Obtain a building permit from the Building & Safety Department for temporary tent structures, stages, and electric power prior to any installation. 2. The applicant shall meet all applicable Fire Code requirements and obtain any Fire Department permits for temporary tent structures, stages, etc., prior to installation. The Fire Department personnel can be reached at (760) 863-8886. 3. The applicant shall provide at least three Fire Department employees during the event in case of emergencies. All costs associated with providing Fire Department personnel shall be borne by the applicant. 4. The applicant shall meet all applicable Sheriff Department requirements and obtain any permits necessary for police/security services during the event. All costs associated with providing Sheriff Department personnel shall be borne by the applicant. The City, and its employees, shall be additionally insured for this event in the amount of $1,000,000.00. A copy of the certificate shall be submitted to the Community Development Department prior to the installation of any temporary tent structures, stages and electric power 6. The event is from November 28' through November 30th. The applicant shall be allowed to set up prior to the event in order to coordinate the project with other responsible parties. The applicant can start set up anytime after October 15, 2003. 7. Any food and/or alcohol served during the event shall be subject to the rules and regulations of the Riverside County Health Department and State of California Alcoholic Beverage Control Department. Please contact these departments for proper permits. 8. Approximately 2,250 parking spaces for the event shall be required. Approximately 2,150 spaces shall be located on the north side of Avenue 60, directly across the Trilogy Parkway entrance. The applicant shall obtain approval from the property owner to utilize the property north of Trilogy for the parking lot. An additional 100 spaces shall be used for VIP parking and be located near the clubhouse. Public streets surrounding the event location shall not be blocked or barricaded. No off-site parking for the event is allowed other than the parking lot north of the Trilogy Parkway entrance. 9. The applicant shall post a bond acceptable to the City Engineer to ensure that unpaved parking lots for the event are stabilized pursuant to Chapter 6.16 of the Municipal Code (Fugitive Dust Control Ordinance). The bond will be released once the applicant has provided a letter from their contractor stating that the stabilizer material has been installed and a field inspection made by City staff to verify compliance. 10. The applicant shall provide security or police services for the event to ensure that traffic control measures are being followed and also to address any issues that may require their attention for the orderly conduct of the event. 11. The applicant has the right to install up to thirty off-site directional signs to be placed in the City's right-of-way to direct traffic to the event site. The signs shall not exceed nine square feet each and must be removed within one week after the event. Temporary trash receptacles shall be provided through out the site so that trash can be deposited accordingly. 13. Portable rest rooms shall be provided for guests and volunteers. Rest room facilities shall be accessible to the physically challenged. 14. If any ground excavation is needed, please contact Underground Service Alert (USA) at 1-800-227-2600 prior to excavation to avoid damage to existing underground utilities. 15. Any temporary lighting to be used during evening hours shall not be directed toward surrounding residential properties. 16. If any portable generators are used for the event they shall be shielded to prevent accidental contact with guests. Extension cords shall be secured to the ground to prevent tripping. 17. By holding this outdoor event, the applicant agrees to defend, indemnify, and hold harmless the City of La Quinta (the "City"), its agents, officers and employees from any claim, action or proceeding to attack, set aside, void, or annul the approval of this Minor Use Permit. The City shall have sole discretion in selecting its defense counsel. The City shall promptly notify the developer of any claim, action or proceeding and shall cooperate fully in the defense. The City may elect to add Conditions to this application request to mitigate any problems that arise not previously addressed herein. This decision may be appealed to the Planning Commission by anyone provided the necessary paperwork and filing fee of $175.00 are submitted with this office within 15 days of approval of this permit. The parking lot would be located across the street from Trilogy Parkway, the main entrance to our tract. The event is scheduled for Thanksgiving weekend, November 27-30, 2003. In preparing this area for the event, we request starting vegetation stripping and grading of this area the week of Monday, November 10, 2003. We will remove any unsuitable material within the parking lot area from the site and grade and compact this area in a flat and smooth fashion. We will then stabilize this area with an earthen stabilizer per AQMD and local PM -10 requirements. This area will be maintained for cleanliness and dust control per local AQMD and PM -10 requirements. Driveways on and off of Avenue 60 shall be PM -10 approved track out and dust control facilities. We will also maintain the area in a clean and orderly fashion and will provide perimeter post and ribbon and/or fencing necessary to delineate and maintain a secure and safe area. Adequate volunteer parking staff and temporary signage will be provided to help direct incoming and outgoing traffic during the duration of the event. We have included a copy of a plan, for your reference, indicating the location of the proposed temporary parking lot and other facilities associated with this event. We request approval from Coral Option I, LLC for this request, We will forward to the City of La Quinta for their records in processing our Temporary Use application.
