LOCATION: 57-325 MADISON STREET West Coast Artists _ is requesting approval to install temporary off and on -site advertising (i.e., signs and banner) for the Fine Arts Festival to be held November 24th through 26th, 1995, at Sculptureland (formerly the La Quinta Sculpture Park) for which staff approval Has been received (MTOE 95-094). The applicant has submitted a request to install, within the City limits of La Quinta, seven (7) small off -site directional signs to guide people to their event (Attachment 1). The signs are proposed to be installed 36-inches above grade with the sign size 24-inches long by 18-inches high. The signs would be blue with white copy reading "Sculpture Park Fine Arts Festival" with directional arrows (Attachment 2). These signs will be located in the right-of-way along the streets as noted on the plan (Attachment 3). The signs will be installed on November 23rd and removed on November 27, 1995, the day after the event ends. The applicant has also submitted a request for a 3-foot tall by 20-foot long banner advertising the Festival.- It will be placed on the fence adjacent to Madison Street one week prior to the event. Colors of the banner will be white with blue copy (Attachment 4). Portable restrooms shall be provided for the outdoor event in a ratio satisfactory to accommodate each day's patrons. Contact the Building Department if you have any questions. They estimate that four women and three men's facilities will be needed. Additionally, one for each sex shall be accessible to the physically challenged. 9. All vendors or operators shall obtain a City business license. The Finance Department can be reached by calling 619-777-7150. 10. Food vendors shall be reviewed and approved for operation by the Riverside County Health Department, as required. 11. Any extension cords for electricity must be heavy duty and equipped with GFI electric grounding. All extension cords must be taped to the ground or buried. The Building Department inspection fee is $100.00. 12. Before use of any private property, the applicant shall obtain written approval from the property owner. 13. Temporary trash bins shall be placed throughout the event insuring that all trash is cleaned up at the closing of each day's activities. 14. A Blowsand Control Plan (PM10) shall be prepared for the project pursuant to Chapter 6.16 of the Municipal Code. A PM10 plan will not be required if you park vehicles on paved or turfed areas. A copy of the City's requirements can be obtained from our department (contact Mr. Wally Nesbit at 619-777- 7069). 15. The applicant shall work with Waste Management of Palm Desert (or other provider) to recycle the aluminum cans disposed of in the temporary trash receptacles. 16. A building permit might be required for your temporary, accessory structures (i.e., bleachers, etc.). You can contact their office by calling 619-777-7012. 17. If temporary "No Parking" or street closure permits are required to conduct the outdoor art show, please file a written request with appropriate exhibits to our attention. The traffic plan shall show the locations of proposed blockages to normal traffic flow, temporary parking areas, pedestrian routes, and any other elements effecting normal conditions. The plan shall show the location, nature and timing of proposed temporary signing, barricades, channelization markers, flagpersons,, and other proposed traffic control _ measures. The plan requires, approval by our City Council. 18. If ground excavation is required; please contact Underground Service Alert (USA) at 1-800-422-4133. This three day event, La Quinta Sculpture Park - Fine Arts Festival, will be open to the public daily from 10:00 am until 5:00 pm. A limited number of Artists will arrive on November 23 to set-up their displays, but these numbers will not exceed 25'. La Quinta Sculpture Park - Fine Arts Festival will be held on the grounds of the La Quinta Sculpture Park, located at 57325 Madison Street,,La Quinta. The attached plot plan indicates: a) the area in which the displays will be exhibited; b) artist and patron parking areas; c) placement of sanitation facilities; d) wine garden area. ADEQUATE AREA TO CONDUCT THE EVENT: The grounds consist of 22 fenced, grass covered acres. Approximately 100 artists will display their work at the west end of the park. The public will enter through one of two gates, which are located at the northeast and southeast corners of the park. PARKING: Parking for artists will be located adjacent to the Sculpture Park on the east side of Madison Street. Permission will be obtained from the property owner. Patron parking will be on the grounds of the Sculpture Park. Professional attendants will assist with public parking. FOOD SERVICE: Food and beverage services will be provided to the public from outside professional purveyors who will prepare food or beverages according to Health Department Standards. P.0. FIRE PROTECTION: One 2A10BC fire extinguisher will be installed in each food area. Fire exits are three twenty -foot gated openings in the fence. SANTITATION FACILITIES: We will arrange for portolets to be brought in by Waste Management. SOLID WASTE DISPOSAL: A large dumpster will be ordered for the event as will additonal trash receptacles. West Coast Artists will empty trash receptacles as needed. SECURITY: West Coast Artists will provide a professional security service. SITE RESTORATION: The site will be clean and restored to it's original condition at the conclusion of the event. CAMPING: Exhibitors in recreational vehicles will not be permitted to camp overnight in public parking lots or adjacent city streets. PERMISSION TO SERVE ALCOHOLIC BEVERAGES: We request permission to serve wine within the fenced area. The wine will be purchased by scrip only. Scip drink tickets will be sold by West Coast Artists who will check that each purchaser is over 21 years of age.
