This action was taken subject to the staff recommended approval conditions, as set forth in the attached final conditions. These requirements shall be incorporated into a final Sign Program document, as required by Condition 6, for submittal to the City and maintenance in our approved Sign Program inventory. Please find along with the conditions, a copy of the approved Sign Program for finalization in accordance with the above. Please be aware that all signs under this program, that are not currently installed require separate sign applications; specifically for the remaining signs for Four Seasons Escrow and La Quinta MedSpa. Only one sign for each of these tenants was approved under SA 2005-908 and 2005-909, respectively. The remaining signs for these tenants will require individual sign applications for approval. MATTHEW WERNER CONDITIONS OF APPROVAL - FINAL OCTOBER 11, 2005 1. The monument sign as approved under the original Sign Program for SA 2003-727 shall be retained under the sign program as amended. The location and design of the monument sign shall be subject to review under the standard sign application procedure, and shall meet the requirements of the City Sign Code with exceptions as set forth in these conditions. The entry monument sign shall be constructed of high quality materials. 2. The tenant name backing panel shall be a painted metal material. Lexan or plastic components are not permitted for the backing plate. The monument sign tenant lettering may be internally illuminated if routed through the metal backing plate as push -through letters. The building name lettering may also be internally illuminated if a similar push -through letter system is employed. 3. Amend Item 1 of the sign program standards to include the following: "Letter color shall not apply to logo signs that are in compliance with this sign program as amended. Letter size shall be limited to a maximum of 18 inches in height, and shall be appropriately scaled in relationship to the sign and sign location. Logo signs must have written approval from the building management or owner. The Windermere Real Estate signs are approved as installed with injection -molded plastic letters, in a color consistent with the bronze anodized aluminum letter faces. No other exceptions for injection molded signs, or other signs conflicting with this sign program, shall be allowed.". 4. Amend Item 3 of the sign program to read as follows: "Tenants are allowed one wall sign for each tenant frontage, not to exceed two signs per tenant. Signs may be allowed on any building side, provided they are in compliance with the City Sign Code and this sign program as amended. Any sign facing toward Caleo Bay shall be limited to 25 square feet in size.". 5. Amend Item 4 of the sign program to read as follows: "No building or wall mounted signs may be internally illuminated, or have direct external illumination, to include logos or other sign elements." 6. The applicant is responsible for incorporating these conditions into a final sign program document, and submitting said document to the City for retention in the file for Sign Application 2003-727, as amended. No new sign permits will be issued pursuant to this approval until the revised sign program is submitted and approved by the Planning Manager. 7. MATTHEW WERNER REQUEST: CONSIDERATION OF A SIGN PROGRAM FOR 47250 WASHINGTON STREET (LAKE LA QUINTA PLAZA) LOCATION: EAST SIDE OF WASHINGTON STREET, JUST NORTH OF OMRI & BONI RESTAURANT (ATTACHMENT 1) ENVIRONMENTAL CONSIDERATION: ON -PREMISE SIGNS ARE CATEGORICALLY EXEMPT UNDER CEQA GUIDELINES SECTION 15311(a) GENERAL PLAN DESIGNATION: CC (COMMUNITY COMMERCIAL) ZONING: CC (COMMUNITY COMMERCIAL) BACKGROUND: Site History The project was approved by the City Council under Specific Plan 2002-056 and Site Development Permit 2002-731, on June 18, 2002. Condition #76 of the Site Development Permit, which approved the project, requires that a planned sign program must be submitted and approved by the Planning Commission, prior to establishment of any permanent signs for the project. The applicant has already installed one of the signs as proposed. Presently, the doctor's portion of the building is in operation under a temporary Certificate of Occupancy. SIGN PROGRAM PROPOSAL: The applicant requests sign program approval for three building/tenant ID sign areas; two mounted on the south building elevation, and one on the west (Attachment 2). The main building ID copy will have letter heights of 16 inches and 7.5 inches. The area of each sign is will not exceed 50 square feet. The sign program is intended to apply only to the existing phase 1 building. The applicant intends to process an amendment to include the 2"d phase building. Note, the applicant has installed one of the south elevation signs for his practice, which was applied for under another sign application, but not approved (Attachment 3). Also proposed is one freestanding monument sign for the complex (location not determined). The monument measures approximately 36 square feet and stands at just under 7 feet in height. Construction of all building -mounted sign copy consists of injection molded plastic letters, with no Illumination. All letters will be in a dark bronze finish, and will be affixed to the building with stud mounting. _. ANALYSIS: 1. The sign program as proposed is within the allowable lineal building lease frontage and other allowances of the sign code; 2. Future signs for the remaining tenants will be submitted later as they are identified. Specific sign locations and sizes will be reviewed against the provisions of the sign program; and, 3. The sign regulations require freestanding complex monument ID signs to have a minimum 10 inch letter size. As this commercial project borders a residential area and is a low intensity commercial office use, the issue of visibility of signs is less significant than in a more intense commercial district with more competitive sign visibility concerns. FINDINGS: The following findings can be made in support of SA 2003-725: A. The Sign Program is consistent with the purpose and intent of Chapter 9.160, in that it does not conflict with the standards as set forth in said Chapter. B. The Sign Program is harmonious with and visually related to all signs as proposed under the Sign Program, due to the common use of letter type and size, color and location of signs. C. The Sign Program is harmonious with and visually related to the subject building as the scale of the signs and letter color used accentuate the building design. D. The Sign Program is harmonious with and visually related to 'surrounding development, as it will not adversely affect surrounding land uses or obscure other adjacent conforming signs.
