The current approved PAD elevation of Lot 69 is at 1 ] 7.0, the owner of the lot is proposing to raise the PAD elevation to 119.0. The proposed PAD height will be at the same elevation as the adjacent Lot 68. Both lot 68 & 69 are owned by the same person; Lot 68 has an existing residence, and Lot 69 is vacant. This report will also support that there will not be future encumbrance on grading and drainage issues when Lot 69 PAD elevation is raised to 119.0, and merged with Lot 68. Existing Conditions: The site is located on the north side of Masters Circle with a size of 0.34 acre. The site is westerly adjacent to Lot 68, which has an existing residence, northerly adjacent to the golf course, and easterly adjacent to the open space lot. The existing topography is moderately sloping in a southeasterly direction. The existing street drainage course runs from west to east direction, which is consistent with the existing site drainage based on the site evaluation and topography. A topography map is attached with this report. The site soil is classified as "CdC, Carrizo", a hydrologic group "A" soil per the attached USDA Soil Conservation Map. The existing approved PAD height of Lot 69 is 117.0 with a highest elevation of the existing top of curb at 116.21, which indicates that the finished floor based on the current PAD elevation would have a minimum of 1.8' higher than the street drainage course. Based on the lot dimensions, the current PAD elevation has more than sufficient height to drain any runoff from the back of the lot to the frontal street. Proposed Drainage Design: Since the existing site conditions permit more than sufficient elevation for the drainage of the runoff, we assess that the proposed PAD height at elevation 119.0, which is 2 feet higher than the existing will provide additional fall, which is beneficial in directing the collected runoff from the site to the street. We propose that grading shall be graded at a minimum 2% away from any structures for at least 3 feet. Any runoff collected around any structure shall be directed to an approved drainage course, which may include dirt swale with 1% minimum slope or a drainage pipe system. The drainage pipe system must at minimum consist of 4" grate, 4" PVC drain pipe with 1% minimum slope. At all pipes' terminus shall install an open -bottom 12" square bubbler box, with a minimum dept of 3 feet. The bubbler box shall have a minimum I foot depth of 3/4 inch minimum clean gravel to let the collected runoff percolates through the soil prior to overflowing to the street. Runoff Prediction: Based on the Rational Method per Riverside County Flood Control Manual (RCFC's manual), below is our estimate on the runoff for a developed site during the 10yr storm and 100yr storm. I - Intensity is obtained from RCFC's Intensity -Duration Data Plate D-4.1 under Desert Hot Springs Category with Duration of 5 minutes, which yields 4.39 for l0yr and 6.76 for 100yr. C — Coefficient of Runoff is obtained from RCFC Plate D-5.2, two graphical charts are attached: one for I Oyr and another for 100yr. Rational Method: Q = CIA For 10yr Storm: Q = (0.81)(4.39)(0.34) = 1.21 cfs For 100yr Storm: Q = (0.825)(6.76)(0.34) = 1.89 cfs Summary: Since the existing site condition permits sufficient fall to direct the drainage of the runoff to the street, we assess that the proposed PAD height at elevation 119.0, which is 2 feet higher than the existing PAD, will provide additional flexibility to the drainage design. The added height will accommodate steeper slope in both swale and pipe sections if necessary.
