Automobiles used for display must have the batteries disconnected and less than one gallon of fuel in the fuel tank. Waste materials, empty cardboard boxes, etc., shall be deposited in suitable containers until removed from the building. Show management shall assume responsibility for adequate janitorial and rubbish pickup services during the convention. Show management shall advise all janitors that the tent shall be cleaned of all combustible rubbish as containers fill. ELECTRICAL All extension cords shall be ground fault interrupter protected and over current protected. No additional taps are to be in any device. (Octopus, Z way or 3 vay tape). MPORAPVT SEATING Minimum clear aisle width shall be 36 inches. Aisles shall be so located that there will be no more than six intervening seats between any seat and the nearest aisle. The spacing of rows of seats shall provide a space of not less than 12 inches from the back of one seat to the front of the other seat. LOCATIONS. ACCESS AND PARKING The location of tents, canopies and temporary membrane structures, shall be separated from any property line, building, other tents,'canopy, or temporary structure by a minimum distance of 10 feet. Municipal Code Chapter 5.64, "Special Advertising Devices", provides for a permit , to be issued by the City Council for advertising devices other than the usual and , customary permanent business identification signs and includes signage for special events/occasions. REQUEST: The La Quinta Arts Foundation requests the following special advertising devices for the La Quinta Village Faire to be held November 2, 1991, at the La'Quinta Community Park (see Attachments 1, 2, 3, & 4) . All signs unless identified otherwise have been used in previous years. 1. Two professionally manufactured 3-feet by 15-feet blue banner to be hung • from the Palm trees at the east point and at the west point of the park that say "Arts Festival this Weekend". 2. A portable sign supplied by Naegele Outdoor at the intersection of Washington and Highway 111 on the southeast corner directing the public to the park. 3. ' A number of directional/information signs along Major streets (see Attachment 1&2). All signs will be set in place on October 28th and removed by November 4, 1991. DISCUSSION: 1. The proposed signs will be located within City right-of-way, on private property, and at the Community Park. MEMOGT.001 1 0 I 2. The Public Works Department has reviewed the sign locations and requires that the signs should be located so as not to create a traffic hazard. 3. Any signs which are outside the City of La Quinta must have approval from the affected jurisdiction. ' CITY COUNCIL FINDINGS/ACTION: Section 5.64.020 provides, in part, that permits are to be issued for special purposes, "...and not on a continuing basis- for, permanent advertising or identification purposes"; and further,. that "East permit shall be issued for a specified period of time subject to renewal for good cause shown". In taking action on a permit, ' the Council must find that the special advertising device applied for would not: 1. Constitute a traffic hazard or nuisance to adjacent or surrounding properties or to the public. at large; or, 2. Be detrimental to the public convenience or welfare; or, 3. Be inconsistent with the various elements and objectives of the General Plan and all other officially adopted policies and regulations of the City. Conditions may be assigned to any permit granted in order to harmonize it with the public purposes expressed in this Chapter of the Municipal Code. COUNCIL ACTION: Action of the Council may be taken by Minute Motion to approve or deny the request. SUGGESTED CONDITIONS IF THE REQUEST IS APPROVED: 1.4 Signs located along streets without curbs must maintain a six-foot setback between the sign edge and the edge of the pavement. 2. The edge of signs located along'streets with curbs shall not be any closer than 5-feet from the back of the curb. 3. The signs shall not obstruct vision' of any traffic control devices. 4. All signs must be removed by November 4, 1991. 5. Written authorization from the property owner must be obtained before installation of a sign on private property. A copy of this authorization shall be provided to the City. a 6. Permission for signs located outside the La Quinta City boundary must be obtained from the local jurisdiction. This event, called the La Quinta Village Faire, will be conducted in compliance with Ordinance #348 of the Riverside County Land Use Ordinance XIXa, "Temporary Outdoor Events." The anticipated attendance to the Faire is not expected' to exceed 750 at any given time. 'The one -day event will be open to the public from 10 a.m. to dusk, approximately 6 p.m. The La Quinta Village Faire will be held on the grounds of the La Quinta Community Park, located at 77-865 Montezuma Avenue, La Quinta. Written permission from the Coachella Valley recreation and Parks District, the agency with jurisdiction over the park, has been requested to hold the Faire on this site. The attached plot plan indicates: a) the area in which the artist displays will be placed; b) artist and patron parking; and c) placement of sanitation facilities ADEQUATE AREA TO CONDUCT THE EVENT: The grounds consist of the park itself on which approximately 90 artists will display their work, and foot traffic will. be on the existing sidewalks and on the grass between the displays. The park will not be.fenced, and the public may enter or exit at any point along the perimeter. PARKING: Permission has been