EXECUTIVE SUMMARY: • The La Quinta Housing Authority ( "Authority ") currently has 410 silent second trust deeds, 73 sewer subsidy loans, 688 multi - family units, 28 single family rentals, and 2 residential rehabilitation loans that generally require monthly monitoring and annual compliance. The City has historically contracted for these services. These services generally include assistance with the City's 2" Trust Deed Program, Sewer Subsidy Loan Program, refinance eligibility review, as well as assisting staff with the preparation of the Housing Authority Annual Report. • The City issued a Request for Qualifications in October 2012 to contract for housing compliance, monitoring and administrative services. • The Request for Qualifications was distributed to six firms and the following firms responded: Coachella Valley Housing Coalition and Ms. Becky Caha. FISCAL IMPACT: The Professional Services Agreement (PSA) with Ms. Caha identifies a cost not to exceed $55,275 for the Fiscal Year 2013/14 contract period. For Fiscal Year 2013/14 the Authority budget allocates $60,000.00 for contract housing 58 compliance and monitoring services. BACKGROUND /ANALYSIS: For the past 18 years, the City has contracted for professional housing compliance and monitoring services. Ms. Caha has provided these services for the past 10 years. In June of 2012 she was retained on a short term basis. The Authority's contract with Ms. Caha was originally for the remainder of 2012. The contract was extended and is now scheduled to expire on June 30, 2013. Below is a summary of steps taken thus far: • A Request for Qualifications (RFQ) process began in October, 2012. • A Selection Committee was established shortly thereafter to review the submitted proposals. • Two firms responded to the RFQ and were interviewed in November, 2012 by the Selection Committee. • As a result of the City's recent staff reductions and reorganization, the selection process was suspended and Ms. Caha's contract was extended through June, 2013. • In April of this year, Staff contacted the two responding firms requesting an update to their cost proposals to provide services for the upcoming Fiscal Year 2013/2014. • One of the responding firms, the Coachella Valley Housing Coalition, informed staff that they would be unable to provide the required compliance and monitoring services to the Housing Authority's multi - family properties. Based upon the current services being provided and the interview conducted last November, the Selection Committee has found Ms. Caha to have extensive knowledge of the Authority's programs and services given her 20 years of experience in this field. It should be further noted that Ms. Caha's services provided over the past 12 months has been without issue. ALTERNATIVES: It is recommended that a professional services agreement be secured with Ms. Caha to provide Housing Compliance and Monitoring Services for the City of La Quinta. However, City Council could direct staff to start the process over and solicit a request for qualifications. Please note that starting the process over will take approximately 45 -60 days to complete and thus Ms. Caha's current contract *1 would need to be extended to cover operations during this period. [.*I$] FISCAL IMPACT: The budget for the comprehensive development of Washington Street Apartments is $33,500,000 with up to $15,500,000 funded with tax credit equity and the balance of $18,000,000 funded with bond proceeds, as included on the current Recognized Obligation Payment Schedule ( "ROPS ") that was approved by the Successor Agency, Oversight Board and the State Department of Finance (DOF). However, before construction would commence, the Housing Authority would seek confirmation of the DOF's approval of these expenditures. BACKGROUND /ANALYSIS: The La Quinta Redevelopment Agency purchased Washington Street Apartments in 2008 and the adjoining vacant parcel in 2007. During 2010, the Agency proceeded with plans to substantially rehabilitate the existing 72 -unit apartment complex and construct 26 new units for affordable to low income seniors and disabled adults (Phase 1). After obtaining a Site Development Permit and Conditional Use Permit, the project was suspended in February 2012 during the Redevelopment dissolution process. In June 2012, the project resumed and in August 2012, the La Quinta Housing Authority (Authority) initiated negotiations with National CORE to secure Tax Credit financing, a funding source that would substantially decrease the per unit investment required by the Authority. The use of Tax Credit financing for this project was previously discouraged by US Department of Agriculture Rural Development, which holds a secondary note on the property and provides monthly rental assistance to the existing 72- units. Construction documents for Phase 1 underwent an initial review by the City's Building, Fire, Planning, and Public Works Departments before entitlements began on the final phase portion of the adjoining vacant parcel. The comprehensive project will operate under one management company and amenities will be available to all residents. In April 2013, the Authority approved contracts for architecture, landscape architecture, and engineering services for the 42 additional affordable housing units on the adjoining vacant parcel. Working on an expedited schedule, City staff and the design team completed the project