The Riverside County Sheriffs Department has used reflective tape and cones on the pavement to identify the cross walk. The parking lots that are used will be stabilized before and after the event. This will be done to meet the PM -10 requirement. Fire lanes will be maintained between every two rows of vehicles so that each has a means of exit at all times. 5. We work closely with the Riverside County Sheriff's Department and California Highway Patrol in assuring compliance with appropriate state and county traffic control regulations. 6. A map of food concession locations has been attached. We comply with all the requirements of the Riverside County Health Department and the County Fire Department. 7. The tournament requests permission to display banners in the City that show tournament dates. The banners are 3'x 6 and the logo banner is printed on both sides with the logo and dateline. It will be hung on the left side, and a three color fan Is hung on the right side. We would display them on various palm trees and light poles. The map location has been included. 8. Waste Management of the Desert will provide portable toilets and trash pick up. Two hundred trash containers and liners will be delivered to the ground superintendents for placement around the concession areas, rest areas, and tees and greens. 9. The PGA Tour Risk Managers will work with our private security, to co-ordinate disaster preparation. We also use the Riverside County Com -34 unit for communication for any disaster. The Riverside County Emergency Coordinator each year updates with The Tournament changes pertinent to the disaster plan. 10. All temporary equipment, such as directional signs, will be installed and removed by the Classic staff. The Classic contracts with concession firms and sanitary facility firms and they will be responsible for the installation And removal of their equipment. This event will not be detrimental to the health, safety and general welfare of the community in the area of the proposed event. A. Various public agency permits are required prior to the event insuring that the event will be conducted in an acceptable manner. Health Department permits are required for all food and beverage vendors serving the event, and police and fire personnel will be on hand to assist the organizers in providing a safe environment for vehicles and patrons. The public roadways surrounding the project are capable of handling the traffic. No problems are anticipated which would be detrimental to the community based on the recommended conditions. B. This project is categorically exempt under Section 15304 of the California Environmental Quality Act (CEQA) in that the outdoor event is being conducted in existing country. clubs designed to accommodate the daily patrons and public streets will be used to direct traffic to designated parking areas. C. Temporary signs directing patrons to the event will be displayed along various public streets in the community. The signs will be placed so that they do not interfere with traffic safety signs or other facilities (i.e. traffic signals, etc.). Sign removal will occur immediately after the event in order to guard against the signs becoming roadside debris or litter. 2. There is adequate area to conduct the event and to accommodate the anticipated attendance. A. This event is held in adequately designed facilities which can accommodate the daily patrons, as various facilities will be provided such as restrooms, first-aid, food and beverage, parking, and the like which provide services to those attending the daily activities. The applicant is proposing on-site and off-site parking areas to accommodate guests and employees for the event. • CONDITIONS: • The following Conditions shall be completed by December 30, 1999: 1. Fire Department permits for temporary use structures (tents, stages, stands, etc.) and any open flame devices or fireworks shall be obtained prior to installation. Fire lanes shall be established and maintained during the special event, as required. A bond or other guarantee acceptable to the City Engineer shall be posted with the Public Works Department, to ensure that unpaved parking lots for the event are stabilized after event completion pursuant to Chapter 6.16 of the Municipal Code (Fugitive Dust Control). The bond will be released once the applicant has provided a letter from their contractor stating that the stabilizer material has been installed (i.e. chemical emulsion, wild flower mix with irrigation, etc.) and City staff's field inspection verifies compliance. A copy of the contractor's letter shall be submitted to both Community Development and Public Works. Turf parking areas are exempt from dust control mitigation measures. The following Conditions shall be completed by January 10, 2000: 5. An encroachment permit is required from the Public Works Department for any signs placed in City rights-of-way. Signs in City rights-of-way must be mounted on maximum 2" x 2" wood posts unless otherwise approved by the Public Works Director. No sign shall be within 100 -feet of an intersection. Temporary signs shall be posted no closer than 5 -feet from the pavement edge of any public street, with no identical signs within 200 -feet of each other. Signs proposed on private property will require owner authorization prior to installation. All signs shall be placed in a manner which does not obstruct traffic or street signs and similar equipment. 