EXECUTIVE SUMMARY: Section 2 of the Housing Authority by-laws states that the Authority shall annually, at its first meeting held after December 30', vote to elect one of its members as Chairperson and elect another as Vice -Chairperson. The by-laws also state that the Mayor may not be selected as the Chairperson. EXECUTIVE SUMMARY: Two of the five positions on the Housing Commission have been vacant since July 2012. One is the tenant position and the other is the tenant age 62+ position. In May 2012, an application was received from Maria Ryser, who was contacted by the City's Housing Manager, and found to qualify for the tenant position. Attachment 1 is Ms. Ryser's application. No additional applications have been received for this position. FISCAL IMPACT: None BACKGROUND/ANALYSIS: The Housing Commission was created in 2009. State Code requires two members of a housing commission to be tenants of Housing Authority properties, and one of those must be over 62 years of age (if the Authority has tenants over that age). The Housing Commission's function is to review and make recommendations on all matters to come before the Authority prior to Authority action, except emergency 013 matters and matters which the commission, by resolution, excludes from its review. This position became vacant in July 1, 2012 with the expiration of Ms. Dorsey's term. Ms. Dorsey did not reapply. At the June 19, 2012 Council meeting, Council directed staff to continue to seek applicants since only one application had been received (from Maria Ryser) and the applicant was unable to attend the meeting for the interview. Ads for applications have been published twice in The Desert Sun newspaper, twice in the GEM, on the City's bulletin boards, and continuously on the City's website. In addition, the City's Housing Manager has made many personal attempts to solicit applications from tenants. No additional applications have been received but Ms. Ryser remains interested and is available to attend the January 15t' Council meeting.
