EXECUTIVE SUMMARY: • Year -to -date revenues and expenditures of the La Quinta Housing Authority are reported monthly. • Revenues collected were 98.8% of projected revenues and expenditures were 99.9% of the budgeted amounts. FISCAL IMPACT: None. BACKGROUND /ANALYSIS: Revenue and expenditure reports are submitted to the La Quinta Housing Authority monthly to review, receive, and file. Attached is the transmittal of the June 30, 2013 Statements of Revenues and Expenditures (Attachments 1 and 2, respectively). The La Quinta Housing Authority has collected 98.8% of its projected revenues through June 30, 2013. Expenditures are at 99.9% of the budgeted amounts. EXECUTIVE SUMMARY: • At the July 16, 2013 Housing Authority meeting, the Authority appointed Sue Marie Leidner to the Housing Commission for a term of two years. • On August 16, 2013 Ordinance 516 took effect. It standardized the term of all boards and commission to three years. • The recommended action will bring Ms. Leidner's term into compliance with the new Ordinance. FISCAL IMPACT: None. BACKGROUND /ANALYSIS: Council adopted Ordinance 516 on July 16, 2013 and it became effective August 16, 2013. Ordinance 516 amended Municipal Code sections relating to the appointments and operations of all City boards, commissions, and committees. Amendments consisted of consolidating and standardizing sections and introducing term rotation provisions. M On that same date, the Authority filled a vacancy on the Housing Commission. Since Ordinance 516 was adopted, but not yet in effect, existing Municipal Code ordinances governed this appointment. Existing ordinances set a two -year term for Housing Commissioners. Recognizing the immediate need to fill the vacancy so that the Commission could achieve quorums for meetings, the Authority opted to appoint Sue Marie Leidner on July 16, 2013, under then - existing Municipal Code parameters. It was the Authority's consensus at that meeting to adjust the term of the newly appointed Commissioner to a uniform three years after Ordinance 516 took effect. All other provisions of Ordinance 516 took effect August 16, 2013 and apply to all members of the Housing Commission from that date forward. Other than setting a uniform term starting with the July 2013 appointees, no other retroactive action is needed. ALTERNATIVES: The recommended action reflects the stated intent of the Authority; therefore, no alternative is provided.
