That there are circumstances applicable to the property's shape and configuration which limit the ability to develop the site in common with surrounding properties; 2. That approval of the adjustment will not be detrimental to the health, safety or general welfare of the community at large, nor detrimental to surrounding properties; 3. That the adjustment is consistent with the intent and purpose of the La Quinta Land Use Ordinance.