6. A check (or cash) in the amount of $50.00 shall be posted with the Community Development Department guaranteeing removal of the temporary signs. This will be refunded after all signs are removed as defined herein. 7. All unimproved (unpaved) roadways and parking areas used in conjunction with this event shall be adequately compacted and prepared to create a hardened travel surface, and maintained in a manner (watered) which will reduce dust during use by vehicular traffic. If the soil composition is not conducive to formation of a hardened surface, an appropriate chemical binder shall be applied as a remedial measure. 8. Proof of Liability Insurance naming the City and its staff as additionally insured during this event; in the amount of $1,000,000.00, shall be posted with the Community Development Department. The following Condition shall be completed before January 14, 2000: 9. Prior to start of the event, a site inspection shall be made by City staff and the Fire Marshal to insure compliance with all project conditions. 10. The golf tournament and its associated events are permitted to be held at the PGA West Palmer Private Course, and the La Quinta Country Club, from January 17-23, 2000. 11. Outdoor lighting shall be adequate to ensure customer and employee safety. 12. Portable restrooms shall be provided for all guests, vendors and volunteers as required by the Building and Safety Department. Restroom facilities shall be ADA compliant. These facilities shall be removed within 24 hours of event completion. Overnight camping is prohibited. 13. The site shall be left clean of any litter at the close of the event. Temporary trash receptacles shall be provided so that trash can be deposited accordingly. Applicant shall work with Waste Management of the Desert to recycle aluminum cans disposed of in temporary trash receptacles during the event. 14. Riverside County Sheriff's Deputies shall be employed during the event to provide security and traffic control supervision as determined by their agency through prior contractual arrangements. 15. Food and beverage vendors shall obtain a City Business License prior to the event commencing. 16. If ground excavation is required, even for seemingjy minor installations such as anchoring a tent, please contact Underground Service Alert (USA) at 1-800- 227-2600. The service is free of charge provided USA is given at least two working days' notice. A 17. Before any cranes, forklifts, or other aerial equipment are raised, please check for overhead wires.'California Title 8, Electrical Safety Orders, specifies the closest distance that unqualified electrical workers can get to electrically energized conductors. Unqualified electrical workers can get no closer than six (6) feet to IID distribution lines and no closer than ten (10) feet to transmission lines. People operating boom -type lifting or hoisting equipment can get no closer than ten (10) feet to IID distribution lines and seventeen (17) feet to transmission lines. 18. All designated private security personnel must be licensed by the State of California and possess a current Private Security Guard license. 19. All parking and traffic control personnel shall wear light-colored clothing and reflective vests. 20. The serving of food and alcoholic beverages at the event shall be subject to the rules and requirements of the Riverside County Health Department and State Department of Alcoholic Beverage Control. Alcoholic beverages shall be served in paper or plastic cups. 21. No parking shall occur on private property unless the applicant has obtained written authorization. Parking areas that are not paved, turf or otherwise stabilized, shall be watered daily up to the event's opening, and during, to reduce blowing dust. Any tracked -out or other accumulation of soil material(s) onto paved areas, whether public or private, shall be wet -swept, water flushed, or otherwise removed (no dry -sweep methods permitted) by the end of each -day, and shall be kept damp during event operation hours until removed. 22'. Public streets surrounding the event shall not be blocked or barricaded unless prior approval has been obtained from the City Council and Public Works Department. 23. The maximum number of off-site directional signs is 30. Signs placed in the pubic right-of-way may not exceed six sq. ft., others may not exceed nine sq. ft. The signs shall be removed on or before January 25, 2000. 24. Obtain written permission to display bunting signs (logo banners) prior to installation. The maximum number of bunting signs is 15. The bunting signs shall be removed on or before January 28, 2000. 25. Event organizer agrees to indemnify, defend and hold harmless the City of La Quinta in the event of any legal claim or litigation arising out of the City's approval of this project. The City of La Quinta shall have the right to select its defense counsel at its sole discretion. 26. The.
