EDWARD P. HEORODT, EXECUTIVE SECRETARY BACKGROUND: Municipal Code Chapter 5.64, "Special Advertising Devices", provides for a permit to be issued by the City Council for advertising devices other than the usual and customary permanent business identification signs and includes signage for special events / occasions . REQUEST: The Desert Charities requests the special advertising devices (directional signs) for the 1994 Bob Hope Chrysler Classic to be held February 16th through 19th, 1994, at PGA West (Palmer Golf Course) and the La Quinta Country Club. All signs will be set in place 4 days prior to the event and removed 2 days after. The event will begin at 6 : 00 A. M . and end at 5 : 00 P . M. each day. The applicant has submitted a Minor Temporary Outdoor Event application as required by the La Quints Municipal Code. The application was approved by staff on January 7, 1994 (MTOE 93-060) . The fees for the event were waived based on Chapter 9.224.030 of the Municipal Code. The golf tournament was held last year, and no major problems were apparent. J • . DISCUSSION: 1. The proposed ,signs will be located within City right-of-way, and/or on private property. MEW0 ai 2. The Public Works Department has reviewed the sign locations .and requires that the signs be located so as not to create a traffic.hazard. 3. Any signs which are outside the City of La Quinta must have approval from the affected jurisdiction. CITY COUNCIL FINDINGS/ACTION: Section 5.64.020 provides, in part, that permits are to be issued for special purposes, " ... and not on a continuing basis for permanent advertising or identification purposes"; and further, "that each permit shall be issued for a specified period of time subject to renewal for good cause shown". In taking action on a permit, the Council must find that the special 'advertising device applied for would not: 1 Constitute a traffic hazard or nuisance to adjacent or surrounding properties or to the public at large; or, 2. Be detrimental to the public convenience or welfare; or, 3. Be inconsistent with the various elements .and objectives of the General Plan and all other officially adopted policies and regulations of the City. Conditions may be assigned to any permit granted in order to harmonize it with the public purposes expressed in .Chapter 5.64 of the Municipal Code. The Palmer Course at PGA West will be used Wednesday through Saturday, February 16th through :9th, 1994. The largest crowds for the Classic will be on Wednesday atthis course. La Quinta Country Club will be used this year. The largest crowds there will be on Thursday. 2. A tentative site plan is enclosed, showing the location of sanitary facilities, and first aid. This plan is subject to modification. Since neither of the clubs, this year, are the host club we will not'be installing bleachers. 3. We have -asked PGA West/Landmark Land to send you a,letter, giving its approval to the use of its course and property. 4. Our policy for liability coverage for the upcoming event will become effective on January 1, 1994. We will direct the city of La Quinta be listed as an additional insured. (as well as PGA West, Landmark Land and La Quinta Country Club) and will send the certificate to you when it is received. We note your minimum requirements on the amount of coverage and assure you our coverage exceeds that minimum amount. 5. A vicinity map, showing the location of PGA West and La Quinta in relation to the surrounding area, is enclosed. 6. A parking and traffic control plan, subject to modification,.is enclosed. 7. The.gentleman in charge of security will be Skip Royer of the Riverside County Sheriffs Department. We will meet with him and Bob Solis, Parking Chairman, to coordinate the activities between security and parking. 8. We will comply with all requirements of.- the Riverside County Health Department and the Riverside County Fire Department. 9. ,We work closely with the Riverside County Sheriffs Department and California Highway Patrol in assuring compliance with appropriate state and county traffic control regulations. As a routine matter, the operation is thoroughly reviewed by the County Health Department. 11. Portable facilities will be provided by Waste Management; preliminary plans call for ten each day, Wednesday through Saturday. 20 will be used at each course on the celebrity day, Wednesday for Palmer Course at PGA West, and Thursday at the La Quinta Country Club. 12. A letter from the Classic Board of Trustees, requesting a waiver of the appropriate fees, is enclosed. EDWARD P.. HEORODT, EXECUTIVE SECRETARY BACKGROUND: Municipal Code Chapter 5.64, "Special Advertising Devices", provides for a permit to be issued by the City Council for advertising devices other than the usual and customary permanent business identification signs and includes signage for special events/occasions. MEMOGT.041 REQUEST: The Desert Charities requests the special advertising devices (directional signs) for the 1994 Bob Hope Chrysler Classic to be held February 16th through 19th, 1994, at PGA West (Palmer Golf Course) and the La Quinta Country Club. All signs will be set in place 4 days prior to the event and removed 2 days after. The event will begin at 6 : 00 A. M . and end at 5 : 00 P . M . each day. • The applicant has submitted a Minor Temporary Outdoor Event application as required by the La Quinta Municipal Code. The application was approved by staff on January 7, 1994. (MTOE 93-060) . The fees for the event were waived based on Chapter 9.224.030 of the ' Municipal Code. The golf tournament was held last year, and no major problems were apparent. 1. The proposed signs will be located. within City right-of-way, and/or on private property. 2. The,.Public Works department has reviewed the sign locations and requires that the signs be located so as not to create a traffic hazard. 3. Any signs which are outside the City of La Quinta must have approval from the MEMOGT.041 E affected jurisdiction. CITY COUNCIL FINDINGS/ACTION: Section 5.64.020 provides, in part, -that permits. are to be issued for special purposes, "...and not on a continuing basis for permanent advertising or identification purposes"; and ' further, that each permit shall be issued for a specified period of time subject to renewal for good cause shown". In taking action on a permit, the Council must find that the special advertising device applied for would not: 1. Constitute a traffic hazard or nuisance to adjacent or surrounding properties or to the public at large; or, 2. Be detrimental to the public convenience or welfare; or, 3. Be inconsistent with the various elements and objectives of the General Plan and all other officially adopted policies and regulations of the City. Conditions may be assigned to any permit granted in order to harmonize it with the public purposes expressed in Chapter 5.64 of the Municipal Code. Map exhibits MEMOGT.041 CITY COUNCIL SPECIAL ADVERTISING DEVICE 93-039 (BOB HOPE CHRYSLER CLASSIC) FEBRUARY 1, 1994 FINDINGS: (1) That the proposed temporary on -site signs have been determined to be exempt, Class 11, Section 15311(a), from the provisions of CEQA. (2), That the proposed off -site signs have been determined to be exempt, Class 5, Section 15305(b), from the provisions of CEQA . (3) That the conditions stated below are deemed necessary to protect the health, safety, and welfare of the community. (4) That the temporary advertising is consistent with the standards of the Municipal Code of the City of La• Quinta. CONDITIONS: 1.. Signs located along streets without curbs must maintain a minimum six-foot setback" between the sign edge and the edge of the pavement. 2. The sign shall not be located within 5-feet of a public right-of-way or located with the corner cut-off area as identified in Chapter 9.204 of the La Quinta Municipal Code. CONAPRVL.016 3 . The signs shall not obstruct vision of any traffic control devices. 4. All signs must be removed by February 21, 1994. 5. Written authorization from the property owner must be obtained before installation of a sign on private property. A copy of this authorization shall be provided to the Planning & Development Department. ;9 6.