planning, design and review on May 23, 2013. Attachment 1 is the current project entitlement schedule. The purpose of the expedited schedule was to obtain all necessary approvals and to adequately clear appeal periods in advance of the July 3, 2013 round of Tax Credit applications. While all necessary deadlines have been met, the project will not be prepared for the July 2013 application period due to challenges identified by National CORE These challenges, which include varying ownership across the psi existing and proposed new units, could cause the proposed 42 new units to be significantly underfunded. By delaying the Tax Credit application until the March 2014 application submittal period, National CORE and the Authority will be able to improve the project's standing, gain additional perspective regarding DOF's position on the use of 2011 bond proceeds and be in a better position to obtain all necessary funding. Going forward, the project will be submitted to the Building, Fire, Planning, and Public Works Departments in order to obtain all necessary permits and final approvals. During the March 2014 Tax Credit application round, the expanded project is expected to obtain adequate Tax Credit financing in order to substantially rehabilitate the existing 72 units in addition to building the 68 new units. The Agency reviewed Phase 1 project planning and design in February 2012, prior to the Redevelopment dissolution process. The final project phase is designed to reflect and be generally consistent with the architectural, landscape and site plan concepts identified in Phase 1, with several added amenities designed to benefit the project as a whole. Attachment 2 contains Final Phase site plans and aerial renderings. The added amenities include a common building focused on health and wellness, laundry, maintenance facilities, a pool and active use lawn area, and retention basin. The site plan includes 42 new single story one - bedroom units. The new units have been designed to seamlessly integrate with the 26 new units and 72 existing units in Phase 1 . The expanded project site includes a walking trail along the perimeter that connects many of the site amenities to the existing units. A fenced retention basin will provide residents with a safe and enclosed area, planted with turf, to exercise their dogs. The community garden plots, located near the middle of the site along the southern property line gives residents an opportunity to grow their own vegetables and converse with their neighbors. The active use lawn area, also a centrally located amenity, can be used for picnics or bocce ball games. Both the commons and laundry facility have large roof overhangs to provide residents with ample shade where the community is expected to gather and socialize. Between the units, shade trees will provide residents with shaded seating alcoves surrounded by landscaping and decomposed granite. Throughout the site at strategic locations, trellises and trees will provide respite for the residents furthest from the site amenities. The architecture throughout the site echoes the Sustainable Desert Contemporary theme planned for in the Phase 1 rehabilitation of the existing 72 units and construction of 26 new units. The new commons building (Attachment 3) includes an outdoor covered area for outdoor activities and lounging near the pool. A large meeting room with a small kitchen will be available for group events and has views of the pool. The commons building also includes a small computer lounge, fitness room with connected rya therapy room, and property management office space. A centrally located laundry building (Attachment 4) is sited across the active use lawn from the commons building. Shaded outdoor space and interior tables will provide residents with areas to wait while doing their laundry or to socialize. Connected to the laundry building, property management has a large maintenance room for storage of tools and supplies. The parking areas are surrounded by "living screens" and parking spaces are covered with steel roofs that provide vehicle shade as well as being designed to accommodate solar panels. Attachment 5 provides individual unit plans and elevations. All units are single story, one - bedroom, and one - bathroom and reflect the same floor plan used for the new units of Phase 1 . The rooflines and facades also reflect the character of the existing units. A partially enclosed porch provides each residence with an outdoor space for potted plants or outdoor dining. Each unit is an open floor plan allowing the interior living room to flow into the dining and kitchen area. Near the kitchen, a thermal chimney will exist to allow warm air within the unit to be vented out. Storage and closets provide a buffer between each unit and concrete masonry walls limit sound transmission. A small outdoor landscaped area will be just outside each bedroom window. The project development plans have been taken through the development review process. The Architectural and Landscaping Review Committee (ALRC) has reviewed and supports the project as presented. The Housing Commission was unable to establish a quorum for their June 12 meeting and subsequently has not had an opportunity to review or comment on this final phase of the project. Planning Commission review and potential approval of the Site Development Permit and Conditional Use Permit is scheduled for June 25, 2013.
