FISCAL IMPLICATIONS: None CHARTER CITY IMPLICATIONS: None. BACKGROUND AND OVERVIEW: Housing Commissioner Esperanza Polanco has been absent for three consecutive meetings: on October 13, 2010, November 9, 2010 and January 25, 2011. She has not submitted a request to the Housing Commission Chair or staff to be excused from the meetings. Her absences have resulted in her disqualification as a tenant member of the Housing Commission per La Quinta Municipal Code, Section 2.08.040: ... If a member of the housing commission absents him or herself from three consecutive meetings or is convicted of a crime involving moral turpitude, his or her office shall become vacant, and shall be so declared by the housing authority. Commissioner Polanco's term is scheduled to expire on June 30, 2012. The vacancy appointment will be for the remainder of the unexpired portion of the term. If approved, the City Clerk will announce the Housing Commission tenant vacancy with the Commission Openings advertisements that will .run in the Desert Sun in April and May, and the Gem in May. FINDINGS AND ALTERNATIVES: The alternatives available to the Housing Authority include: 1. Approve a declaration of a vacancy on the Housing Commission; or 2. Do not approve a declaration of a vacancy on the Housing Commission; or 3. Provide staff with alternative direction. Respectfully submitted, Douglas R.
