The Community Development Department has reviewed and approved Minor
Use Permit 2006-770 to establish outdoor overflow seating for the Easter
Sunday (April 16, 2006) church services from 7:30 a.m. to 12:30 p.m.,
pursuant to Section 9.210.020 of the La Quinta Municipal Code, and subject
to the following Findings and Conditions:
FINDINGS:
1. Consistency with the General Plan: The church service is an
activity that is allowed by the General Plan Land Use designation
for this site.
2. Consistency with the Zoning Code: The church service is
subordinate to the church use which is allowed within the Low
Density Residential zoning district.
3. Compliance with CEQA: The church service is exempt pursuant to
Categorical Exemption Section 15323 (Normal Operations of
Facilities for Public Gatherings).
4. Surrounding Uses: The church service will not create conditions
materially detrimental to the public health, safety, and general
welfare or injurious to, or incompatible with other properties or land
uses in the vicinity.
CONDITIONS:'
1. The applicant and property owner agrees to indemnify, defend and
hold harmless the City of La Quinta in the event of any legal claim
or litigation arising out of the City's approval of this event. The City
of La Quinta shall have the right to select its defense counsel at its
sole discretion.
2. The applicant shall obtain a permit from the Riverside County Fire
Department to install the tent structure. They can be contacted at
760-427-9827. Fire lanes shall be established and/or maintained
during the special event.
3. Permits from the Building & Safety. Department for temporary
structures (e.g., tents exceeding 200 square feet and%or canopies
exceeding 400 square feet) shall be obtained prior to installation.
If you have any questions, the Building & Safety Department can
be reached at 760-777-7012.
4. The applicant shall coordinate with the Riverside County Sheriff's
Department for traffic control at the intersection of Washington
Street and Avenue '47/Highland Palms.
5. The , applicant shall comply with all provisions of the La Quinta
Municipal Code
6. Theproperty shall be restored to its original condition prior to the
event.
Adherence to these Conditions will ensure that adverse impacts to
surrounding properties will be minimized. The City may elect to add
conditions to this. application to .mitigate any problems that may arise and
have not been previously addressed.

Re: Permit for Easter Sunday Courtyard Canopy/ Parking Plans
Dear Les:
Per our telephone conversation yesterday, I will highlight our plans for Easter Sunday,
April 16, 2006.
We have asked for a permit to install a canopy in the courtyard of the Church. This would
be installed on Saturday, April 15, 2006 and removed Monday, April 17. I have had
several conversations with Jy Woo regarding this matter.
The parking/traffic plans are as follows:
• Two Sherriff s deputies at the intersection of Washington St. and Highland Palms.
I understand they will be turning the traffic lights to flashing red and will be
controlling the traffic manually.
• We will be using Resort Parking Co. on our property to help facilitate the flow of
traffic throughout the parking lots. They also provide a shuttle to assist
parishioners from the outer parts of the grass parking lot on our property.
• Per your suggestion, I have called Tops & Barricades to check price and
availability for two message boards to be utilized on Northbound and Southbound
Washington Street. We will need to discuss the exact wording. They are to call
me back as to availability. The cost for one day is approximately $500.00.

We did investigate the possibility of using the old Art's Festival parking adjacent to our
property but determined it would be very unsafe to access our property from there. As
you know, there is no side walk and it would be very difficult if not impossible for the
shuttle to operate there.
I hope this clears up any misunderstanding that may have existed. Please let me know if
you require anything else.
