As part of the population estimates process, the (DOF) requests information on all housing unit change activity in your jurisdiction between January 1, 2002 and December 31, 2002 inclusive. For DOF to complete a 2003 population estimate for your jurisdiction please complete the attached survey form DF-HU2 and return it to the Demographic Research Unit by January 17, 2003. Your finance office uses population estimates produced by DOF to calculate the annual appropriations limit. In addition, the State Controller's Office can use DOF population estimates as the new payment factor in distributing State subvention funds among cities and counties. Local transportation funds are distributed based on DOF population estimates. The DOF uses annual housing unit change data to produce the January 1, 2003 population estimate for your jurisdiction. You can check the C-404 box on the DF-HU2 form for new housing unit construction activity if you prefer that DOF use the building permit data your jurisdiction reports to the Census Bureau. Otherwise, check the appropriate box on the form to indicate the construction basis used. DOF will then use these data to develop new construction housing unit change information for your jurisdiction (Section 1 on the DF-HU2 survey form, under "Report Units Gained"). Single attached units - a one -unit structure attached to another unit by a common wall, commonly referred to as townhouses, half-plexes, or row houses. The shared wall or walls extend from the foundation to the roof with adjoining units to form a property line. Each unit has its own heating and plumbing systems. Mobile home units — a one -unit structure that was originally constructed to be towed on its own chassis. 2. 3, and 4- Alex units Per structure - a structure containing two, three, or four units not classified as single -unit attached. The units share attic space and heating and plumbing systems. 5 or more units Per structure - a structure containing five or more housing units. The units share attic space, and heating and plumbing systems. `Condominium' refers to an ownership classification, not a structural type. Report condominiums based on the type of housing unit construction. Section I. Housing Units Gained For your jurisdiction, report all housing unit change information that occurred within your jurisdiction from January 1, 2002 through December 31, 2002. 1) REPORT UNITS GAINED from new construction in the following time frames: (Please check the appropriate box on the form indicating the source of new construction). C404 Form Data: If your jurisdiction provides consistent monthly C-404 building activity to the Census Bureau, you have the option of using this data source to provide us with housing change for new construction. DOF backdates these data using the same time periods used in backdated building permits. Check the C-404 box to exercise this option. Otherwise, provide us with data from one of the other sources of new construction. Final Inspections: Report the number of final inspections completed between January 1, 2002 and December 31, 2002. Certificates of Occupancy: Report the number of certificates of occupancy completed between January 1, 2002 and December 31, 2002. Completed Housing Units: Report the number of building permits that represent completed housing units between January 1, 2002 and December 31, 2002. Utility Releases: Report the number of utility releases completed between January 1, 2002 and December 31, 2002. Adjusted Building Permits: Report the number of backdated building permits that were issued for the following time frames: single structure units backdated 6 months were issued from July 1, 2001 to June 30, 2002, and multiple structure units backdated 12 months were issued from January 1, 2001 to December 31, 2001. Building Permits Issued: Report the number of building permits issued during January 1, 2002 to December 31, 2002. Warning: Housing whose construction was permitted in the last 6 months of a calendar year (July - December) is likely to be incomplete. That is why we require jurisdictions to supply us with adjusted building permits; this lag allows time for the housing units to be completed and inhabitable. If building permits issued are your jurisdiction's only source of housing change, please provide us with these data. Mobile Home Units: Report mobile home unit changes on lots from January 1, 2002 to December 31, 2002. Changes in mobile homes may be reported regardless of the source of new construction. 2) REPORT UNITS GAINED from conversions or moved into your jurisdiction. If your jurisdiction gained any new housing units from converting non-residential buildings into housing units, or by converting one type of housing unit structure into a new housing structure (such as a duplex gained by converting a single family home), report these unitsur�er'conversions'. Report any units mo v into your jurisdiction in this section as well. • Section II. Housing Units Lost The Census Bureau no longer collects demolition data on the C-404 survey. We request local jurisdictions to report all units lost within your jurisdiction from January 1, 2002 through December 31, 2002. 1) REPORT UNITS LOST from fire or demolition. Report residential housing units lost within your jurisdiction from January 1, 2002 through December 31, 2002 from fire, demolition, earthquake, or flood. 2) REPORT UNITS LOST from conversions or moved out of your jurisdiction. Report units lost from converting housing units into non-residential uses, or lost by converting one type of housing unit structure into a new housing structure (such as a single family home lost. by converting it into a duplex). Report any units moved out of your jurisdiction as well. Section III. Annexations and De -Annexations (cities only) List all annexations and de -annexations that occurred from January 1, 2002 through December 31, 2002. For inhabited annexations, report all existing housing -units within the annexation as of the effective date. Report housing units built after the effective date under Section I- Housing Units Gained. List annexed group quarter facilities under Section IV- Civilian Group Quarters Change. Include the full name and LAFCO resolution number. Note any uninhabited annexations. Section IV. Civilian Group Quarters Change Use the DF-HU2 survey form to report CIVILIAN group quarters change. The Department of Finance collects group quarters information for military facilities and State and Federal facilities. These include California State and Federal prisons and youth authority camps, State hospitals, and military barracks and ships. You do not need to report on these facilities. DEFINITION: Group quarters are non -household residential facilities. Types of group quarters facilities include: nursing and convalescent homes; orphanages; shelters; convents; and local facilities for the mentally and physically disabled. Residents living in these facilities have no permanent residence elsewhere. Only include group quarters changes that affect the current annual population estimate. Report resident group quarters change information for facilities that opened or closed during the year, or whose resident population significantly changed during the calendar year. Report annexed group quarters facilities in this section. For this survey, only consider changes for facilities that have 100 or more residents. If no significant changes occurred in the last calendar year, leave this section blank.
