FISCAL IMPLICATIONS: None. .BACKGROUND AND OVERVIEW: On August 2, 1994, the City Council approved the off -site directional signs (±4 square feet) and on -site banner(s) for Calle Estado with Conditions (SAD 94-049). On September 8, 1994, an application was received from Ms. Eileen Savan with the La Quinta Chamber of Commerce requesting permission to install additional temporary off -site advertising for the Mainstreet Marketplace (Attachment 2). A. 50 square foot sign is proposed to be placed at the southeast corner of Highway 111 and Washington Street, approximately one week prior to each Friday night event. The sign would be installed by Fairway Outdoor Advertising. The applicant is also requesting a 3' x 20' banner to be hung on two existing palm trees adjacent to the Chamber's property on Avenida Bermudas. Last year the banner(s) was placed on Calle Estado at the entry into the street fair. The previous banner size was.3' x 14'. The Calle Estado banner will not be used if the City Council approves the new site at the Chamber office on Avenida Bermudas. Municipal Code Chapter 5.64 (Special Advertising Devices) provides for a permit to be issued by the City Council for advertising devices other than the usual and customary permanent business identification signs. This includes banners and directional signs as requested in this application. Section 5..64.020 provides, in part, that permits are to be issued for special purposes, "...and not on a continuing basis for permanent advertising or identification purposes", and further, "each permit shall be issued for a specific period of time subject to renewal for good cause shown." The Council's consideration for granting of this permit must find that the Special Advertising Device applied for would not: 1. Constitute a traffic hazard or nuisance to adjacent or surrounding properties or to the public at large; or, 2. Be detrimental to the public convenience or, welfare; or, 3. Be inconsistent with the various elements and objectives of the General Plan and all other officially adopted policies and -regulations of the City. FINDINGS AND ALTERNATIVES: The options available to the Council are as follows: 1. Approve the request with -Findings and Conditions; 2. FISCAL IMPLICATIONS: None BACKGROUND AND OVERVIEW: The La Quinta Chamber of Commerce requests special advertising devices for their street fair event on Calle Estado (Attachment 1) between Desert Club Drive and Avenida Bermudas (Attachment 2) . The off -site directional signs will be located at eight locations within the City. The 22" x 28" signs will be placed two days before and removed three days after each event. The directional signs were used last year. The 1994-95 season street fair dates are September 30th, October 28th, December 2nd, March 3rd, April 7th, and May 5th. A 3' x 14' banner is also requested for on -site advertising. The banner would be hung from two palm trees in the Calle Estado parkway. Special Advertising Device Municipal Code Chapter 5.64, "Special Advertising Devices", provides for a. permit to be issued by the City Council for advertising devices other than the usual and customary permanent business identification signs and includes signage for special events /occasions . Discussion 1. The proposed signs will be located within City rights -of -way along Washington Street and Calle Tampico. 2. The Public Works Department has reviewed the sign locations and requires that the signs be located so as not to create a traffic hazard. Conditions may be assigned to any permit granted in order to harmonize it with the public purposes expressed in this Chapter of the Municipal Code. CCGT.003 ., , City Council Findings/Action Section 5.64.020 provides, in part, that permits are to be issued for special purposes, "...and not on a continuing basis for permanent advertising or identification purposes"; and further, that "Each permit shall be issued for a specified period of time subject to renewal for good cause shown". Additionally, we request permission to use the MAINSTREET MARKETPLACE banner as a special advertising device prior to each event. This banner would be hung across the two palm trees which sit on the first center island at the corner of Calle Estado and Bermudas. A new banner will be made this year to reflect the Chamber of Commerce, City of La Quinta and Colony Cablevision as sponsors.