requested from the City of La Quinta to utilize the vacant property located on Navarro and Montezuma for artist parking. Public parking will be designated around the perimeter of the park. FOOD SERVICE: Food and beverage services will be provided to the public by professional purveyors. SANITATION FACILITIES: Two permanent toilets in restrooms are on the premises. In addition, four portolets will be secured and placed on the grounds. WATER: Three drinking fountains are located on the premises. SOLID WATER DISPOSAL: Six large. covered .trash containers are permanently located on the premises. La Quinta Arts Foundation will supply additional trash containers. Two 3-yard dumpsters will be secured for trash disposal the day of the Faire. Automobiles used for display must have the batteries disconnected and less than one gallon of fuel in the fuel tank. Waste materials, empty cardboard boxes, etc., shall be deposited in suitable containers until removed from the building. Show management shall assume responsibility for adequate janitorial and rubbish pickup services during the convention. Show management shall advise all janitors that the tent shall be cleaned of all combustible rubbish as containers fill. ELECTRICAL All extension cords shall be ground fault interrupter protected and over current protected. No additional taps are to be in any device. (Octopus, 2 way or 3 way taps). _=MRARY SEATING Mialam clear aisle width shall be 36 inches. Aisles shall be so located that there will be no more than six intervening seats between any seat and the nearest aisle. This event, called the La Quinta Village Faire, will be conducted in compliance with Ordinance #348 of the Riverside County Land Use Ordinance XIXa, "Temporary Outdoor Events." The anticipated attendance to the Faire is not expected to exceed 750 at any given time. The one -day -event will be open to the public from 10 a.m. to dusk, approximately 6 p.m. The La Quinta Village Faire will be held on the grounds of the La Quinta. Community. Park, located at 77-865 Montezuma Avenue, La Quinta. Written permission from the Coachella Valley recreation and Parks District, the agency with jurisdiction over the park, has been requested'to hold the Faire on this site. The attached plot plan indicates: a) the area in which the artist displays will be placed; b) artist and patron parking; and c) placement of sanitation facilities ADEQUATE AREA TO CONDUCT -THE EVENT: The grounds consist of the park itself on which approximately 90 artists will display their work, and foot traffic will be on the existing sidewalks and on the grass between the displays. The park will not be fenced, and the public may enter or exit at any point along the perimeter. PARKING: Permission has been, requested from the City of La Quinta to utilize the vacant property located on Navarro and Montezuma for artist parking. Public parking will be designated around the perimet.er of the park. FOOD SERVICE: Food and beverage services will be provided to the public by professional purveyors. SANITATION FACILITIES: Two permanent toilets in' restrooms are on the premises. In addition, four portolets will be secured and placed on the grounds. COMMUNITY SERVICES GROUPS: Roger gave the foundation a list of the service groups confirmed. There are 14 groups on the list. It is possible to double.up these groups in the event that a few more confirm in the next. few days. II. LAY -OUT AND PLACEMENT OF SERVICE GROUPS: Although the fire department will be located on the point at the east end of the park so they can be near their big rig, they will have at least one man stationed inside the building at all times for medical stand-by. (This must be confirmed with Steve Guarino.) This will be a logical place for people to go in an emergency and will make it easier on us as far as "central communication center". Palmer Cable wants an outside spot for their "cherry picker" so we assigned them to 47r121 B. Fred Rice will be in a shady booth, r162. We looked at the lay -out map. Susan and Roger will get together to place each service group. Roger will notify each group to begin setting up by 8:30 A.M. if they only require one hour or less. All groups must be set and ready to recieve the public by 9:30 A.M. III. SET-UP: Roger will oversee the service group's set-up: Roger plans to be on site at 7:30 A.M. If the port-o- lets were placed incorrectly when delivered, Roger will arrange for them to be properly placed during these early hours. Roger will arrange for cones to be placed over sprinkler heads. Roger has 4 barricades he will place in the entries of the existing bathrooms to close them off. We will also place tables in front of the bathroom doors in the building to force everyone to use port-o- lets. Roger will ask Palmer Calble's cherry picker to help remove the banners at the end of the day. IV. TWO GROUNDS PEOPLE: Roger will be on site and will oversee the two grounds people that the city will provide. V. MEDICAL STAND-BY: Addressed in item II. VI. DELIVERY OF PORT-0-LETS: Port-o-lets will be delivered on Friday afternoon. We will alert the Sheriff's Dept.. so they will keep on eye on the park on Friday night. Roger will talk to Ron Dye about this.. We will need 10 folding trash bins with liners from Waste Management. Susan will call Jill Thompson to ask if they can be delivered on the Friday of Faire. Susan will also schedule an inspection on Saturday (Nov. 2) at 9:00 A.M. with Tom Hutchinson. The Foundation will make sure that Roger recieves the certificate of insurance.
