. All tanks, hoses, fittings and appliances shall be protected from physical damage of any type. C. All tanks in use must be secured to prevent them from tipping over and must be located a minimum distance of 5 feet from any tent, vent, flue or any openings. D. All spare tanks must be stored 50 feet from the tent and shall be protected from damage. The storage .area must be free of flammable or combustible materials. E. The total amount of (LPG) on site shall be limited to 60 U.S. gallons. F. All areas where LPG is stored must be free of combustibles. G. No Smoking signs must be posted in storage areas. All weeds and flammable vegetation shall be removed from the area occupied by any tent and any areas within 30 feet of any such structure. 55. The floor surface inside and the grounds adjacent to or within 30 feet outside of tents or canopies shall be kept free and clear of combustible waste. Such waste shall be stored in approved containers until removed from -the premises. 56. All extension cords shall be over current protected and or ground fault interrupter protected. No additional taps are to be in any device. (NO octopus, 2 way or 3 way taps, cube adaptors or multi=plug extension cords). Quad boxes are approved if wired with 12/3 gauge wire or greater. All extension cords shall be of 12/3 gauge wire or greater with approved connectors. 57. All City requirements must be met and permits obtained prior to the conditional approval from this department. This department will do a follow-up/walk through both the morning before operations begin and one while the event is going on. Parking is shown to be located on unpaved residential pad areas. Soil stabilization must be employed before and after the event. Water trucks cannot properly wet down traffic and parking areas while they are in use. The soil is too silty and water will become mud on a short term basis. They must prepare (compact) parking and travel ways, apply stabilizer in a sufficient concentrate to achieve a hardened surfacing capable of bearing traffic loads (Some of these areas may be compacted to some degree from prior grading, but unless it can be demonstrated that these areas can bear loading of vehicle traffic without heavy soil disturbance, then water alone is not adequate). This has to be accomplished prior to start of the event. Water trucks to be used during the event should contain work to aisles and travel ways. Must provide track -out minimization from exit points to paved areas (flush and sweep). 2. Was a sign permit application required, or did the applicant just use. the form for explanatory purpose? Signing should be included with the MUP - allows 30 directional signs with the application. Note that signs are allowed to be up to 9 square feet and no higher than six feet. Any sign fee charged should be refunded, but may be moot based on 3 below. 3. 1 noticed no fee was charged for the MUP application. Did they go to Council to get this waived? A fire access roadway 20 feet wide must be provided. The minimum clearance of 40 feet must be maintained from the parking of automobiles or other internal combustion engines. For the purposes of required distances, support ropes and guywires are to be considered part of the tent. STRUCTURAL STABILITY Tents and canopies shall be adequately roped, braced and anchored to withstand the elements of weather against collapsing. Flameproofing The sidewalls, drops and tops of all tents and canopies shall be of flame-retardant material. All decorations used must be flame retardant to the satisfaction of this department. All flameproofing is subject to testing and approval from this department. Smoking shall not be permitted in any tent or canopy or in any adjacent areas where hay, straw, sawdust or any other combustible materials are stored or used unless approved by the fire inspector. NO SMOKING signs shall be posted when required. No fireworks, open flame, or any device emitting flame or fire or creating a glow capable of igniting combustibles materials shall be used in or adjacent to any tent. The minimum fire extinguisher coverage shall be provided in every tent and canopy as per the following: A. 200 to 500 square feet of floor area: One 2A-10610. B. 501 To 1000 square feet of floor area: Two 2A-1 OBC. C. Each additional 2000 square feet of floor area or fraction thereof: One 2A-10SC. D. At least one 40BC type fire extinguisher shall be provided for each kitchen, mess hall, power generator or transformer and at locations where flammable or combustible liquids are stored or dispensed. All firefighting equipment shall be provided and maintained at a height of 3 to 5 feet from the floor in a visible and accessible location and may be required to be posted with designating signs. Qualified persons necessary to safeguard the premises shall be provided as required and approved by this department. Exit openings from any tent shall remain open or may be covered by a flame retardant curtain. The curtains shall be free sliding on a metal support at a minimum of 8 feet from floor level at the exit. The curtains shall be so arranged that when open, no part of the curtains shall obstruct the exit. Said curtains shall be of contrasting color with the color of the tent. Aisles having minimum width of not less than 44 inches shall be provided from all seating areas, and their width shall be progressively increased in width to provide at all points not less than 1 foot of aisle width for each 50 persons served by such aisle at that point. The arrangement of aisles shall be approved by the fire inspector. The spacing of rows of seats shall provide a space of not less than 12 inches from the back of one seat to the front of the other. Aisles shall be so located that there will be no more than sic intervening seats between any seat and the nearest aisle. MAINTENANCE OF EXIT WAYS The required minimum clear width of exits, aisles and passageways shall be maintained at all times to a public way. No guywire, guyrope or other support members shall cross any means of egress at a height of less than 8 feet. The surface of exit ways shall be maintained in a manner approved by the fire inspector EXIT ILLUMINATION Exits shall be illuminated at any time the structure is occupied with light having an intensity of not less than one footcandle at floor level. Exit signs shall be installed at required exit doorways and where otherwise needed to clearly indicate the direction of travel when the exit serves 50 or more people. Exit signs in tents with an occupancy load over 100 people shall be of an approved self luminous type or shall be internally or externally illuminated by fixtures supplied in the manner specified below. 1. Two separate circuits, one of which shall be separate from all other circuits, for occupant loads of 300 or less. 2. Two separate sources of power, one of which shall be an approved emergency system, shall be provided when the occupant load exceeds 300. Emergency systems shall be supplied from storage batteries or on site generator set and the system shall be installed in accordance with the requirements of the National Electrical Code. Gas, solid, or liquid-fuel-buming equipment shall be vented to the outside air by the means of approved vent or flue in such a manner that no portion of the tent or canopy is within 12 inches of the flue or vent. Vents for solid fuel burning equipment shall be provided with spark arrestors having openings no larger than 1/4 inch wire mesh. Heating and cooking equipment shall not be located within 10 feet of exits, aisles, passageways or combustible materials. Cooking equipment outside the tent shall be at least 30 feet away from any structure. No flammable or combustible liquids shall not be stored inside or within 50 feet of any tent. Liquid Petroleum Gas (LPG) shall not be used or stored to connection with any tent or canopy unless the following requirements are strictly adhered to. 1. All storage containers, equipment, fittings and appliances are listed and approved for use of LPG. 2. All tanks, hoses, fittings and appliances shall be protected from physical damage of any type. 3. All tanks in use must be secured to prevent them from tipping over and must be located a minimum distance of 5 feet from any tent, vent, flue or any openings. 4. All spare tanks must be stored 50 feet from the tent and shall be protected from damage. The storage area must be free of flammable or combustible materials. 5. The total amount of (LPG) on site shall be limited to 60 U.S. gallons. 6. All areas were LPG is stored must be free of combustibles. 7. No Smoking signs must be posted in storage areas. HOUSEKEEPING All weeds, and flammable vegetation shall be removed from the area occupied by any tent and any areas within 30 feet of any such structure. The floor surface inside and the grounds adjacent to or within 30 feet outside of tents or canopies shall be kept free and clear of combustible waste. Such waste shall be stored in approved containers until removed from the premises.
